AN ORDINANCE AMENDING
ORDINANCE NO. 136
THE CITY COUNCIL OF THE CITY OF WEST COVINA
DOES ORDAIN AS FOLLOWS:
Ordinance No. 136 is hereby amended to read
a:s follows:
SECTION 1. Pursuant to the provision of
an Act of the State Legislature of the State of
California, known and designated as the Conservation
and Planning Act, enacted in 1947, there is hereby
created and established in the City of West Covina a
Planning Commission of seven (7) members, which said
seven (7) members shall be appointed by the Mayor
with the approval of the City Council of said Cityl
SECTION 2. The members of the Planning
• Commis-sion, other than ex-officio members, heretofore
appointed shall continue in office until their res-
pective terms expire, unless sooner removed for cause
as provided by law, and their successors shall be ap-
pointed for the term of four (4) years. If a vacancy
shall occur other than by expiration of the term of
office it shall be filled by appointment by the Mayor,
and any appointee member of the Planning Commission
may be removed by the Mayor at his pleasure with the
concurrence of the City Council.
SECTION 3. Promptly upon the appointment
of said Planning Commission by the Mayor, he shall
notify the City Council thereof and cause the names
of said appointees to be recorded in the minutes of
the Council Meeting next following said appointment.
SECTION 4. The said members of the City
Planning Commission shall, immediately after their
appointment, organize in accordance with the provi-
sions of the Conservation and planning Act referred
to in Section 1 hereof, and its powers and duties
shall be as set forth in said Act.

SECTION 5. The City Council may by motion
or Resolutionrefer and submit to the said City Plan-
ning Commission other matters that come within the
jurisdiction of said Commission, as provided within
the jurisdiction of said Conservation and planning
,Act, provided that in all such matters so referred
or submitted said Planning Commission shall have no
authority to take action thereon but shall make in-
vestigation and report its findings to the City
Council on matters so submitted.
SECTION 6. The Mayor shall sign this
Ordinance and the City Clerk shall certify to the
adoption of this Ordinance and cause the same to
be posted in three (5) public places in the City
• of West Covina.
