ADOPTING A BUILDING CODE TO REG LiTE THE CONSTRUCTION, ERECTION,
ENLARGEMENT, RAZING, ALTERATION, R-PAIRING, REMOVAL, MAINTENANCE,
MOVINJ, USE AND FIGHT OF BUILDINGS OR STRUCTURES IN THE SAID
CITY OF WEST COVINA" BY ADDINNG TPERETO A NEW SECTION, TO BE
NUMBERED SECTION 104.5
The City Council of the City of West Covina do ordain as
follows:
• Section 1. An Ordinance amending Ordinance #87 "An ord-
inance of the City of !Nest Covina, County of Los ,Angeles, state
Of California, adopting a building code to regulate the const-
ruction, erection, enlargement, razing, alteration, repairing,
removal, maintenance, moving, use and height of buildings or
structures in the said City of West Covina" by adding thereto
a new section, to be numbered Section 104.5
Section 104.5 Section 104 of Ordinance number 2366 (New Series)
page 381 of the Los Angeles County Building Code, 1945 Edition
is hereby repealed. The Building Code of the City of West Covina
as adopted pursuant to Ordinance number 87 and amendments and
supplements thereto is hereby amended as follows:
All plumbing do each building or structure shall be sep-
arately and independently connected with a public sewer, pro-
vided that if there is no public sewer on a street or alley on
which the property abuts or if the building or structure is
located more than three hundred feet (3001) from said sewer,
such building or structure may be connected to a septic tank.
Such septic tank shall not be located closer than ten feet (101)
from a building or structure, and five feet (51) from a side
property line unless local conditions make such location im—
practical.
Exception: 1. When any building or structure is in the rear
of any building or structure connected to a public sewer, the
said building or structure may be connected to the plumbing work
of the front building in any case in which such connection will
not render either building or structure insanitary. Before such
connection may be made, an inspection shall be made by the Chief
Plumbing Inspector to determine its effect.
2. A septic tank shall not be constructed when it appears
that said installation may result in contamination of a source
of domestic water supply, and the Chief Plumbing Inspector has
been so notified in writing by the Health Officer,
3. Waste water from sinks, wash trays, lavatories, bathtubs,
or showers may be connected to an approved underground disposal
system where all of the following conditions prevail:
(a) Connection with a sewer as otherwise provided in this
section is not possible.

(b) Connection to the plumbing work of a building as pro -
bided in this section is not possible.
(c) No septic tank for toilets or urinals is permitted by
this or any other ordinance or law.
(d) Such connection will riot result in an insanitary con-
dition and the Chief Plumbing Inspector has been so notified in
writing by the Health Officer.
In no case shall waste from a water closet, urinal or
similar fixture be connected to other than a sewer, or septic
tank:.
A special permit may be issued by the Chief Plumbing
Inspector for the installation of a cesspool, upon payment of
the fee provided for a septic tank, in the event he shall find
• any or all of the following conditions exist; to -wit,
a. That unusual hardship would result,in the event a
septic tank should be installed,not common to other
properties in the City of West Covina..
b. That the installation of a cesspool would not be
detrimental to the public health,,safety, and general
welfare..
c. That the installation of a septic tank would be a
practical difficulty.
Section 2. This Ordinance shall take effect thirty days
after the date of its adoption, and prior to the expiration of
fifteen days from the passage hereof shall be published once
in the West Covina Tribune, a newspaper printed and published
in the City of Vlest Covina, County of Los Angeles, State of
California.
