Ordinance - 165ORDINANCE NO. AN ORDINANCE MENDING ORDINANCE NO. 103 OF THE -CITY OF WEST COVINA REGUTATING TRAFFIC AT INTERSECTIONS The City Council of the City of West Covina do ordain as follows : _ .. _ _ . . Section 1: Ordinance -No. 103 entitled"An Ordinance of the City of West Covina,,'California, making -certain provisions relating to public streets -and public places Within said City: Regulating traffic in and upon such public streets and places, and -repealing all ordinances and parts. of ordinances in conflict therewith" is hereby amended by adding thereto a new Section; to be numbered Article IV, Section 1.5,. to read as follows: Article IV, Section 1.5,:: At ­any intersection within the City of West Covina, where mechanical traffic control devices. *shall' have- been installed $ or- mad hereafter be- in- s:talled, the traffic authority may erect.,place or maintain signs prohibiting the' making of right turns --by drivers of vehicles against the red light -or other means employed by said mechanical controlled devices: -indicating that'the drivers of vehicles, traveling in one or more general di- rections, shall stop whenever the -said traffic authority determines that such right turns cause traffic congestion or traffic hazard: During the tune such signs are'so'erected or placed, no right hand -turn shall be permitted against the red signal or stop signal or other means used to -indicate that traffic approaching the intersection in one general direction shall stop, and it shall be unlawful for operators or drivers of any vehicle to make any right hand turn in such intersection at such times. -PENALTIES. That any person violating any of the pro- visions of this ordinance shall be deemed guilty of a misde- meanor and upon conviction thereof shall be punishable by a fine of not less than $10.00-and not more than $300.00 or by imprisonment in the City jail of West Covina, California, or in -the County jail of the County of Los Angeles, Calif- - ornia, as the committing magistrate may direct -,"for a period of not more than three months or by both such fine and im- prisonment in the discretion of the Court.
