AN ORDINANCE OF THE CITY OF WEST COVINA
REGULATING AND REQUIRING MAF'S TO BE FILED
SHOWING POSITION OF I12R OVEHENTS IN THE
CITY STREETS
The City Council of the City of 'vilest Covina do ordain as
follows:
Sectionl. It shall be the duty of every person, firm,
or corporation, when such person, firm, or corporation shall
own, use, control, or have an interest in, any pipes, pipe
lines, conduits, ducts, tunnels, or conveyor systems under or
beneath the surface of any public street, alley, sidewalk, or
other public place, which pipes, pipe lines, conduits, ducts,
tunnels, or conveyor systems shall be used or provided for
--__ the purpose of supplying or conveying gas, oil, petroleum

roducts, hydra -carbons, ammonia, water, steam, heat, sewerage,
discharge of wastes, electricity, or communication cirbuits,
in, to, or from the City of Jest Covina, or to or from any
person, firm, or corporation situated within the said City,
or for any other similar purposes, within ninety (90) days
after the final passage of this Ordin ante, to file in the
office of the City Engineer of the City of ',lest Covina, a Lap
or set of Maps, each drawn to a scale of not less than 200

feet to one inch, which map or maps shall show the exact
location, size, and description of the said pipes, pipe lines,
conduits, ducts, tunnels, or conveyor systems, together with
all mains, laterals, services, and sere. ce pipes, valves,
pressure regulators, traps, vents, manholes, hand -holes,
transformer chambers, or other appliances, installed beneath
the surface of the public streets, alleys, sidewalks, or
other public places in the City of 'Jest Covina, belonging; to,
used by, or under the control of such person, firm, or corpora-
tion, or in which such person, firm, or corporation has an
interest, together v,ith the date of installation of such im-
provement, as hereinabove set forth, if such date of istalla-
tion be known.
Section 2. It shall be that duty of every person, firm,
or corporation owning, using, controlling, or having an inte-
rest in any pipes, pipe lines, conduits, ducts, tunnels, or
conveyor systems, under or beneath the surface of any public
streets, alleys, sidewalks,,: or other public place, which pipes,
pipe lines, conduits, ducts, tunnels or conveyor systems shall
be used or provided for the purpose of supplying or conveying;
gas, oil, petroleum products, hydrocarbons, ammonia, water,
steam, heat, sewerage, discharge of wastes, electricity, com-

munication circuits in, to, or from the City of West Covina,
or to or from any person, firm, or corporation situated within
said City, or for any other similar purpose, to file, on or
before the 15th day of each and every January hereafter, com-
mencing on the 15th day of January, 195D, a corrected map or
set of maps, each drawn to a scale of not less than 200 feet -
to one inch, showing the complete installation of all pipe,
pipe lines, conduits, ducts, tunnels or conveyor systems, in -
eluding all mains, laterals, services, service pipes, vents,
valves, pressure regulators, traps, manholes, hand -holes,
transformer chambers, or other appliances installed under or
beneath the surface of the- public streets, alleys, sidewalks,
or other public places in the City of WestCovina, belonging
to, used by, or under the control of such person, firm, or
corporation, or in which such person, firm, or corporation
has an interest; and the said map or set of maps shall include
all installations made during the previous year, to and includ-
ing the last day of each such ear.
Section 3. Each such map or set of maps shall be ac-
companied by an Affidavit endorsed.'.thereon, subscribed and
sworn to by such person, member of such firm, or President or
Secretary of such corporation, to the effect that said pap or
set of maps correctly exhibits the details required by this
ordinance to be shown thereon.
Section 4. In the event that any person, firm, or cor-
poration shall have filed a map or set of maps in compliance
with Section 1 of this Ordinance, and shall find, at the last
day of any year subsequent thereto that no additional pipes,
pipe lines, conduits, ducts, tunnels, or conveyor systems,
including; any mains, laterals, services, service pipes, vents,
valves, pressure regulators, traps, manholes, hand -holes,
transformer chambers, or other appliances, shall have have
been installed during such year, then such person, firm, or
corporation shall not be required to file a new map or set
of maps as set forth in Section 2 of this Ordinance, but it
shall be sufficient if such person, firm, or corporation,
on or before the 15th day of January thereafter, shall file
an .Affidavit with the Office of The City Engineer of said
City referring to such map or set of maps as shall be on
file therein, and stating that such map or set of maps truly
represents the pipes, pipe lines, conduits, ducts, tunnels,
or conveyor systems of the party submitting such affidavit.
Section 5. Whenever any pipe, pipe lines, conduits,
ducts, tunnels, or conveyor systems, or other structures lo-
cated beneath or under the surface of any public street, alley,
sidewalk or other public place, or the use thereof, is aban-
doned, the person, firm, or corporation owning, using, or
having an interest therein, shall, within thirty (30) days

after such abandonment, file in the office of the City
Engineer of the City of I'lest Covina a statement in writing,
giving in detail the location of the pipes, pipelines,
conduits, ducts, tunnels, or conveyor systems, or other
structures so abandoned. Eachh map or set of maps filed
pursuant to the provisions of this Ordinance shall shown in
detail the location of all such pipes, pipelines, conduits,
ducts, tunnels, or other structures abandoned subsequent to
the filing of. the last preceding map or set of maps.
Section 6. Any person, firm, or corporation, as prin-
cipal or agent, who shall violate any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be punished by a fine not ex-
ceeding $300.00, or by imprisonment for a period not to ex-
ceed ninety (90) days, or by both such fine and imprisonment.
Section 7. The City Clerk shall cause this Ordinance
to be published once within fifteen days after its passage
in the West Covina _Tribune, a newspaper of general circula-
tion published and circulated in said City.
First read at a regular meet' n- of the City Council
of said City held on the /Jday of _i 1948, and
finally adopted and ordered published at a regular meeting of
said council held on the may of , 1948, by the
