AN ORDINANCE AMENDING SECTION 3.1 OF ORDINANCE
NO. 147 CHANGING THE ZONING MW OF THE CITY OF
WEST COVINA
The City Council of the City of West Covina do ordain as
follows::
Section 1, Section 3.1 of Ordinance No. 147, entitled
'+AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA,
AND THEREIN REGULATING THE USE OF.LAND, HEIGHT OF BUILDINGS,
;AND YARD SPACES:.- ADOPTING A ITAF SHOWING THE BOUNDARIES OF SAID
ZONES: DEFINING THE TERMS USED IN THIS ,ORDINANCE: g'ROVIDING
FOR ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT: PRESCRIBING
PENALTIES FOR VIOLATIONS, AND REPEALING ORDINANCES OR FIORTIONS
OF ORDINANCES IN CONFLICT THEREWITH", adopted January 21, 1948,
is hereby amended by adding thereto, as a part of the Zoning
Map of the City of West Covina, Subsections (b) and (c) of
Section 3.1, to read as follows:
3.1 Changes ih the boundaries and classifications of
the Zoning Map of the City of West Covina:
(b) Each respective portion of the territory shown
on Map "b" hereinafter set forth in this subsection be, and
the same is, hereby excepted from the particular zone in
which such respective portion thereof has otherwise been
placed and designated by the provisions of this Ordinance,
and each such respective portion of said territory is hereby
placed in and designated as the particular zone hereinafter
shown on said map; provided, further, that no such portion
of such territory shall be deemed to be so excepted from any
such zone unless a zone designation is placed within the
boundaries of such portion of such territory as shown on s/id
Map "bid. Provided, further, that the change of zoning; he e-
in provided shall be effective only when the following co9di-
tions shall have been complied with:
(1) That there shall be granted to the City of
West Covina a perpetual easement for future use, at the option
of the City to declare said easement as a public alley, such
alley to be twenty (20) feet wide and shall extend in an
East-West direction, and shall be adjacent to and north of the
territory zoned as R-31
(2) That there shall be erected only a motel and/or
auto court upon said territory; that any and all buildings and
structures shall be constructed in strict conformity with plans

and specifications heretofore submitted by the owner of the
said territory to the planning Commission; that no other
uses as provided in this Ordinance shall be made of any such
territory.
(3) That an open, uncovered parking area, accessible
to automobiles, of two hundred fifty (250) square feet shall
be provided for each and every,auto court or living unit
erected upon the said territory.
(c) Each respective portion of the territory shown on
Map "c" hereinafter set forth in this subsection be, and the
same is, hereby excepted from the particular zone in which such
respective portion thereof has otherwise been placed and
designated by the provisions of this Ordinance, and e achi such
respective portion of said territory is hereby placed in and
designated as. the particular zone hereinafter shown on said map;
provided, that no such portion of such territory shall be deemed
to be so excepted from any such zone unless a zone designation
is placed within the boundaries of such portion of such terri-
tory as shown on said leap 1ic", provided, further, that the
change of zoning herein provided shall be effective only when
the following conditions shall have been complied with:
(1) That on any portion of said territory shown on
said Map "c" designated as R-3 there shall be erected only
multiplq-dwellings or group houses of one story, in strict
compliance with plans and specifications heretofore submitted
by the owner of the said territory to the planning Commission;
that no other uses as provided in this Ordinance shall be made
of any such territory.
(2) That an open, uncovered parking area, accessible
to automobiles, of two hundred fifty (250) square feet shall
be provided for each and every auto court or living unit erected
upon the said territory.
(3) That a perpetual easement twenty (20) feet in
width running in an East-West direction over the Northerly 20
feet of the Southerly 60 feet of Lot 2, Tract 13964, per Los
Angeles County Maps, Book 293, Page 33, be deeded to the City
of West Covina with the right, at the option of the City, to
declare said easement as a public alley at a future date.
(4) That the improvements erected upon said real
property front upon Garvey Blvd., and that the same be set back
fifteen (15) feet from the proposed future Garvey Right -away,
and that in all other manner the front and side yard set -backs

be established and maintained the same as if the said terri-
tory were a reversed corner lot fronting upon Garvey Blvd.
(5) It is recommended that appropriate planting be
made for the purpose of screening.
Section 2. This Ordinance shall take effect thirty days
after the date of its adoption, and prior to the expiration of
fifteen days from the passage hereof shall be published once
in the West Covina Tribune $ a newspaper printed and published
in the City of West Covina, County of Los Angeles, State of
California.
First read at a regular meeting of the'City Council of
said City held on the 21st day of July, 1948, and finally
adopted and ordered published at aregular meeting of said
Council held on the day of
