AN ORDINANCE AMIENDING ORDINANCE NO. 31, ENTITLED
"AN ORDINANCE PROVIDING FOR THE CREATION IN THE
CITY OF WEST COVINA OF ZONES CONSISTING OF VARIOUS
DISTRICTS AND PRESCRIBING THE CLASSES OF BUILDINGS,
' STRUCTURES AND IP11 ROVEMENTS IN THE SAID SEVERAL
ZONES AND USES THEREOF" BY ADDING THERETO TWO NEW
SECTIONS TO BE NUMBERED SECTION 2.7, AND SECTION
3.7
'• The City Council of the City of !Alest Covina do ordain
as follows:
SECTION 1. Ordinance No. 31, entitled "An Ordinance
providing for the creation in the City of West Covina of Zones
consisting of various districts and prescribing the classes
of zones, and the uses thereof" is hereby amended by adding
thereto two new sections to be numbered Section 2.7 and
Section 3.7.
SECTION 2.7. The following described portion of the
Cit,U of West Covina is hereby declared to be no longer "A"
zone, and is created as and declared to be in the A-3 zone.
All that property within the City of 'lest Covina,
lying and described as follows:
Lots 107, 108, 115, 116, 117, 118, 125, 126, 127, 128,
129, 130, 134, 1:35, 136, 137, 138, 139, 140, 141, 146, 147,
148, 149, 150, 151, 152, 160, 161, 162, of E. J. Baldwin's
4th Subdivision as per map recorded in Book 8, page 186, of
Maps, Records of Los Angeles County and those portions of
Lots 109, 119, 120, 131, of said E. J. Baldwin's Subdivision
lying Southerly of FJalnut Creek, also that portion of Lot 159
of said E. J. Baldwin's Subdivision within the City "of 'blest
Covina;: also Lot 362 of Tract No. 606 as per map recorded
in Book 15, pages 142 and 143 of said Map Records.
SECTION 3.79 added to said Ordinance as follows:
() In Class A-3 residential district only the
following uses shall be permitted
(a) Single family dwellings of a permanent
character placed in a permanent location.
There shall be only one kitchen in a single
family dwelling.
(b) Accessory buildings, including a private
garage. All such garages or subordinate
structures shall be erected and maintained

only as accessories to the dwelling situated
on the said lot or building site.
(c) Private greenhouses, horticultural collections,
poultry for domestic, non—commercial use, not
to exceed fifty, public parks, flowerc:.and
vegetable gardens, and fruit trees.
(d) One unlighted sign pertaining only to the sale,
lease, or hire, of only the particular building,
Property, or premises upon which displayed, which
sign shall not exceed eight square feet in area;,
or one sign or placard only to advertize profession-
al calling or home occupation, the surface area
of which sign shall not exceed two square feet.
No other advertisement signs, structures, or de-
vises shall be permitted in any class A=3 area;
provided, however, that nothing herein contained
shall prohibit the temporary use of placards
offering the premises for sale or rental.
(e) Public schools:
(f) Home occupations such as that of the physician,
surgeon, dentist, chiropractor, osteopath,
chiropodist, attorney, studio artist, or musician,
minister of religion, dressmaker, seamstress, and
similar home or professional occupations, provided
that there shall be no employed assistance in any
way connect6d with the operation of such home
or professional occupation.
(2) Building site area required:
(a) The minimum building site area for each single
family dwelling shall be 11,000 square feet,
provided this limit shall not apply to lots or
building sites of less area, if separately re-
corded and shown as such in the office of the
County Recorder before the effective date of
this Ordinance: No more than one single family
dwelling shall be erected or maintained on said
premises.
(b) No building site area shall be less than 70 feet
in width.

(3) No single family dwelling house, exclusive
of the garage area, whether such garage shall
be attached to and made a part of the house',
or whether it shall be separate and apart, shall
contain a. ground floor area of less than 1 050
square feet.
SECTION 2. That M1EREAS the City Council of the City
of. West Covina is contemplating the adoption of a general
zoning ordinance of the entire city of West Covina as soon as
public hearings can be completed thereon, and
WHEREAS, the creation of zone variances and the creation
of construction, of buildings or structures contrary thereto
would defeat or seriously injure the ultimate execution of
said plan and the purposes of such proposed ordinances before
the same can be prepared in detail; the City Council of said
City therefore find and determine that for the immediate preser-
vation of the public health, peace, safety, comfort, convenience,
interest, and welfare, an emergency exists and this ordinance
is enacted as an emergency measure and ordinance, and that the
same shall take effect immediately upon the same being posted
by the City Clerk of the City of West Covina in the manner re-
quired by law and the ordinances of the City of West Covina.
