AN ORDINANCE OF THE CITY OF WEST COVINA PROVIDING
FOR THE LICENSING OF IHOLESALE A14D RETAIL BUSINESS,
TRADES, AND OCCUPATIONS CARRIED ON IN SAID CITY
AND REPEALING ALL ORDINANCES IN CONFLICT HERE`1'JITH.
The City Council of the City of Vilest Covina do ordain as
f ollows :
SECTION 1. ' It shall be'unlawful for any person, whether as principal or agent, clerk or employee, either for himself or
for any other person, or- for" any body corporate, or as an offi-
cer of any corporation, br otherwise; to commence or carry on
any business, show, exhibition, game, occupation, profession,
or enterprise in the ,City of 'West Covina, without having first
procured from said City a -license to do so, or without comply-
ing with all regulations of such business, show, exhibition,
game, occupation, profession, or enterprise contained in this
or any other Ordinance; and'the carrying on of any such busi-
ness, show, exhibition; game, occupation, profession or enter-
prise without f irst' having "procured a license from said City
to do so, or without comploying with any and all regulations of
such business, show, exhibition, game, occupation, profession,
or enterprise contained in this or any other Ordinance, shall
constitute a separate violation of'this Ordinance for each and
every day that such business, show; exhibition, game, occupation,
profession, or enterprise is so carried on.
SECTION 2. The amount of any' license imposed in this Ordi-
nance shall be deemed a debt due the City of West Covina, Cali-
fornia, from -the person required to pay the same, and an imme-
diate cause of action shall accrue to the City of West Covina
for the collection thereof in any court of competent jurisdiction.
'SECTION 3. Before any license-is'issued to any person,
' firm, or corporation, such firm or'corporation or person shall
make application therefor to the I,:cense Collector of the said
City of West Covina.
No license shall be issued to any person, firm,
corporation, or,,partnership conducting or carrying on any busi-
ness, , show, exhibition, game, occupation, profession, .or enter-
prise, under.-,,a:it.ictitious name, unless an affidavit be filed in
the off iee',,of:`', he License Cbr-lector. of the City of West Covina,"
California,` showing the true name or names of the owners of such
business, exhibition, game, occupation, fession,, or enter-
` prise; provided, however, -that .such; 11lce:rise many,"be issued in the,
true'name or names of the owners of said business; show, exhibi-
tion, or game, without the filing of such affidavit.
SECTION 4. No license granted or issued under the provi-
sion of this Ordinance shall be in any manner transferred or as-
signed, nor shall it authorize -any person, firm, or corpQration
other than those therein mentioned or named to do business without
the written consent of the License Collector endorsed thereon;
At the time any such' license is assigned or transferred, the -person
applying for such transfer- or assignment shall make application
for a license as provided for in Section 3 hereof.
SECTION -5. -A fixed place of business, is, for the purpose
of this Ordinance, defined as a -location in the City of west
Covina, at which is kept a substantial .stock- of- me-rchandi se or
equipment generally kept in' connection with business of like na-
ture or character and upon which city and county taxes are assessed
and paid.
SECTION 6. For the purpose of this Ordinance, the word
"person" shall be deemed to include'persons, associations, firms,
or corporations, in both the sigular and plural number.
SECTION 7. (a) For the purpose of this Ordinance, a part
of a day shall be deemed a day; more than fifteen days and less
than a month shall be deemed a month; and more than one month
and less than two months shall be deemed two_thirds of a quarter;
and more than two months and less than three months shall be
deemed a quarter.
(b) Where a license fee in this Ordinance is
fixed at a monthly rate; the same shall apply to the calendar
month or fraction thereof, unless otherwise herein provided.
(c) Where a quarterly license is provided for
herein, the same shall apply to the portion of a year as follows:
First Quarters July 1st to September 30th inclusive;
Second Quarter: October 1st to December 31st inclusive;
Third Quarter: January lst-to March 31st inclusive;
Fourth Quarter: April 1st to June 30th inclusive.
(d) M- ere a early license is provided for

herein, the same shall apply to the fiscal year of July 1st to
the following June 30th.
(e) Except where -it is provided herein that
quarterly licenses shall be paid for each quarter or fraction
thereof, any application made for quarterly licenses during the
first month of any quarter shJ11 be accompanied by the license fee
for the whole quarter; and; any -application made for such license
during the second month of the quarter -shall be accompanied by
two -thirds -of the license fee for such quarter; and any applica-
ti.en made for such license during the third month of the quarter
-shall be accompanied by one-third of the license for -such quarter,
and the whole license fee for the succeeding quarter.

(f ) Except where it is provided herein that
a yearly license fee ' shall be paid for each year or fraction
thereof, any application for'a yearly license shall be accompanied
by such -proportion of the yearly license fee as the -remaining
months of the'fiscal'year (including the calendar'month in which
the application is made) bear to twelve; --however, in no event
shall a license be' granted for a period of less than six (6)
months. ;
(g) In any trade or profession where a state
license is required, such license shall first be exhibited to
the License Collector before a City License will be issued.
SECTION 8. For the purpose of this Ordinance the phrase
"conduct or,carry on" shall mean and include the engaging in,
carrying on, owning; maintaining, managing, or operating any
bulness, trade, art, profession, calling, employment, occupation,
or any commercial, industrial, or professional pursuit or voca-
tion.
SECTION 9. For the purpose of this ordinance the word
"selling" shall mean and include the selling, offering to'sell,
or contracting'to sell, at wholesale or retail, any goods, wares,
or merchandise.
SECTION 10'. For the purpose of this Ordinance, the word
"peddling" shall mean and include traveling or going from place
to place, or from house to house, within the City of 11,lest
Covina, and peddling, -hawking, vending, or selling any goods,
wares, or merchandise, carried or caused to be carried or con-
veyed by or with the person peddling, hawking, vending or sel-
ling the same.
SECTION 11. For the purpose of this Ordinance, the word
"soliciting" shall mne.an_ dnd include traveling, or going from
place to place, or from house to house, within the City of wrest
Covina, and soliciting or taking orders for any goods, wares,
or merchandise for future delivery. This definition shall
not apply to charity solicitation.
SECTION.12. The penalty for the failure to secure a license
as required by this or any other Ordinance shall be as follows:
(a) V/henever the fee required by this Ordinance
is not paid on or before the date due, a penalty of 10% of the
amount due shall be imposed, and an additional penalty of 5; of
the original fee shall be added at the close of business of the
last day of each calendar month thereafter.. Each penalty shall
become a part of the license fee required by this Ordinance. How-
ever in no case shall the total penalty exceed 50; of the original
fee.

shall be deemed delinquent if not paid within ten days after
the first day when the payment for such license or licenses
shall be prescribed.
In the case of a newly established business at a
fixed place for which a license is prescribed, no penalty shall
be imposed if the fee shall be paid within fifteen days after
the commencement of operation. Otherwise penalty shall be
imposed as in the case of any other business.
SECTION 13. The license collector shall prepare and issue
all licenses covered by this Ordinance and collect the license:
charges therefor.
' He may require the applicant for each such li-
cense to state in writing the character of the business to be con-
ducted or carried on -and the location thereof, and the license
issued shall also state said facts..
No license shall be issued onany application,
if the place where the business, trade or occupation is to be car-
ried on is not in the proper zone therefor, in accordance with the
provisions of the zoning ordinance of the City of West Covina.
He shall make a charge of Two Dollars ($2.00)
for each duplicate license issued by him under this'Ordinance, in
cases where the original has been lost or destroyed.
In no case shall any error made'by the'License
Collector, or any of his deputies; in preparing a license, stating
the amount of the charge therefor, or determining the proper zone,
prejudice the collection by the City of Vilest Covina of the amount
actually due under this Ordinance for the carrying on of any busi-
ness, trade or occupation, nor shall the issuance of a license by
him or any of them authorize the carrying on -.'of any business, trade,
or occupation in any zone or location contrary to the provisions of
the zoning ordinance of the City of Nest Covina,
SECTION 14. The license collector shall keep a record in '
which he shall'enter all licenses issued by him, the date thereof,
to whom issued, for what purpose, the location_ where the same is
to carried on,, the time when the license expires, and the amount
thereof ..
He shall make a monthly report to the council of
all licenses collected.
All police officers are hereby appointed inspect-
ors of licenses, and in addition to their several duties as police
officers, are hereby required to e3camine all places of business and
persons, in their respective beats, liable to pay license, and to
see that such licenses are'taken out and shall have the right to
,exercise the power: First, to make arrests for any violations of

this Ordinance; Second, to enter, free of charge, at any time,
any place'of business for which a' license is required by this
Ordinance, and to demand ' the exhibition of such license for the
current term by any person engaged or employed in the transaction
of such business..
It -is hereby made the duty of the police officers
to cause complaints to be filed against all persons violating any
of the provisions of this Ordinance.
' SECTION 15. Every person having a license under this Ordinance
and carrying on a business or pursuit at a fixed place of business,,.
shallkeep such license posted in a conspicuous place in such place
of business so as to be easily seen; and every personraving a li-
cense, but not carrying on a business or pursuit at a fixed place of
business, shall exhibit such license whenever required to do so
by the License Collector or by any public officer.
SECTION 16. If any section, sub -section, clause or phrase. of
this Ordinance is, for any reason, held to be unconstitutional, such
decision shall not affect the validity of the remaining portions of
this Ordinance. The Council hreby declares that it would have
passed this Ordinance, and each section, subsection, sentence, clause
and phrase thereof, irrespective of the fact that any one or more
other sections,, subsections, sentences, clauses or phrases might be
declared unconstitutional.
. SECTION 17. That any person, firm or corporation violating
any of the provisions of this Ordinance shall be deemed guilty of
a misdemeanor and upon conviction thereof shall be punished by a fine
of not mcr e than $300.00, or by imprisonment in the City or County
jail for a period of not. more than three months, or by both such
fine and imprisonment.
SECTION- 18. If any person, firm, or corporation conducts more
than one business or occupation at the same place or stand, then
such person shall pay the license fee for each such business so car-
ried on.
SECTION 19. Veterans. Every peddler, solicitor, or other
p erson'claiming to be entitled to exemption from the payment of any
license provided for in this ordinance upon the ground that he is an
honorably discharged or released soldier, sailor or marine of the
United States or Confederate States who is physically unable to ob-
tain a livelihood by manual labor and who shall be a qualified elec-
tor of the State of California, as provided by Section 3366 of the
Political Code or other law of this State, shall, in addition to
any other information required by this Ordinance also file with the
License Collector a certificate of a regularly licensed and practic-

ing physician d h�n-a oath of said application, to the
effect that --said applicant is physicia `ly Unab•le--t-o-obta:inr a
livelihood by manual labor, and stating the nature of said in-
capacitation; provided no license shall be issued to an honorably
discharged or released soldier, sailor or marine of the United
States or Confederate States who is physically unable to obtain
a livelihood by manual 1 abor, . and who shall be qualified for ex-
emption from payment of the fee as herein provided, except where
he or she shall be actively engaged in the management and conduct
of the business. for which said license shall be issued.
SECTION 20. Interstate Commerce. Every peddler, solicitor,
or other person} claiming to be entitled to exemption from the pay-
ment of any license provided for in -.this ordinance upon the ground
that such license casts a burden -upon his right to engage in com-
merce with foreign nations or among the several states, or con-
flicts with the regulations of the United States Congress res-
pecting interstate commerce, shall file a verified statement with
the License,Collector disclosing the interstate or other character
of his business: entitling such exemption. Such statement shall
contain the name and location of the company or firm for which
the orders are to be solicited- or secured, the ,name of the nearest
local or state manager, if any, and his address, the kind of goods,
wares or merchandise to be delivered, the place from which the same
are to be shipped or forwarded, the method of solicitation or
taking•orders, the location of any warehouse, factory or plant
within the State of California, the method of delivery, the name
and location o f the residence of the applicant, and any other
facts necessary to establish such claim: of exemption. A copy of
the order blank, contract form or other papers used by such per-
son in taking orders shall be attached to the affidavit for the
information o f the License Collector*
SECTION 21. Agricultural Products raised by Applicant in City::
Every peddler, solicitor, or other person claiming to be entitled
to exemption from the payment of any license provided for in this
Ordinance upon the ground that he is the vendor of fruits, vege:-
tables: or any agricultural p roductsAby him in the City of West
Covinashall file with the �L•icense Collector a verified statement
containing his address, the kind of goods to be sold, the method
of solicitation, sale, and delivery, the location of any warehouse:
in said City, and any other facts necessary to establish such
claim cf exemption.
SECTION 2Z. Periodicals and Publications, etc.: Every
peddler, solicitor or other persons claiming to be entitled to
any exemption from any license provided for in this ordinance
on the ground that he is peddling or soliciting :for the sale of
newspapers, periodicals, or other grounds not herein specifically
mentioned, shall file a verified tatement with the License -Col-
lector containing the information required by Section 20 hereof,

and any other facts necessary to establish such claim of exemp-
tion.
SECTION 23. Issuance of Free Permit. All applications
for free licenses and permits shall be referred to the City
Clerk, and he shall have the power in the first instance to de-
termine the merits of such applications, and to approve or re-
ject the same. If he finds that said application should be ap-
proved, he shall issue to said applicant a free permit or li-
cense. If he shall reject the said license, the said applicant
shall have the right of appeal to the City Council. A separate
permit shall be required for each person intending to exercise
any right hereunder. A charge of One Dollar ($1.00) shall be
made for each free permit issued, which shall be used to defray
the expenses of issuing the same.
SECTION 24. Purpose: The purpose of this ordinance is
to license, for revenue and/or regulation, the carrying on in
the City of West Covina of various lawful businesses, proff'es-
sions, trades, callings, and/or occupations. Where it is law-
ful to license for purposes; of both revenue and regulation,
then the license hereunder is for both those purposes. Where,
it is lawful to license only for regulation, then the license
- ---hereunder i s for that purpose. And where it is lawful to li-
cense only for revenue, the license hereunder is for that pur-
pose.
SECTION 25. Unlawful to operate Vehicle Without a Li-
cense::, It . shall be unlawful for any p erson to drive or operate,
or use, or cause to be driven,operated, or used, any vehicle
in the conduct of business within the City of West Covina with-
out a license being attached- as herein required, or to remove,
or deface, or cover up same, or to place the same upon any ve-
hicle other than a vehicle uAd by the applicant in his busi-
ness:;, or drive or operate, or cause to be driven or operated,
any vehicle after the expiration of the period for which any
license was issued without payment of a new license fee.
w.SECTION 26. Charity Solicitation: It shall be unlawful
for any person to solicit, collect or receive money or proper-
ty, or to solicit the sale of or to sell any article or thing
or ticket of any kind where it is represented that the pro-
ceeds of such solicitation and/or sale of any part thereof,
are to be used for the purposes of charity, relief or benefit
without first obtaining and being the holder of a valid li-
cense so to do for each drive or campaign for funds or proper-
ty. Such license shall be known as a "Charity Solicitation
License" and shall be obtained through the License Collector.

The fee for such license shall be, and the same is hereby
fixed in the sum of Twenty-four ($24.00) Dollars, unless
waived by the City Council. The foregoing license shall be
required only of the person in charge of solicitations, but
it shall be unlawful for any person to solicit as agent, or
servant or representative of an unlicensed person required
under the provisions of this Ordinance to have such a soli-
citation license.
Before any such license shall be issued, and as a con-
dition to the issuance thereof, the person applying therefor
shall file with the License Collector a sworn statement, and
post a copy thereof at the City Hall o f the City of West Co-
vina, the size of lettering on such copy to be not less than
the type on an elite typewriter, and printed on paper 82" xf 131''
in size. Said statement shall contain the name of the person
or organization, or a brief description cf the class of per-
sons for whose benefit solicitation is to be made, together
with the address and telephone number of suchp erson or or-
ganization (and if an organization, the names and addresses
of its officers); the name of the person or persons who are
to solicit; the total amount to be raised; the estimated
total amount to be a xpe:hded as compensation or reward for
such solicitation, or the percentage of the total amount in-
tended to be raised or realized in the drive or campaign such
estimated total of expenditure represents; and the purpose
for which the money or property derived from such solicita-
tion is to be used, which statement shall be verified by the
affidavit of the person, or chief' officer of the organiza-
tion, for whom solicitation is to be made, or if solicita-
tion be for an unorganized class of persons, verification
shall be made by the person in -.charge of such solicitation.
This provision may be waived by the City Council upon good
cause therefor being shown:
Before issuing a "Charity Solicitation License," the
License Collector, m9y-make inquiry of the applicant, or any
other person, concerning the plan of solicitation; the dis-
position of the proceeds thereof, and the matters ,set forth
in the sworn statement herein inquired, and if upon such in-
quiry and/or from said statement he has reason to beliefe
that the method of solicitation and/or the disposition of
the proceeds is or will be unfair, unjust, or inequitable,
he shall refuse the license.
Any "Charity Solicitation License" may be revoked or sus-
pended by the City Council for any fraud or misrepresentatiorJ
committed by the licensee�or his agents in and about solicita-
tion, and if in the judgment of the Council, any act committed

or practice pursued in soliciting; or the disposition of the
proceeds, is unjust, unfair,; or inequitable.
SECTION 27. All licenses issued under and by virtue of
this Ordinance shall be signed by the City Clerk of the City
of'West Covina, and for the purposes of this Ordinance the City
Clerk is designated as License Collector. The City Clerk shall
set forth in said License the name of the party to whom the li-
cense is issued, the nature of the trade or business licensed
to 'be p)ursued,, the time for which the same is granted,; the date
thereof, the amount paid therefor, and the location where the
said business, trade, or profession is to be carried on. The
City Clerk shall report each month to the City Council the num-
ber and nature of all licenses issued.
SECTION 28. That the several rates for licenses for the
pursuit of businesses, trades and occupations hereinafter -set
forth, and to be paid by the owners or agents thereof, be, and
the same are hereby fixed and established for and within the
City of VVlest Covina, as follows.:
(1) ACCOUNTING: For every public accountant, $6:00 per
quarter.
(a) ADVERTISING: Every person, firm, or corporation main-
taifning a billboard or bulletin board or conducting or managing
tjie business of advertising by means of billboards, shall pay a
license for the privilege of so doing as follows": $48.00 per
annum, or fraction thereof.
(3) ADVERTISING - DISTRIBUTING: For every person who dis-
tributes posters, dodgers or printed advertisements, the sum of
Ten ($10.00) Dollars per day. This section shall not apply to
the proprietors of businesses in the City of West Covina when
advertising such businesses_.
(4) ADVERTISING SOLICITORS: For every person engaged in
soliciting advertising where no regularly established place of
business is maintained in West Covina, the sum of $50.00 per
annum cr fraction thereof, and for every such person who has a
regularly established place of business in the City of West
Covina, the sum of $3.00 per quarter.
(5) ARCHITECT: For every architect, or person who draws
plans for buildings of any kind, $24.00 per annum, or fraction
thereof..

(6) ART and CURIO STORES' and GIFT SHOPS: 'For every art
and curio store and gift shop, $24.00 per annum, or fraction
thereof.
(7) ARTIST: For every artist, agent,;or canvasser, soli-
citing paintings, enlarging, retouching or finishing pictures
of any description, including crayon pictures, or selling cou-
pons or contracts for same, $48..00 per annum,or fraction: there-
of.
(8) AUDITORS;: For every auditor the sum of $24.00 per
annum, m fraction thereof.
y (9) AUTOMOBILE ACCESSORIES: For every person engaged in
the business of selling automobile accessories or automobile
parts, the sum cf $24.00 per annum,.. or fraction thereof.
(10) AUTOMOIBILE ACCESSORIES WHOLESALE DELIVERY: For every
person engaged in the business of selling automobile accessories
at wholesale delivery by a vehicle to concerns in the City of
West Covina, the sum of $12.00 per annum, or fraction thereof.
(11) AUTO FAINTING: For every person conducting -or carry-
ing on the business of painting automobiles or trucks,. $3.00 per
quarter.
(12) AUTO REPAIR SHOE': For every automobile garage or re-
pair shop or tire vulcanizing shop or battery shop, $24.00 per
annum, or fraction thereof.
(13) AWNINGS and TENTS: For every tent and awning -shop or
store, $6.00 per. . quarter.
(14) BAKERY: For every 'bakery or bake shop, $24.00 per an-
num, or fraction thereof. For every person not having a fixedl
place of , business in the City of West Covina selling bread, bake-
ry goods, or other bake stuffs at retail in said City from a
wagpn or other vehicle, $24-.00 per six months for each wagon or
other vehicle -,,>
(15) BANKRUPT, ASSIGNED OR DAMAGED GOODS: It shall be -un-
lawful for anyperfon to advertise or conduct any sale of goods,,
wares:, or merchandise, at retail, that is represented as Bank-
rupt, Insolvent, Assignee, Adjusters, Trustees, Executors, A.d-
ministrators, Receivers, - Wholesalers, Jobb-ers, Manufacturers;,
Closing Out, Liquidation, Closing Stock, Fire or Water Damage Sale,
or any other sale which is by representation or advertisement in-
tended to lead the public to believe that the person conducting
such sale is selling out or closing out the goods, wares. or mer-
chandise of any business for less than the current or going re-

the butsiness of a real estate broker, the sum of $48.00 per
annum, plus the sum of $24.00 per annum for each salesman other
than the broker proprietor.
(20) BROKERS, STOCK: For every person engaged in selling
stocks, bonds, or other securities the sum of $24..00 per annum,,
or fraction thereof, plus the sum cf $6,00 per annum for each
salesman employed.
(21) CABINET SHOP: For every cabinet or carpentry shop,
• $24.00 per annum, or fraction thereof.
(22) CARNIVAL: For every carnival the sum of $50,.00 per day..
(23) CHARITIES-: See Section 26.
(24) CIRCUS: For each exhibition for pay of a circus, the
sum of $50,.00,-
(25) CLEANERS -- CARPETS and RUGS: For every person con-
ducting, managing or carrying on. the business of cleaning car-
pets or rugs~, the sum of $24.00 per annum, or fraction thereof'.
(26) CLEANING and DYE WORKS: For every cleaning and dye
works where electricity, steam or water is used for the opera-
tion of machinery in connection therewith, the sum of $48.00-
per annum, or fraction thereof; and $6.00 additional per wagon
per quarter in excess of one wagon;.
(27) COBBLERS-: For every cobbler shop $6.00 per quarter..
(28) COLLECTION AGENCY: For every collection agency,
$24.00 per annum, or fraction thereof.
(29) COMMERCIAL BUSINESS: For a very person conducting a
commercial business, not otherwise herein specifically provi-

(30) CONTRACTORS, GENERAL:
/a/ General Contractors: For every general engineering
contractor or general building contractor per year or fraction
thereof for the first license, the sym of $100,00 and the sum of
$48..00 per year, or fraction thereof, for each consecutive annu-
al renewal thereof; provided, hoiniever,that in the event any such

.contractor was the possessor of a contractor's license during
the fourth quarter of the fiscal year 1946-47, the license for
__the fiscal year 1947-48 shall be construed as a renewal.. g
A general engineering contractor is a contractor whose
principal contracting business: is in connection with fixed
works for any or all of the following divisions or subjects;
irrigation, draining water, power, water supply, flood cont-
rol, inland waterways, harbors, railroads, highways, tunnels,
airports, and airways, sewerage and bridges.
A general building contractor is a contractor whose prin-
cipal contracting business is in connection with any structure
building being built or to be built for the support, shelter
and enclosure of persons, animals, chattels, or movable prop-
erty of any kind, requiring the use of more than two unrelated,
building trades or crafts, or to do or superintend the whole or
any part thereof.
/b/ Specialty Contractors: For every specialty cont-
ractor the sum of $48.00 per annum or fraction thereof for the
first license, and the sum, of $36.00 per annumr or fraction there-
of for each annual renewal, consecutive thereafter; providing
however that in the event any such business or specialty cont-
ractor was the possessor of a specialty contractor's license
during the fiscal year 1946--47, the license for the fiscal year
1947-48 shall be construed as a renewal.
(31) DOCTORS: For every Chiropodist, Chitopractor, Dentist
Masseur, Medical Doctor, Naturopath, Oculist, Optician, Optometrist,.
Osteopath, Surgeon, Dietician, Roentgentologist, X-Ray Specialist,
conducting the business of ministering to sick and ailing human
beings, $24.00 per annum, or fraction thereof.
(32) ELECTRICAL FIXTURES" and SUPPLIES: For every electri-
cal contractor, the sum of $48..00 per annum, or fraction thereof,
for the first license and the sum of $36.00 per annum or fraction
thereof, for each consecutive annual renewal thereof; provided,
however, that in the event any such business or contractor was:
the possessor of an electrical business or electrical contractor's
license during the fiscal year 1946-47,__the license for the fiscal
year of 1947-48 shall be construed as a reneiwal:.
(333.) EXHIBITIONS: For each exhibition, for pay, of any
rare, or unusual animal or thing, the sum of $5.00 per day..
(34.) FILLING STATION:: For every gasoline and oil filling
station, $24.00 per annumcr fraction thereof, which shall in-
clude the sales of automotive accessories..and parts at retail.
at the location of such gasoline and oil filling station; pro-

vided that the stock in trade of such accessories and parts
shall not exceed the sum of One Thousand ($19000.00) Dollars:.
(35) FISH and POULTRY, MARKET: For every fish and poul-
try market, $24.00 per annum, or fraction thereof.
(36) FRUIT PACKING HOUSE: For every fruit packing house,
whether packing fruit belonging entirely to the owners thereof
or for the account of other persons, $240'00 per annum, or frac-
tion thereof.
(37) FRUIT and VEGETABLE WAGON: For everyperson conduc-
ting or carrying on the business of selling fruit, berries,
melons, or vegetables on. -the public streets or from wagons or
other vehibles;, the sum of $15.00 for the first two weeks or
fraction thereof, after application for said license, and the
sum of $1.00 per day for each day after the said two weeks.
(38) FRUIT and VEGETABLE STORE: For every f ruit and
vegetable store, $24000 per annum, or portion thereof; and
this shall apply to fruit and vegetable's tands operating in
stores where the same are being operated as separate units.
(39) GAMES. (Miscellaneous) Every person conducting,
operating, or managing an amusement game, or test of skill,,
strength, physical endurance or capacity of any kind whatever,
not otherwise herein provided for, and for participation in
which a fee is charged or which is conducted for profit, the
license fee shall be $10.00 per quarter, or fraction thereof.
Provided, whenever any such amusement game, test of skill,
strength, physical bndurance or capacity of any kind whatsoever,
is conducted with or at the same time as any other -carnival -
attraction, or show, is conducted, the license fee shall be,
•in that event, the sum of $10.00 per day fore ach amusement,
game, m test of skill, strength, physical endurance or capa-
city of any kind.
�• (40) GAME MACHIr:ES: For every person carrying on the
business of renting, leasing, or maintaining any game machine
or device, not prohibited by law, where any sum is charged by
means of a coin, slot or otherwise, $6.00 per quarter, or
fraction: thereof for each such machine. Each application for
such a - license shall describe the type of machine, the serial
number, i f any, the name of the m anufacture--r, and the location:
where each machine is to be operated•. Each machine is to bear
the name of the licensee in plain view in letters of not less:
than one-fourth inch in heights.
(41) GASOLINE DELIVERY TANKS: For everymrson conducting,
managing, or carrying on the busineO-s of cbliver.ing or selling

benzine, distillate, kerosene, gasoline, or any or all other
petroleum products by means of tank wagons, tank trucks, 'or
other vehicles in the City of West Covina, for each tank, wagon,
tank truck or other vehicle the sum of $24.00 per annum, or
fraction. thereof .
(42) HEALTH RESORT: For every p erson conducting a health
resort or private sanitarium of not more than 10�rooms in the
City of West Covina, the sum of $48.00 per annum, or fraction
thereof; and for each additional room or cottage more than the
first ten, the sum of 25¢ per quarter.
(43) HOUSE MOVER: For every person: engaged in the busi-
ness of house moving, the sum of 924.00 per annum or fraction
thereof. I
Every person desiring to engage in the business of
house moving shall before receiving a license for said business,
execute and deliver to the City Collector a bond in the sum of
$1,000.00 ,issued by a: reliable Surety Company or may post a cash
bond for 'the said sum-,
Each application for a license to conduct the busi-
ness of house moving shall be accompanied by a statement in
writing, giving the name and address of the person_, firm or
corporation making said application; a statement as to the num-
ber of years engaged in said house moving business, designation
of the last place where such applicant Was engaged in said busi-
ness-, and such other data as the building inspector may require
to show that applicant is familiar with the said business,. Such
house moving must comply with all the conditions laid down in the
ordinances in the City of West Covina, and must repair and make
good damages or injuries caused by the moving of any house or
structure.
A.permit shall be obtained from the building inspector
before moving any building, the fee to be paid for such permit is
hereby fixed at $5.00. . Each application shall specifically state
the route to be taken; and the permit shall limit the time for the
removing and any delay of time longer than specified in such per-
mit shall be deemed a nuisance, and a.violation of this ordinance.
At the time of the issuance of said permit, the ap-
plicant shall also pay to the building inspector the sum c' $10.00
for the first day and $5.00 for each additional day during which
such removal is limited as hereintof ore provided:.
Where a building is to be moved from one part of a lot
to another part of the same lot or from one lot to another lot
owned by the same person, and without closing any street alley or
property of any other person, the owner must first obtain a
written consent of the building inspector to change the location
of such building, and such consent shall not be granted where
there is reasonable objection on the part of the property owner
adjoining, and the fee for such p ermit shall be $2.50 and ser-

vices of a licensed house mover will not be required in such
case.
(44.) ICE MANUFACTURING and DISTRIBUTING: For every
manufacturer,of ice, $6.00 per quarter. For every distributor
or vendor of ice $3.00 per quarter, plus $2.00 additional per
wagon per quarter for every wagon over one.
(45) ICE CREAM OR MILK:: For every dealer or manufacture-r
of ice cream or ice milk, $24.00 per annum, or fraction thereof.
(46) INVESTMENTS and LOANS: For every investment company,
loan company,, or similar business: not exempt from City License:
by any national or state law, $24.00 per annum, or fraction there-
of.
(47) JOB k'RINTING: For every job printing office or
plant, $24.00 per annum, or fraction thereof.
(48 ) JUNK DEALER: For every person conducting, carrying_
on or maintaining the business of dealing in junk or collecting
junk, $24.00 per annum,. or fraction: thereof.
(49) MEAT MARKET: For the business of conducting a meat
market, $24.00 per annum, or fraction thereof, which shall in-
clude meat markets conducted solely as a department of a gro-
cery store or other food market by the owner or proprietor of
such o ther business,. For everygerson who, having no meat
market or stall, engages in the retail meat or fish business
in the City of West Covina, $10.00 per quarter, -or fraction
thereof.
(50) MOTELS: For the business of conducting a motel where-
in rooms are rented by the day, week, or month, the sum of $30,00
per annum or fraction thereof, where said motel has 6 units or
less; for each additional unit the sum of $5.00 per unit per an-
num, or fraction thereof.
(51) NEWSPAPERS: /a/ For every daily newspaper ublished
in the City of Jest Covina, $10.00 per quarter; /b/p For
every weekly newspaper published in the City of West Covina,
$24.00 per annum, or portion thereof.
(52) PLUMBERS : For every plumbing contractor, the sum of
$48.00 per annum or fraction thereof for the first license, and
the sum of $36.00 per year or fraction thereof,for each consecutive
annual renewal thereof; provided, however, 'that in t he e vent any
such contractor was the possessor of a plumbing license for the
fiscal year 1946-47, the license for 1947-48 shall be construed
as a renewal':.

(53) RESTAURANTS: For every person engaged in the
restaurant business: for profit, including that of a cafe.:,
ice cream parlor and places of business selling food or
beverages at retail for human consumption: upon the premises;
where at such food is sold, shall pay a license fee based
upon the following schedule:
/a/ For those restaurants raving a seating capacity and/
or accommodation for 18 persons or less the sum of $240'00
per annum or fraction thereof.'
/b/ For those restaurants having a seating capacity
or accommodations for more than 18 persons and less than
100, the sum o f $24.00, plus $1.00 'for each such seating
capacity and/or accommodation over 18.

(54) SIGNS:: For every person engaged in the business of
installing display signs, the sum of $24.00 per annum, or frac-
tion thereof.

(55-) SOLICITORS: For every solicitor the sum of $24.00 per
annum, or fractions hereof.
(56) TAXI: For every'person operating a taxicab business,
the sum of $24.00 per annum,, or fraction thereof.
(57) TRANSFER:. For every person engaged in the transfer
business operating one truck,; the sum of $6,900 per quarter, and
for each additional transfer wagon or truck more than one, the
sum cf $1.50 per quarter for such wagon, wagons, truck or trucks,
more.than one. A Transfer business doing less than $500,00 gross
business per year shall not be required to pay a license fee:.
(58) UNLISTED: For every person carrying on any business:,
trade, profession or occupation not herein specifically provided
for, the sum of $24.00 per annum or fraction thereof, and for
each additional clerk or salesman, more than three erTployed in
said business,. the sum of $6.00 per year in additional thereto:
(59) VENDING MACHITti'ES:: weighing a vending machines. For
every ;arson carrying on the business of renting, leasing, or
maintaining any weighing machine or any other similar machine or
device, whereby a sum is charged by means of a coin,, slot, or
otherwise, except as provided herein, the sum of $6.00 per quarter
or fraction thereof. Each application for such license shall.

describe the type of machine, the serial number, if any, the
name of the manufacturer and the location where each machine
is to be operated. Each machine shall also bear the name of
the licensee in plain view in letters of not less -than one-
fourth UP inch in height, except as otherwise herein provided..
This provision shall not apply where such machines are used by
the ovaner of such machines at and in conjunction with a licensed
established business.
(60) VMOLESALE: For every person engaged in the business
of selling merchandise at wholesale from a fixed place of busi-
ness in the City of VVe st Covina, the sum (f $24.00 per annum, or
fraction thereof.
(61) WHOLESALE DELIVERY TRUCKS: For every person conduct-
ing, managing, or carrying on -.the business of delivering whole-
sale orders of goods, wares,, or merchandise in the City of VVe st
Covina, the sum of $12.00 per vehicle per annum, ar fraction
thereof.
SECTION 29: No license shall be issued for any livery or
feed stable, public laundry where washing is done for hire,
hotel, lodging house, service station; gasoline plant, topping
plant, oil refinery, absorption plant, warehouse;,, supply or
storage cbpot or yard, cracking plant, dance hall, oil distillery,,
chop house, coffee house, bakery,, restaurant; lunch counter,
shooting gallery, billiard room skating rink, merry-go-round,
bowling alley, fortune tell` r�� Clair -kindred prac-
tices, garage, (reamery,; auctions, auction house, junk dealers,
wrecking house, or automobiles for hire at stations, stands:,,
or places on public streets, or peanut venders, tamale stands,
or lunch wagons on. public streets, at -stations-=stands or places.
on public streets or for any game, nor shall the same be
assigned or transferred except on the order of the City Council
of the City of LVest Covina, and whenever any person, persons
or firm,, co partnership or corporation desires to open or keep
any business specified in the section he, die, they or it shall
petition the City Council to order a license therefor, which
petition shall set forth the name of the applicant, the charac-
ter of the business and the - location of the premises where the
business i s to be conducted, and on the hearing of said peti-
tion the said City Council may grant.the same in whole or in .
part, or may reject the same and no license shall be issued
thereon except as -ordered by said City Council. Where any
business: in this eDction specified may become dangerous to or
affect the public health, peace or safety, the City Council
may refuse to grant the license.
Should the City Council of this City at any time deter-

mine that the premises wherein any business: described in this
section are not in good and in sanitary conditions, or not
properly drained, or have becor,e dangerous or affect the pub-
lic peace and quiet, it may revoke its order requiring the
license for such business; to issue and no further license;
shall be issued thereon until such premises; shall have been
put in a safe,properly drained, and sanitary condition.
SECTION 30. All Ordinances of the City of West Covina
inconsistent with the provisions of this Ordinance are hereby
repealed.
