structed along the street frontage lines.
(h) That all streets Er.d alleys established or dedicated
ti�jithin a subdivision shall be improved to the satis-
faction of the City Council, and to the extent that
it may require, at the expense of the subdivider.
(j) That adequate and permanent survey monuments shall be
• established and maintained :,ithin the subdivision, in
compliance with the recuire.ients of general lacy, until
all of the lots therein have been sold for the 1purpose.s

(k) That the lot and block design shall be satisfactory to
t:.e City Council, and the size of lots shall conform to
the requiremcnts of the Zoning Ordinance or Ordinances
of the City of :lest Covina.
SECTION X LR It is recognized that situations may arise %:herein it
may prove to be impracticable- or ii..possible, or unfair or oppressive to
the subdivider to require literal compliance ?ith all of the foregoing
requi.rerlents; and that acertain flexibilit�i is necessary. It is accord-
ingijr hereby spec i f icallir provided that they Ci tNr Council is authorized and
er;po-�tered to ap,?rove any such subdivision r:ap in accordance with such
specific findin,_;s, but in no case s"all the City Council so act save upon
majority vote of its entire ii:er.,lbership. Any such Findinr;s of Fact recomm-
ending -r.?odification or orrr.�iission of any o-�' the requirements of this
Ordinance shall be set f ortla in the permanent records of the City of :?est
Covina and referred to or set forth in the minutes of the City Council.

to ,ell any lands from a subdivision as herein defined, without first
complying ;ith the provisions of such Subdivision Ila.p Act of t ze State of
California and the further provisions of this Ordinance shall be deemed
and taken �s a- separate offense.
S7CTIO1,T ST1.. Any violation of the provisions of this Ordinance shall
constitute_ a misder:eanor.
SECTION. Sl "N. That "I"J'7A,.)' the City Council of the City of '.lest
Covina is contemplating the adoption of a general zoning, ordinance zoning
the entire City of Jest Covina as soon as public heari.ns can be cor,pleted
thereon, and
`.'.'ITE7. Z S the creation of zone variances and the erection or construct-
ion of buildin�'s or structures' contrary thereto would defeat or seriously
injure the ultimate execution of said plan and the purposes of such pro-
posed ordinance before the same can be prepared in detail; the City
Council of said City therefore find and determine that for the immedate
preservation of the public health, peace, safety, comfort, convenience,
interest, and r:elfare, an emergency exists a.nd this ordinance is ena.eted
as an emergency measure and ordinance, and that the sane shall tape effect
immediately upon the same being; posted by the City Clerk in the manner
required by law and by the ordinances of the City of ilest Covina.
