DISTRICTS AND PRESCRIBING THE CLASSES OF BUILDINGS,
'STRUCTURES AND I1,"IPROVEIt I NTS IN TEE SAID SEVERAL
ZONES, AND USES THEREOF" BY ADDING TIJERETO TWO

The City Council of the City of ?"'lest Covina do ordain
as follows:
SECTION 1. Ordinance No. 31, entitled "An Ordinance
providing for the cregtion in the City of 'hest Covina of Zones
consistin3 of various districts and prescribing the classes of
buildings, structures and improvements in the said several
zones., and the uses thereof" is hereby amended by 1. adding
thereto tTjo new sections to be numbered Section 2; and Section
327 and to read as follows:
SECTION 22,: The following described portion of the
City of West Covina is hereby declared to be no longer "A" zone,
and is created as and declared to be in the A-1 Zone:
All that property �•iithin the City of West Covina, ly-
ing Northerly of the folloi-iing described line:
Beginning at the intersection of the Southerly
line of Garvey Boulevard with the Easterly boundary
line of the City 6f-,!7est Covina; thence Westerly
along said Southerly line to the center line of
irlalnut flash; thence Westerly follozing the center
. line of 0,Talnut ;lash to the Northerly prolongation
of the Testerly line of Lot 199 of E. J. Baldwin's
5th Subdivision in the City of 17est'Covina, County
of Los Angeles, State of California, as per map
recorded in Boob 12 Pages 134 and 135 of Maps in
the office of the County Recorder of said County;
thence Northerly in a direct line to the Northwest
cornbr of Lot 179 of said E. J. Baldi^+ints 5th Sub-
division; thence Northerly in a direct line to
the intersection of the Northerly line of -Garvey
Boulevard with the Westerly line of Lot 7, Block 29,
of the P'hillips Tract -in the City of 7Vest Covina,
County of Los Angeles, State of California, as per
map recorded in book 9 pages 3 and 4 of Miscellaneous
Records, in the office of the County Recorder of said
County; thence Northerly along the Westerly line of
said Lot 7 and its prolongation Northerly to the
center line of 1orkman Avenue; thence Westerly in
a direct line to the Northeast corner of ' Lot 31 1. R.
Rowland Tract in the City of 'Nest Covina, County of
Los Angeles, as per map recorded in Book 42 Page 45
of IVIiscellaneous Records in the office of the County
Recorder of said County; thence t"lesterly along the
No-therly line of said Lot 3 and said Northerly line
. produced Westerly to the vesterly line of Irwindale
Avenue; thence Northerly along said last-mentioned
►Vesterly line to the Northeast corner of Lot 1 of
Reichard Tract as per map recorded in Book 10 I -'age
121 of Maps in the office of the County Recorder of
said County; thence Tallesterly in a direct line to the
Northwest corner of said Lot 1; thence Northerly in
a direct line to the Northeast corner of Tract' No;
13876 as per map recorded in Book 285 pages 17, 18, and
19 of Maps, in the office of the County Recorder of
said County; thence !Westerly in a direct line to the
Northwest corner of said Tract No. 13876; thence
Southerly in a direct line to the Southeast corner
of Lot 1, Tract No. 9911 as per map recorded in Book
141, page 12 of Maps, in the office of the County
Recorder of said County; thence Westerly along
the Southerly line of said Lot 1 and its prolongation
"leuterly to. the Southerly prolongation of the Westerly
line of Lot 2' of said -Tract No. 9911; thence Northerly
in a. direct line to the Northeast corner of Tract'No.
13723 as per map recorded in Book 280 pages 31,32, and
33 of Maps in the office of the County Recorder of
said County and the Westerly boundary line of the City
of VIest Covina.

and is created and declared to be in the A-2 Zone.
All that portion of the City of Hest Covina, lying
Southeasterly of the following described line:
Beginning at the Southwest corner of Lot 285 of
E. J. Baldiiin's 5th Subdivision in the City of `"lest
Covina, County of Los Angeles, State of California,
as per map recorded in Book 12 pages 134 and 135 of
Maps, in the office of the County Recorder of said
County; thence Northerly in a direct line to the
Northwest corner of Lot 199, said E. J. Baldwin's
5th Subdivision; thence continuing Northerly along
the Northerly prolongation of the 1,11esterly line of
said Lot 199 to the center line of Walnut ,,Vash; thence
Easterly following the center line of Walnut ':'Dash to
the Southerly line of Garvey Boulevard; thence
Easterly along said Southerly line to the Easterly
boundary line of the City of West Covina.
SECTION 38: added to said Ordinance as follows:
No single family dwelling house erected, constructed,
or established, on any parcel of real property within the A-1
Zone shall contain a ground floor area of less than 1200 square
feet.
No single family dwelling house erected, constructed,
or established, on any parcel of real property within the A-2
zone shall contain a ground floor area of less than 1500 square
feet.
SECTION 2: That 14111MREAS the City Council of the City
of West Covina is contemplating the -adoption of a general zoning
ordinance zoning the entire city of West Covina as soon as public
hearings can be completed thereon, and
"MEREAS, the creation of zone variances and the erection
of" construction of buildings or structures contrary thereto would
defeat or seriously injure the ultimate execution of said plan
and the purposes of such proposed ordinance before the same can
be prepared in detail; the City Council of said City therefore
find and determine that for the immediate preservation of the
public health, peace, safety, comfort, convenience, interest, and
welfare, an emergency exists and this ordinance is enacted as an
emergency measure and ordinance, and that the same shall take
effect immediately upon the same being posted by the City Clerk
in the manner required by law and by the ordinances of the City
of 71est Covina.
