AN ORDINANCE OF THE CITY OF WEST COVINA
PROHIBITING AND REGULATING THE CONSTRUCT-
ION, MAINTAINING, AND USE OF D`a'VELLINGS,
TRAILERS, AND STORAGE AREAS
The City Council of the City of Vest Covina do ordain as
follows:
• Section 1. No person shall erect, construct, improve, or build
any structure, building, or improvement, when attached to the land
upon which it stands, and used by the owner or occupant thereof as
a dwelling for human beings, which shall have a ground floor area
of less than Nine Hundred (900) square feet.
Section 2. For the purpose of this ordinance a structure, building,
or improvement used as a dwelling for human beings shall be con / "
si dered to . be attached to the land when such structure, builds g,
or` improvement shall be connected by means of a hose, pipe, tube,
line, wire, cable, or other similar means to any outlet for elec-
tricity, water, and/or gas, whether such outlet shall be located
at the property whereon such structure, building, or improvement
shall be situated, or upon the property adjoining on any side.

Section 3. Any trailer used by the owner or occupant thereof as
a habitant, when placed upon any real property within the City
of West Covina and attached to any such outlet as provided for
in Section 2 hereof shall be considered to be a structure, build-
ing or improvement and shall comply with the provisions of section
1 hereof.
Section 4. That any person, firm, or corporation violating any
of the provisions of this ordinance shall be deemed guilty of a

misdemeanor, and upon conviction thereof shall be punishable by
a fine of not less than Two Dollars (72.00) nor more than Three
Hundred Dollars (300.00), or by imprisonment for a period of
not less than one (1) day nor more than three (3) months, or by
both such fine and imprisonment. Each such person, firm, or
corporation shall be deemed guilty of a separate offense for
each day during any portion of which any violation of any pro-
vision of this ordinance is committed, continued, or permitted
by any such person, firm, or corporation, and shall be punishable
therefor as provided in this ordinance.
Section 5, That WHEREAS the City Council of the City of 111;est
Covina is' contemplating the adoption of a general zoning ordi-
nance zoning the entire City of I"lest Covina as soon as public
hearings can be completed thereon, and
WHEREAS the creation of zone variances and the erection or
construction of buRdings or structures contrary thereto would
defeat or seriously injure the ultimate execution of said plan
and the purposes of such proposed ordinance before the same can
be prepared ii detail; the City Counnil of said City therefore
find and determine that for the immediate preservation of the
public health, peace, safety, domfort, convenience, interest, and
welfare, an emergency exists and this ordinance is enacted as
an emergency measure and ordinance, and that the same shall take
effect immediately upon the same being posted by the City Clerk
• in the manner required by law and by the ordinances'of the City
of West Covina.

city,,to-wit: one at the police office at 361 West -Garvey
Blvd., one in front of the Vilest Covina School House, d one
at the northeast corner of Puente Street and LOTEYW Blvd.
