The City Council of the City of "Jest Covina do ordain
as follows:
SECTION I--. Ordinance No. 312 entitled "An Ordinance
providing for the creation in the City of.�1-_,,est Covina, of zones
consisting of various districts and prescribing the classes of
buildings, structures and improvements in the said several zones
and the uses thereof" is hereby amended as follows:
SECTION 3 of said Ordinance 31, is amended as follows:
110 building, structure or improvement shall be erected,
constructed, established) altered or enlarged in the "A" zbne
which is designed, arranged or intended to be occupied or Used for
usual accessories located on the same lot or parcel of la , used
by the owner or occupant of such lot or parcel of land, a2ad stable
or other structure for the housing of horses, cows and other
animals owned by the uv:iner or occupant of such lot or parcel of
land, sand structures for the use and protection of produce raised

uponsuchlot or parcel of land. Only one (1) si.ngle-family dwell-
ing house shall be erected, constructed, or established, altered or
enlarged upon any one lot or parcel of land which shall be not less
then fifty (50) feet in iijidth and shall contain an area. of not less
than 7500 square feet, other provisions of this ordinance to the
contrary not withstanding; provided, however, that the provisions

pertainingl7to the rainim-um width of lots in the said lli'ill zone shall
not apply to any lot officially recorded in a map or plat of record
in t1_e office of the County Recorder of of Los angeles County prior
to the adoption of this ordinance. !�o single-family dwelling hofase
so erected, constructed or established on such parcel of real pro-
perty shall contain a ground floor area of less than Nine Hundred
(900) square feet..

FEES:
That there be and there is hereby fixed certain charges
and fees as hereinafter set forth to partially cover the incidental
expenses ccnnected v,.lith the investagation of the facts involved in
such petition, the incide-1-1tal expenses, postage, cards and posting
and publishing notices and ordinances.
iLt the time a petition or application for a zone Variance
or Exception under this ordinance is files, petitioner or
applicant shall Pay to the 'City Clerk an amount fixed in accordance

hEFUINIDS:
Should a petition or application for a change of zone
or conditional variance or exception be Twithdraon prior to hearing
thereon by the City Council or Planning Commission, provided a
T,iritten notice of withdrawal of the petition or application shall
have been filed with said City Council or Planning Commission or
should the City Council or Planning Commission wholly deny a
petition or application for change of zone or conditional variance
or exception, then the City Council may order a refund of not to
exceed 50O of the fee paid.
Should any fee required to be paid by this ofdinance be
paid more than once, or erroneously or wrongfully paid or collected,
the same ri-cy be refunded by order of the City Council. ITo refunds t
to be made after three months after such deposits are made to the
City Clerk.
E)EA"ITION 2: That `VJHE_LIE.-',S the City lJouncil of the City of
`.Nest Covina is contemplating the adoption of-ageneral zoning
ordinance zoning the entire City of '.est Covina as soon as public
hearings can be completed thereon, and
'LEEREAS the creation of zone variances and the erection
or construction of buildings or structures contrary thereto would
defeat or seriously injure -1k;he utlimate execution of said plan and
the purposes of such proposed ordinance before the sane can be
prepared in detail; the City Council of said City therefore find and
determines that for the immediate preservation of the public health,
peace, safety, comf35rt, convenience, interest and welfare, an
emergency exists and this ordinance is enacted as an emergency mea-
sure and oa,°dinance, and that the same shall take effedt immediately
upon the same being posted by the City Clerk in the manner required
b 'T law and by the ordinances of the City of'.'hest Covina.
