AN ORDINANCE OF THE CITY OF NNEST COVINA, COUNTY OF LOS
ANGELES, STATE OF CALIFORNIA, REGUTATING THE QUALIFICATIONS
OF ELECTRICIANS IN THE CITY OF NEST COVINA.
The City Council of the City of West Covina, County of Los
Angeles, State of California, does ordain as follows:
Section 1, CERTIFICATE OF QUALIFICATION. A Certificate
Qualification means a certificate issued by the Board of Examiners
of Los Angeles County stating that the holder thereof is qualified
to act and serve as a master electrician doing work in one of the

classifications specified in Section 3 hereof in the unincorporat-
ed territory of the County of Los Angeles,
Section 2. MADTMTAITCE ELECTRICIAN. An undividual who is re-
gularly employed by any person. -for the purpose of installation,
alteration, maintenance or repair of electrical wiring or equipment
on his employer's own premises, but who does not furnish any mater-
ial or supplies.
Section 3. MASTER ELECTRICIAN OR CERTIFIED MASTER ELECTRICIAN.
A Master electrician means a person who is engaged in the commercial
enterprise or business installing or repairing electrical wiring or
equipment or who does or holds himself out as willing to do person-
ally or through his employees any work or services in connection
with the installation, alteration or repair of any electrical wiring
or equipment or part thereof, within the City of West Covina, and
who is the legal possessor of a valid master electrician's certi-
ficate of qualification.
Section 4. CLASSES OF CERTIFICATES. When an applicant desires
to qualify for a certificate of qualification, he shall apply for
an examination in one of the following classifications:
Class A. Mork on any building or structure four (4) stories
in height, theaters, and work under Classifications B.C.D.E & S.
Class B. Power wiring, industrial lighting and work under
Classification C.D.E and S.
Class C. Residential wiring, stores up to and including three

stories in height, single phase power, and work under Classifica-
tions D. E and S.
Class D. Instalh Lion of fixtures.

Class E. Installation of signs.
Class S. Special (elevators, refrigerators, etc.)
Section 5. Work done by master electrician or owner. Every
person who performs within the City of West Covina such acts as
would otherwise constitute him a master electrician, is guilty of
a misdemeanor unless:
(a) He is the possessor of a valid, unexpired, unrevoked,
master electrician's certificate, which certificate, pursuant to
the provisions of this ordinance, is valid within the City of West
Covina or
1b) He is the owner of the legal or equitable title to pro-
perty used and occupied by himself and does himself or have a mem-
ber of his immediate family alter„ repair or install the electrical
work on said property and has submitted a statement in writing to
such effect, or
