ORDINANCE NO. Z 3
AN ORDINANCE REGULATING THE CONSTRUCTION OF CURBS,
GUTTERS AND CULVERTS IN PUBLIC STREETS.
The Board of Trustees of the City of West Covina do
ordain as follows:
Section 1: It shall be unlawful for any person,
firm or corporation to construct, or to cause or permit to be
constructed, any curb, gutter or culvert in, on or along any
public street, alley or other public place, or any bridge
across any gutter, without first obtaining from the Board, of
Trustees a written permit so to do.
Section 2: Any person, firm or corporation desiring
to construct any such curb, gutter, culvert or- bridge shall
file with the said Board of Trustees a written application for
a permit therefor, which application shall contain the name
and address of the applicant, and shall state in detail the
location of the proposed curb, gutter, culvert or bridge.
Section 3: The Board of Trustees is hereby author-
ized to adopt by -resolution, from time to time, such regula-
tions for the construction of curbs, gutters, culverts and
bridges as it may deem necessary for the public welfare.
Section 4: Whenever the said Board shall deem it
necessary, an engineer shall be employed to establish the
line and grade of any proposed curb, gutter, culvert or bridge,
which line and grade shall be approved by the said Board by
resolution before the same shall be deemed to be officially
established and before any permit .shall be issued.. Such
engineer shall be employed by and shall work under the
direction of the said Board of Trustees. His compensation
shall be fixed by the said Board and the same shall be paid.

• Section 5: That any person, firm or corporation
violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor, and upon conviction thereof shall be
punishable by a fine of not less than ten dollars ($10.00) nor
more than three hundred.dollars ($300.00), or by imprisonment
for a period of not less than two (2) days nor more than three
(3) months, or by both such find and imprisonment. Each such
person, firm or corporation shall be deemed guilty of a separate
offense for each day during any portion of th.ich any violation
of any provision of this ordinance is committed, continued or
permitted by such person, firm or corporation, and shall be
punishable therefor as provided by this ordinance,

United States and over the age of twenty-one years;.that on the
141k 16th da of January, 1925, he posted three copies of Ordin-
ance No.23 0 the City off' West Covina, entitled "An ordinance
regulating the construction of curbs, gutters and culverts in
public streete in these public places in the said City to -wit,
on at the door of the West Covina Club House the same teing
the place where the regular meetings of the toard of Trustees
of the said City are held, one on Sunset Avenue in front of the
West Covina School House and one at the northwest corner of
Puente Avenue and Lark Ellen Boulevard.
