Ordinance - 21ORDINANCE N0. 21 AN ORDINANCE .PROVIDING RULES AND REGULATIONS FOR THE CONTROL OF THE FOOT AND YOUTH DISEASE. The board of trustees of the City of West Covina do • ordain as follows: i Section 1: That the following rules oriel regulations are hereby adopted for the control of the foot and mouth disease: EMERGENCY REGULATION I. Rules and regulations for control of foot and mouth disease on quarantined, infected pre - wises: 1. All movement of persons, livestock, poultry, feed, feed comainers and all equipment or other material from or to infected ,remises is prohibited, except persons and equipment after proper disinfection by an official. 2. Livestock, dogs, cats, and poultry shall be closely confined, in a manner acceptable to officials in charge. Officials and owners on quarantined premises may destroy all pigeons and stray animals found on premises. • 3. All ruminants, swine, poultry, dogs, cats and other animals on infected premises shall be closely confined. 4. All infected premises shall be cleaned, disinfected and. tested under official direction before being released. from quarantine. 5. x guard shall be stationed, at each quarantined., in- fected, premise to enforce these rules. Ei,,ER ENCY EGULATION II. mules and regulations for control of foot and mouth disease in close quarantined area. 1. All movement of livestock from or to premises, including dogs, cats, poultry, carcasses of livestock, parts or products thereof, except Ieggs, is prohibited except as hereinafter provided. 2. Livestock originating outside of close quarantined area may moved to points within any quarantined area for • immediate slaughter, provided. they are not unloaded enroute within said area. Movement of livestock other than for immediate slaughter from points outside of close quarantine area to points within said area is prohibited except by official permit. 3. Horses in harness may be moved on roads. Official disinfection may be required when deemed necessary.' Saddle and other horses may be moved only by special permit. 4. Poultry, rabbits and pigeons may be moved from close quarantined area only by special permit after official inspec- tion of the premises. 5. I. -Teats bearing Federal, State, County of San bateo, cities of Oakland, Sacramento, San Francisco, San Jose or Los Angeles inspection marks may be moved and sold without • restriction, pr.ovid.ed 'heads, feet and hides are removed from calf carcasses and such carcasses are wrapped in cheese cloth and burlap. 6. Animals dead from natural causes (other than foot and mouth disease) in close quarantined area may be moved by special permit. 7. Hides, horns, pelts, wool and skins of domestic animals may be moved from the place of slaughter after disinfection and. by special permit. Domestic animals, i-aithin the meaning of this rule, shall include cattle, sheep, other ruminants, shrine, horses, mules, dogs, cats, poultry, pigeons and -rabbits. 8. The movement of hay, straw, fodder and. similar ■ material used for packing _purposes, feed or bedding from or within close quarantined area is prohibited. except by special permit. No feed shall be moved from premises on wrii ch livestock • is kept. • 9. The movement of manure is prohibited from premises in close quarantined area except by special permit. 10. Trucks visiting slaughter.plants, feed warehouses, poultry depots, or similar places must be properly cleaned and - disinfected before moving from close quarantined, area. 11. Salesmen, agents, peddlers, buyers of poultry and livestock, and persons similarly engaged are prohibited from enter- ing premises where livestock is kept except by official permit. It is desired that assessors cooperate by proper disinfection before leaving such premises. 12. Dogs may be moved by special permit. Officials may destroy cogs and cats found.on other than owner's premises, except . those unc.er immediate control. • 13. The shipment of milk products from close quarantined. • area into unquarantined area is prohibited. except butter from factories where an official is stationed at the expense of the manufacturer to supervise pasteurization and handling of raw materi- als; except condensed and evaporated milk in hermetically sealed containers, milk powder and. casein. 14. The manufacture of cheese in close quarantined area is prohibited. • 15. Raw milk originating in close quarantined area may be sold for human consumption by official permit. 16. P,Ailk and cream offered, for sale at farms shall be delivered at the roadside to be _collected: by receivers. Receivers and conveyances are prohibited from entering private roads or premises where livestock is kept. 17. ,Ill cans used for transporting milk or products of CD milk .roving within close quarantined area shall be thoroughly washed, sterilized and dried at the plant before returning to farms. Clean cans shall riot be placed on floors, platforms or conveyances until such floors, platforms or conveyances have been thoroughly scrubbed and. disinfected with steam or a solution of chloride of lime in the proportion of one pound to three gallons of water. All -cans used for transporting milk or products of milk, moving from and to.close quarantined area must be handled in the manner indicated above and under constant supervision of an offi- cial at the expense of the plant. EbEERGENCY REGULX-IIION III. Rules and regulations for con- trol of foot and mouth disease in Provisional Quarantined Lrea. 1. IViovement of livestock in provisional quarantined area may be made by special permit after official inspection, except horses in.harness which may be moved without- restriction. Official disinfection may be required when deemed necessary. 2. Livestock originating outside of provisional, quarantin- ed area may be moved to points within any quarantined area fr immediate slaughter provided they are not unloaded enroute within said area. 3. Poultry, rabbits and pigeons in provisional quarantin- ed area may move without restriction. 4. Raw milk originating in provisional quarantined area may be sold for human consumption by official permit. 15. Milk and cream for ,pasteurization originating in provisional quarantined. area may be sold, for human consumption as pasteurized milk and cream, or in ic-e cream, by official permit. 16. All milk andcream offered for sale at farms shall be delivered at the roadside to be collected by receivers. Receivers and conveyances are prohibited. from entering private roads or pre- mises where livestock is kept. 17. All cans used for transporting milk or products of milk movin, within provisional quarantined area shall be thoroughly washed, sterilized and dried at the plant before returning to farms. • Clean cans shell not be placed on floors, platforms or conveyances until such floors, platforms or conveyances have been thoroughly scrubbed and disinfected with steam or a solution of chloride of lime in the proportion of one pound to three gallons of water. All washing and refuse from trucks must be likewise disinfected. All cads used for transporting milk or products of milk moving from and to provision- al quarantined area must be handled in manner indicated above and under constant supervision of an official at the expense of the plant. Section 2: It shall be unlawful for any person, firm or corporation to violate any of the rules and regulations set forth in Section 1 of this Ordinance, or to fail, neglect or refuse to observe or to comply with each or any of the said rules and. regula- tions. Section 3: It shall be unlawful for any person, firm or corporation to violate any rules or regulations for the control _ of the foot and mouth disease heretofore promulgated, or that shall be hereafter promulgated, by the Federal Department of Agriculture, or by the Governar of the State of California, or by the Director of Agriculture of the State of California. Section 4: The term "permit" as used herein is con- strued to mean a permit issued. by an official of the Federal or State Departments of agriculture. The term "official" as used herein relates to LDersons or acts of persons legally authorized by the Federal or State Departments of r_griculture. Section 5: Any person,.firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction shall be punishable by a fine not • to exceed three hundred. dollars (*300.00) or by imprisonment in the County Jail of the County of Los Angeles for a period not to exceed three (3) months, or by both such fine and imprisonment. Section G: By reason of the existence of the foot and mouth disease and by reason of the fact that the public peace, heath and safety is endangered by a threatened. epidemic of the said disease, this Ordinance is urgently necessary for the iriunedi.ate preservation of the public peace, health and. safety, and this Ordinance shall take effect immediately upon the passage and. posting thereof. St re of Califnrn aA A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING CERTAIN ROAD IMPROMENTS ON IRAVINDALE AND ARROYO AVENUES, WITHINN TIE LIMITS OF THE CITY OF WEST COVINA. VdHEREAS, the necessity of the improvements as explained to the Road Department of Los Angeles County comprises the improve- ment of Irwindale Avenue from Arroyo Avenue to Puente Avenue and Arroyo Avenue from Orange Avenue to Irwindale Avenue, the total cost of such improvements to be not in excess of six thousand and thirty ($6,030.00) dollars. WEEMS, the above mentioned improvements are to be made under the supervision of the Road Department of Los Angeles County, TH.EREFORE, * be it resolved that the City of Viest Covina to and with the Road Department of Los Angeles County, hereby agrees to bear fifty (50%) per -cent of the expense of making such improve- ments, with the express understanding that this fifty (5o%) per- cent shall not be in excess of three thousand and fifteen dollars.
