Ordinance - 13ORDINANCE NO. 13. .921 ORDINANCE REIGULATING CERTAIN PLACES OF AIVIUSETVLEI1T. The Board of Trustees of the City of ,Jest Covina do ordain as follows: • Section 1: It shall be unlawful for any person firm or corporation owning, managing or having charge'of any public billiard room, public pool room, public shooting gallery, public bowling alley, or any other place open to the public where billiards, pool or bowling are played or target shooting is carried on, to keep the same open, or to allow or permit the same to be kept open, or to allow any of the said games or amuse- ments to be played or carried on therein, between the hours of ten o'clock P.M. on Saturday and three o'clock P.M. on the follow- ing Monday, or between the hours of ten o'clock P.ldl. of any other day and three o'clock P.m. of the day following. Section 2: It shall be unlawful for any person, firm or corporation to conduct, maintain or carry on any public billiard `-. ,A, room, public pool room, public shooting gallery, public bowling alley, or any other place open to the public where billiards, pool or bowling are played or target shooting is carried on until a permit in writing therefor shall have been granted by the. board of trustees. No such permit shall be granted except upon the written application of the person, .firm or corporation desiring the same ,filed with the said board, stating the place where such billiard room, pool room, bowling alley or shooting gallery is to be located, and the name and the address of the person, firm or corporation intending to operate the same. No such permit shall be granted by the said board unless there shall be filed with the said board the written consent thereto of the owners of a majority of the frontage of the property front- ing on both sides of the street on which such establishment is: to be located, between the nearest intersecting streets. - Section 3: The board of trustees is hereby empowered to make such other rules and regulations for the granting of such permits and for the management, conduct and structural arrangements of such establishments, as may be proper and necessary fo r the maintenance of public order, the promotion of public morals, the orderly conduct of such places, or the better enforcement of the provisions of this ordinance, and to alter or amend such rules and regulations from time to time.. The said board is also hereby empowered to revoke the permit of any person, firm or corporation who shall neglect or refuse to comply with the provisions of this ordinance, or with such other rules or regulations as shall be established by the said board of trustees. Section 4: That any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable by _ a fine of not less than five dollars ($5,00) nor more than three hundred dollars ($300.00), or by imprisonment for• a period of not less than two (2) days nor more than three (3) months, or by bth such fine and imprisonment. Each such person, firm or corporation shall be deemed guilty of a separate offense for, each day during • • • any portion of which any violation of any provision of this ordinance is committed, continued or permitted by such person, firm or corporation, and shall be punishable therefor as pro- vided by this ordinance.
