CHANGES TO THE AGENDA City Manager Freeland indicated that there were no changes to the agenda. City Attorney Hall Barlow spoke on Item No. 23 and clarified that the City Council would not be taking any action on this item at tonight's meeting, and any action they do wish to take would be discussed at a future Council Meeting. In addition, Hall Barlow stated that the item in question was opposed by the City Council at a previous meeting that was held on February 21, 2017. ORAL COMMUNICATIONS - Five (5) minutes per speaker Brandon Lam spoke on behalf of Covina High School Youth Council and provided an update regarding upcoming events happening at Covina High School. Anjella Leal spoke on behalf of West Covina High School and South Hills High School and shared on the upcoming events occurring at these schools. Beverly Buithis spoke on behalf of Friends of the West Covina Library and shared on the upcoming events the library would be hosting. 2 Tuesday April 03, 2018 Phil Kaufman spoke on marijuana cultivation and expressed his approval regarding this item. John Shewmaker expressed concerns regarding transparency within City Hall and shared his concerns regarding the Singpoli project. Jeri Potras expressed concerns regarding the marijuana cultivation in the City and asked the City Council not to take action. She also shared her concerns regarding the City's budget and requested for staff to do further research to rectify the situation. Jim Rudroff spoke on the Disaster Council and requested for Council to discuss issue at a later date. Elsie Messman expressed concerns on the change of the name of the Senior Center and shared her concerns regarding the elimination of the elected City Clerk and City Treasurer positions. Jim Grivich expressed concerns regarding marijuana cultivation and shared his concerns regarding safety in legalizing recreational use of the drug. He also shared his concerns regarding the City's growing budget deficit and requested for Council to take action on this matter. Robert Torres shared concerns regarding Item No. 17 and stated that marijuana cultivation would be a public safety issue if it were to be passed by Council. RECESS — Mayor Spence recessed the City Council Meeting at 9:07 p.m. and reconvened the meeting at 9:22 p.m. with all Councilmembers present. Due to the voluminous number of speakers and time constraint, the City Council moved to shorten all five minute speakers to three minutes. A motion was made by Mayor Spence to support the lawsuit by the City of Huntington Beach to oppose SB 54 (California Values Act). HEARINGS PUBLIC HEARINGS 14) Street Vacation of South Arm' Drive Between West Rowland Avenue and East Eckerman Avenue - Public Hearing a) Verification b) Open hearing c) Staff report d) Open testimony e) Council discussion 0 Recommendation: It is recommended that the City Council adopt the following 12 Tuesday April 03, 2018 resolution: RESOLUTION NO. 2018-18 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, VACATING A PORTION OF THE PUBLIC RIGHT-OF-WAY KNOWN AS SOUTH ARMEL DRIVE BETWEEN WEST ROWLAND AVENUE AND EAST ECKERMAN AVENUE IN THE CITY OF WEST COVINA Assistant City Engineer Heredia gave a brief report regarding the proposed vacation of a portion of the public right-of-way known as South Armel Drive between West Rowland Avenue and East Eckerman Avenue. Ms. Heredia expressed that this vacation would connect the Covina High School and Traweek Middle School campuses in order to build additional sports fields as well as an Olympic sized swimming pool. She also stated that if there are any questions regarding this issue, Covina Valley Unified School District (CVUSD) Chief Facilities Officer, Jeff Bloedorn was available to answer any and all inquiries regarding the proposed facilities. Mayor Spence opened the public hearing. Mayor Spence expressed concerns regarding the City's ongoing liability of the project. Assistant City Manager/Community Services Director Bresciani stated that the City of West Covina does not currently have joint lease agreements with any other cities. She also shared that the City of Covina is impacted by lack of building space and the City of West Covina would have no control over this area since the Covina Valley Unified School District is responsible for this area. 1.3 Tuesday April 03, 2018 CVUSD representative Bloedom expressed that this project would benefit the students from both schools and that there is plenty of usable space available. Councilmernber Warshaw expressed concerns regarding the concept of the project from CVUSD and stated that more information needs to be given to the City Council to make an informed decision. A motion was made by Mayor Pro Tern Johnson and seconded by Councilman Wu to hold item over to a future Council Meeting until more information regarding the traffic situation on South Armel Drive between West Rowland Avenue and East Eckerman Avenue can be obtained from CVUSD.
