Absent: None Staff Present: Assistant City Manager/Community Services Director Nikole Bresciani, Community Services Superintendent Mike Cresap, Administrative Assistant II Deborah Johnston. ORAL COMMUNICATIONS - Five (5) minutes per speaker Please state your name and city of residence for the record when recognized by the Commission Chair. • 2 Tuesday,-March-1-3,-201-8 CONSENT CALENDAR APPROVAL OF MEETING MINUTES 1) January 9, 2018 Community and Senior Services Commission Meeting Minutes. Motion by Lewis and second by Arredondo to approve the meeting minutes as presented. Motion carried by a vote of 7-0 with 2 absent and Pena abstaining. AYES: Arredondo, Blackburn, Cox, Dinh, Lewis, Stewart, Kaufman. NOES: None. ABSENT: Lopez, Kennedy. NEW BUSINESS 2) Outstanding Older American Volunteer of the Year Applications. Outstanding Older American Volunteer of the Year to be Awarded to Karl Urlie. Motion by Lewis and second by Dinh. Motion carried by a vote of 8-0, 1 absent and Stewart abstaining. AYES: Blackburn, Cox, Dinh, Kennedy, Lewis, Pina, Lopez, Kaufman. NOES: None. ABSENT: Arredondo (Left meeting early (6:36 p.m.)) 3) Community & Recreation Services Volunteer of the Year Applications — Presented by Nikole Bresciani. Motion by Kaufman second by Pina to move deadline to May 1, 2018 for application submittal. Motion carried by a vote of 8-2. AYES: Arredondo, Blackburn, Cox, Dinh, Pina, Stewart, Lopez, Kaufman. NOES: Kennedy, Lewis. ABSENT: None. 4) Special Events Update — Presented by Nikole Bresciani. Update on the Council's re-instatement of City Special Events was given. Discussion was had on the definition of co-sponsorship between the City and other organizations within the city, how the City advertise as well as the below listed upcoming events both co-sponsored and City. City co-sponsored events: • ESGV Japanese Community Center's Cherry Blossom Festival, March 17, 2018. Location moved to Plaza at West Covina. • • West Covina Beautiful's Earth/Arbor Day on April 21, 2018 at Palmview Park. 3 Tuesday,_Marchl 3,.2018 City events: • Easter Eggstravaganza on March 31, 2018. Now at two locations. Del Norte & Cortez Park. • Community Service Day, April 28, 2018 at Ridge Riders Equestrian Center where we will revitalize the facility. Breakfast provided by Northgate Market and lunch provided by Staff at the Senior Center will be served to the Volunteers in attendance. • 4th of July event will be held at Big League Dreams with a Firework extravaganza, DJ, Concert band Smokin' Cobras with be performing (chosen by Commissioners who attended Concert Share 2018), transportation information and more. • Concerts in the Park series has moved to Wednesdays starting on June 13, 2018 from 6-9 p.m. All bands booked and a special thanks given to Commissioners Kaufman, Blackburn and Lopez who • attended Concert Share to assist us with choosing the bands for this year's concert series. Bands are as follows: Wednesday, June 13, 2018 — Mariachi Divas Wednesday, June 20, 2018 — Guardians of the 70's Wednesday, June 27, 2018 — Cold Duck Wednesday, July 11, 2018 — My Generation - British Invasion Wednesday, July 18, 2018 — Mark Easterday Band — Country Wednesday, July 25, 2018 — Raise Your Glass (Pink) & Prizmatic (Katy Perry) 5) Facility Reports — Receive and file — Presented by Nikole Bresciani. No action taken. OLD BUSINESS 6) Bainbridge Pool Update - Presented by Mike Cresap. Update on the possible partnership with Bainbridge Home Owners Association for the use of their pool for the Cities summer 2018 swim programs. At this time, Bainbridge's board has voted to not partner with the City to provide City run summer swim programs. Update on the status, as that is known to the City at this time, of construction of WCUSD's Sports facility (municipal pool) at Edgewood High School was given and discussion was had. 7) Homeless Plan Update — Presented by Nikole Bresciani Update on the status of the Homeless Plan was given and discussion was had. AD HOC COMMITTEE REPORTS — None. • 4 Tuesday,_Match_13,_2018 COMMISSIONERS REPORTS Chair Kaufman: Attended Concert Share event with Staff and assisted in choosing bands for this year's Summer Concert Series. Wished Heather Sayers well in her new venture. Attended both Portos and Gaucho Grill's ground breaking ceremonies. Attended Planning Commission Meeting where Chick-Fil-A and the new assisted living center on Sunset Avenue was discussed. Attended 2/15/2018 West Covina Beautiful 95 th birthday party that was a huge success. Commissioner Arredondo: Attended a workshop with the older Americans and Business Owners over the age of 60. At this meeting US EEOC was in attendance. Information was obtained and brought to the meeting to submit to City for consideration for services for local businesses. Attended the WCUSD Bond Oversite Committee as a Member, in this meeting they discussed the construction of the sports facility and office space being made for the City's use with a future partnerships with WCUSD. Requested to be added either to Community & Senior Services Commission or Sports Council Agenda to discuss. Agenda for the WCUSD Oversite Board meeting will be provided to the City for reference. Commissioner Blackburn: Thanked Staff for their continued hard work and dedication to the Community. Commissioner Cox: Attended the Council Meeting where they discussed the Fire Department items. Discussed the Edgewood Track opening to public, WCUSD's 700 seat preforming arts center at West Covina High School as well as the one year anniversary of consideration of the safe injection sites within the city that the Council discussed. Commissioner Dinh: Attended the Youth Council Meeting. Wished Heather Sayers well in her new venture. Commissioner Lopez: Attended Concert Share event with Staff and assisted in choosing bands for this year's Summer Concert Series. Will be attending C.P.R.S. conference this month. Was a part of this year's Basketball Charity event on 3/14/18 at W.C.H.S. which was a huge success. Stated that the new track at Edgewood H.S. is beautiful. Commissioner Stewart: Attended the Concert Share event with Staff and assisted in choosing bands for this year's Summer Concert Series. Attended meeting on Measure H. Asked the status of the re-naming of the Senior Center. Update by Director Bresciani was given. No other Commissioner reports.
