MINUTES
CALL TO ORDER — Mayor Mike Spence called the meeting to order at 6:30 p.m.
PLEDGE OF ALLEGIANCE — Led by West Covina resident Forrest Wilkins
ROLL CALL
Present: Councilmember Toma, Councilmember Warshaw, and Mayor Spence
Staff Present: City Manager Chris Freeland, Assistant City Manager/Community Services
Director Nikole Bresciani, Police Chief Marc Taylor, Lieutenant Ken Plunkett
Mayor Spence left the meeting at 6:35 p.m. No quorum existed.
INTRODUCTIONS
Consultants from LeSar Development Consultants began PowerPoint presentation at 6:37 p.m.
and provided a brief overview of the reasons for homelessness, and the company's plan to assist
the City to combat homelessness. It was stated that the due date for this plan was due on June 30,
2018 and would last for three (3) years, and that it could be updated at any time.

Community discussion regarding the homeless plan continued between City and Police
Department staff and the residents present at the meeting.
