Mayor Spence called to order the regular closed session meeting of the West Covina City
Council at 6:10 p.m. in the City Manager's Conference Room at City Hall, 1444 W. Garvey

REPORTING OUT FROM CLOSED SESSION
City Attorney Hall Barlow indicated that the City Council gave direction to staff to cease efforts
and to not move forward with relocating Fire Station No. 3 to Palm View Park.
CHANGES TO THE AGENDA
City Manager Freeland stated there were no changes to the agenda.

ORAL COMMUNICATIONS - Five (5) minutes per speaker
Mayor Spence announced that an individual may submit an orange Agenda Item Position Slip
with their name and position on the agenda item rather than speaking and the positions will be
read into the record when the item is discussed on the agenda.
Alice Nichols spoke in favor of the ambulance subscription program
David Hido spoke in favor of the ambulance subscription program
John Shewmaker asked for more fee information with respect to the ambulance subscription
program. He also expressed concern regarding the size of the West Covina City Police
Department in comparison to other surrounding police departments and also requested that the
City's documents be updated on the City's website.
Elsie Messman expressed concerns regarding the cost of stairway enclosures and staffing within
City Hall.
William Elliott spoke in favor of Councilman Wu's Night Market idea for the City of West
Covina, and asked for LED stop signs on Merced, Lark Ellen, and all major intersections within
the City.
Gary Gileno shared his concerns regarding the City's Code Enforcement Department.
Herb Redholtz spoke about the Glendora Avenue Project and expressed concerns pertaining to the
City Council's credibility regarding the project.
JD complemented Chief Taylor on his presentation and also shared his approval regarding

transparency within the West Covina Police Department.
Erik from Craft Hill Restaurant discussed the speed and efficiency of the West Covina Graffiti
app, and spoke about Craft Hill's new menu items and upcoming events.
Lucas Purse11 spoke in favor of new LED stop signs at intersections near his residence.
City Manager Freeland gave responses to speaker inquiries.

3) Approving Zone Change No. 17-01, Related to the Updating of Two Parcels within
the City
It is recommended that the City Council adopt the following ordinance:
ORDINANCE NO. 2329 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING ZONE CHANGE NO. 17-01,

ROWLAND AVENUE BETWEEN LARK ELLEN AVENUE AND AZUSA AVENUE;

8) Reconveyance of 2000 Financing Agreement City Liens on Successor Agency Assets
It is recommended that the City Council adopt the following resolution and authorize the
City Manager to execute any and all documents necessary to effectuate the reconveyances
of the City liens pertaining to the 2000 Financing Agreement on the Successor Agency to
the former West Covina Redevelopment Agency parcels as described:

9) Approval and Transmittal of an Administrative Budget and a Recognized Obligation
Payment Schedule ("ROPS") Pursuant to Health and Safety Code Section 34179.7
(0)(4 for the Period of July 1, 2018 through June 30, 2019 for the Successor Agency
to the Former West Covina Redevelopment Agency
It is recommended that the City Council, acting as the Successor Agency to the Former
West Covina Redevelopment Agency, adopt the following resolution:
RESOLUTION NO. 2018-02 - A RESOLUTION OF THE SUCCESSOR AGENCY TO
THE FORMER WEST COVINA REDEVELOPMENT AGENCY OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING AND AUTHORIZING THE
TRANSMITTAL OF AN ADMINISTRATIVE BUDGET AND A RECOGNIZED
OBLIGATION PAYMENT SCHEDULE ("ROPS") FOR THE PERIOD OF JULY 1,
2018 THROUGH JUNE 30, 2019

Councilmember Toma pulled Item No. 9 for further discussion.
City Manager Freeland gave an additional report regarding this item and stated that
Community Economic Development Manager Paulina Morales and Interim Finance
Director Nicole Lugotoff were present to answer any questions. City Manager Freeland
stated that the ROPS is an annual report to the Department of Finance for expenditures
still being incurred by the City from the former Redevelopment Agency. These ROPS
include a yearly payment schedule, and former bonds or former loan agreements from
businesses that the City is seeking reimbursement for or repayment of.
A motion was made by Councilmember Toma and seconded by Councilmember
Warshaw to adopt Resolution No. 2018-02. Motion was carried by a vote of 5-0.

PUBLIC WORKS
10) Award of Contract for the Installation of Electric Vehicle Charging Stations -
Project No. GP-17002
It is recommended that the City Council take the following actions:
1) Authorize the City Manager to execute a contract with Urban Professional Builders,
Inc. in the amount not to exceed $101,640 (which includes contingencies in the amount of
$9,240) for the installation of Electric Vehicle (EV) Charging Stations at various
locations; and
2) Adopt the following resolution:
RESOLUTION NO. 2018-03 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT
FOR THE FISCAL YEAR COMMENCING JULY 1, 2017, AND ENDING JUNE 30,
2018 (Installation of Electric Vehicle Charging Stations)
Councilrnember Toma pulled Item No. 10 for further discussion.
Public Works Director Consunji shared that the charging stations have the ability to
charge using Bluetooth technology and that the City will be using the grant from the Air
Quality Management District (AQMD) to pay for the charging stations. He also indicated
that a total of 12-13 vehicles can be charged and the stations will be placed in three (3)
locations which include City Hall, two (2) stations at the Plaza, and one (1) at Big League
Dreams. Public Works Director Consunji also shared that the maximum amount of time
allotted per car to charge is four (4) hours and that the Public Works Department will
work with Code Enforcement to enforce said time limit.

City Attorney Kimberly Hall Barlow stated that the 4 hours maximum sign must be posted
in order for the Police Department to enforce this regulation.
Councilmember Warshaw inquired if the City is eligible to receive any funding from
Southern California Edison to install additional charging stations as needed and also
requested for an amendment to the recommendation to be implemented to clarify who is
responsible for payment of the charging stations at the Plaza. In addition, Councilmember
Warshaw requested to hold Item No. 10 over until more information regarding the price of
chargers that the Police Department could monitor could be obtained from the consultant;
to compile information on adding maintenance contracts; and to obtain information on
payment for the electricity that will serve these charging stations at Big League Dreams
and the Plaza.
A motion was made by Councilmember Warshaw and seconded by Councilmember Wu
to hold Item No. 10 over to obtain more information pertaining to charging stations.
Motion was carried by a vote of 5-0.

11) Release of Faithful Performance Bond for Suburban Water Company Reservoir
It is recommended that the City Council accept all on-site improvements for Conditional
Use Permit No. 14-06 located at 1745 South Lark Ellen Avenue and authorize release of
Faithful Performance Bond in the amount of $241,284.
A motion was made by Councilmember Toma and seconded by Councilmember Warshaw

DEPARTMENTAL REGULAR MATTERS
FIRE DEPARTMENT
12) Ambulance Subscription Program Enhancements
It is recommended that the City Council take the following actions:
1) Continue the Ambulance Subscription Program and enhance the program for the
benefit of the community as outlined in the report; and
2) Approve the second amendment with Wittman Enterprises, LLC to manage the
Ambulance Subscription Program.
Management Analyst Narahara and Assistant Fire Chief Fountain made a PowerPoint
presentation and provided a brief overview of the ambulance subscription program and
shared their suggestions on how to improve and enhance said program.
Councilmember Toma requested that the yearly fee be reduced to $69 from $70.
After a discussion between the City Council and City staff, a motion was made by Mayor
Pro Tern Johnson and seconded by Councilman Wu to approve item as recommended,
with the addition of reducing the price of the program by one dollar. Motion was carried
by a vote of 5-0.

13) Report Regarding Request from Councilman Tony Wu for City Council to Discuss
Short-Term Rentals in West Covina
It is recommended that the City Council discuss short-term rentals (i.e. AirBrib, VRBO,
FlipKey, 1-lomeAway, etc.) in West Covina and provide any applicable direction
accordingly.
Deputy City Manager Minnich gave a brief report on the short-term housing rentals in the
City of West Covina and discussed the fees that could be implemented by the City on
short-term rentals. She also stated that the City would need to make changes to the City's
Municipal Code in order to approve these fees and the application and permit process for
short-term rentals.

Councilmember Warshaw requested to continue the ban on short-term rentals within the
City.
Councilman Wu requested that City staff look into the potential for growth of short-term
rentals in the future, but for now would like to continue the ban on short-term rentals.
A motion was made by Councilman Wu and seconded by Councilmember Warshaw to
receive and file Item No. 13. Motion was carried by a vote of 5-0.
