Mayor Warshaw called to order the regular closed session meeting of the West Covina City
Council at 6:00 p.m. in the City Manager's Conference Room at City Hall, 1444 W. Garvey
Avenue, West Covina, California.

CALL TO ORDER — Mayor Corey Warshaw called the meeting to order at 7:05 p.m.

City Attorney Barlow reported that there was no reportable action taken during the closed session
discussion.
CHANGES TO THE AGENDA
City Manager Freeland announced no changes to the agenda.
PRESENTATIONS
Mayor Warshaw announced Small Business Saturday on November 25, 2017 and assisted by
Economic Development and Housing Manager Morales recognized and presented Certificates of
Recognition to Bun Street, Craft Hill, El Pescador and Tiffany's of West Covina as a few of the
favorite local businesses. Mayor Warshaw presented Economic Development and Housing
Manager Morales with a Proclamation proclaiming November 25, 2017 as Small Business
Saturday.
ORAL COMMUNICATIONS - Five (5) minutes per speaker
Mayor Warshaw announced that anyone wishing to speak under Oral Communications submit a
yellow speaker card or that an individual may submit an orange Agenda Item Position Slip with
their name and position on an agenda item and their positions will be read into the record when
the item is discussed on the agenda.
Chef Basil Kimbro and Lisette Kimbro announced their invitation to all West Covina residents to
Thanksgiving Dinner at the VFW Post 8620, 2328 W. Merced Ave. in West Covina, on
Thanksgiving Day from 2:00 p.m. — 5:00 p.m.
Elsie Messman, West Covina resident, addressed issues with Maintenance District 4 tax
assessment, and spoke in support of Councilmember Spence as Mayor.

Phil Moreno, West Covina resident, expressed concerns with the use of Maintenance District tax
assessments.
Jerri Potras, West Covina resident, expressed concerns with dying grass at Palmview Park, and
spoke in support of uphold the mayor rotation order.
Fred Sykes, West Covina resident, commented on voting districts and mayoral rotation.
Bill Robinson, West Covina resident, expressed concerns with signature requirement for meal
service at Cortez Senior Center and commented on the California Voters Right Act (CVRA).
Sandra Taylor, West Covina resident, commented on the resolve of a complaint she brought to the
Council.
Cesar Cervantes, West Covina resident, spoke on council districts.
Dana Sykes, West Covina resident, inquired into Councilmembers Wu's Form 460 not being on
the City's website, commented on the City of Poway's lawsuit regarding the CVRA, and spoke
on the proposed project by Singpoli.
John Shewmaker, West Covina resident, commented on Councilmember Wu trying to bring
Singpoli's business to the City, the mayoral rotation and council districts.
Alfred Williams, West Covina resident, commented on council districts.
Steve Bennet, West Covina resident, spoke in support of current mayor rotation, commented on
council districts and the City of Poway lawsuit regarding the CVRA.
Mayor Warshaw announced that two orange Agenda Item Positions Slips have been received in
support of the current mayor rotation from Gayle Mason and Phyllis McDonald.
City Manager. Freeland and staff responded to speakers' comments and City Attorney Hall
Barlow presented an update of the City of Poway lawsuit regarding the CVRA and the City of
West Covina's involvement.
RECESS — Mayor Warshaw recessed the City Council meeting at 8:15 p.m. and reconvened the
City Council meeting at 8:23 p.m. with all members present. .
CONSENT CALENDAR
Al! matters listed under CONSENT CALENDAR are considered to be routine and can be acted on by one roll call
vote. There will be no separate discussion of these items unless nembers of the City Council/Community
Development Commission request specific items to be removed from the Consent Calendar for separate discussion or
action.

1) Government Tort Claim Denial
It is recommended that the City Council deny the following Government Tort Claim and
the claimant be notified:

Motion by Toma and seconded by Johnson to approve as recommended. Motion carried 5-0 by
the following vote:

ORDINANCES FOR ADOPTION
2) Ordinance No. 2329 Approving Zone Change No. 17-01, Related to the Updating of
Two Parcels Within the City
It is recommended that the City Council adopt the following ordinance:
ORDINANCE NO. 2329 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING ZONE CHANGE NO. 17-01,
RELATED TO THE UPDATING OF TWO PARCELS WITHIN THE CITY.
Motion by Toma and seconded by Johnson to approve as recommended. Motion carried 5-0 by
the following vote:

TRAFFIC COMMITTEE MEETING MINUTES (accept & file)
3) Traffic Committee Meeting Minutes October 18,2017
It is recommended that the City Council receive and file the minutes of the Traffic
Committee Meeting held on October 18, 2017.

POLICE DEPARTMENT
4) Adding One Crossing Guard at San Jose Charter Academy
It is recommended that the City Council take the following actions:
1. Authorize the City Manager to execute an agreement amendment with All City
Management Service (ACMS) for one additional crossing guard assigned to San Jose
Charter Academy; and
2. Adopt the attached resolution authorizing the necessary budget amendment:
RESOLUTION NO. 2017-111 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT
FOR THE FISCAL YEAR COMMENCING JULY 1, 2017, AND ENDING JUNE 30,
2018 (ADDITIONAL FUNDS ADDING 1 CROSSING GUARD)
Motion by Toma and seconded by Johnson to approve as recommended. Motion carried 5-0 by
the following vote:

PUBLIC WORKS
5) Award of Contract for the Installation of Traffic Control Devices on Puente Avenue
at Nora Avenue
It is recommended that the City Council accept the bid from PTM General Engineering
Services, of Riverside. California in the amount of $35,936, and authorize the City
Manager to execute a contract with PTM General Engineering Services for the work to be
completed.
Motion by Toma and seconded by Johnson to approve as recommended. Motion carried 5-0 by
the following vote:

CITY ATTORNEY'S OFFICE
6) Selection of a District Map for District Based City Council Elections
It is recommended that the City Council take the following actions:
1. Review and discuss draft maps and election sequencing; and
2. Introduce by title only and waive further reading of the following ordinance
regarding selecting the preferred district map and setting the election sequencing:
ORDINANCE NO. 2328 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, IMPLEMENTING BY - DISTRICT
ELECTIONS PER CHAPTER 2 ARTICLE II DIVISION 1 SECTION 2.20 OF THE
WEST COVINA MUNICIPAL CODE THAT PROVIDES FOR CITY COUNCIL
ELECTIONS BY DISTRICTS
City Attorney Hall Barlow introduced the subject stating a map selection needs to be introduced
by ordinance with three affirmative votes.
Council discussion included pros and cons of the subject six (6) final proposed maps, CVRA
litigation, and representation of all of West Covina.
Motion by Johnson and seconded by Wu to select Council District Map 120.
Council discussion continued regarding districts.
Motion carried 3-2 by the following vote to select Council District Map 120.
AYES: Johnson, Toma, Wu
NOES: Spence, Warshaw
ABSENT: None
City Attorney Hall Barlow presented a PowerPoint presentation regarding the sequencing of
Council Districts with the selection of Map 120 and the requirements of sequencing selection due
to the settlement agreement.
City Council engaged in discussion of sequencing of council districts.
Motion by Johnson and seconded by Toma to introduce Ordinance No. 2328 with the selection of
Map 120 for Council Districts and for election sequencing of Districts 2, 4, and 5 as the districts
up for election in November 2018.
Motion carried 3-2 by the following vote:

CITY COUNCIL REORGANIZATION
• Confirmation of Mayor and Mayor Pro Tern
• Mayor Plaque Presentation to Mayor Warshaw
Mayor Warshaw commented on City issues and his past year as Mayor and announced the
rotation process of the Mayor as set by City ordinance.
Motion by Toma and seconded by Johnson to change the succession order which will require four
(4) affirmative votes. Motion failed 3-1-1 by the following vote:
AYES: Johnson, Toma, Wu
NOES: Warshaw
ABSENT: Spence
Mayor Warshaw announced the Mayoral succession order as set by ordinance to be upheld
confirming Councilmember Spence as Mayor and Councilmember Johnson as Mayor Pro
Tem.
Mayor Pro Tern Spence presented outgoing Mayor Warshaw with the Mayor Plaque recognizing
his term as Mayor.
Mayor Spence announced that an alternate needs to be appointed to the Los Angeles County
Sanitation Board as he as outgoing alternate will become the designated board member to the Los
Angeles County Sanitation District Board.
Motion by Toma and seconded by Warshaw to appoint Councilmember Johnson as the alternate
to the Los Angeles County Sanitation Board. With no objection, Councilmember Johnson is
appointed as the City's alternate to the Los Angeles County Sanitation District Board.
