MINUTES
CALL TO ORDER — Mayor Corey Warshaw called the special meeting of the City Council to
order at 6:33 p.m.
ROLL CALL
Present: Mayor Corey Warshaw, Mayor Pro Tern Spence, Councilmen Lloyd Johnson, James
Toma, Tony Wu (arrived at 7:21 p.m.)
Staff present: City Manager Chris Freeland, Assistant City Manager/Community Services
Director Nikole Bresciani, City Attorney Kimberly Hall Barlow, Deputy City Manager Laura
Minnich, and Economic Development & Housing Manager Paulina Morales.
INTRODUCTION
City Manager Freeland introduced the subject matter regarding Enhanced Infrastructure
Financing Districts (EIFD) as an option of a financing mechanism for City infrastructure projects.
EIFD FEASIBILITY STUDY COMMUNITY MEETING
Economic Development & Housing Manager Morales introduced Kosmont Companies Senior
Vice President Brian Moncrief who gave a report and PowerPoint presentation on the feasibility

of establishing E1FD's in the Downtown District and BKK District in West Covina. City
Manager Freeland provided additional comments.
Council engaged in lengthy discussion and question/answer period with Mr. Moncrief and staff.
COMMUNITY FEEDBACK
Members of the public Fredrick Sykes, Jim Grivich, John Shewmaker, Jerri Potras, Chris Miller
and Glenn Kennedy commented.
City Manager Freeland responded to speaker comments and questions.
COUNCIL DISCUSSION
Council discussion ensued.
Motion by Warshaw and seconded by Johnson to proceed with establishing an Enhance
Infrastructure Financing District (EIFD) within the BKK District only.
City Manager Freeland stated that by proceeding with the BKK District only, the Council will
need to prioritize projects throughout the City due to the revenue generated in the BKK area and
will need to look at valuation of the infrastructure needs throughout the City
Motion carried 3-2 by the following vote:
AYES: Johnson, Wu, Warshaw
NOES: Spence, Toma
ABSENT: None
ADJOURNMENT
Mayor Warshaw adjourned the special meeting 8:03 p.m.
