PRESENTATIONS Mayor Warshaw called forward Regional Coordinator Daniella Alcedo from the San Gabriel Valley region of the Los Angeles Homeless Services Authority who provided a PowerPoint presentation on the 2017 homeless count. Mayor Warshaw presented Fire Chief Larry Whithorn with a Proclamation proclaiming October 8 — 14, 2017 as National Fire Prevention Week. Mayor Warshaw presented Rowland Avenue Elementary School's Student Council and Principal Page Christensen with a Proclamation recognizing their participation in International Walk to School Day on October 4 th, 2017. Adjournment Motions Mayor Warshaw requested to adjourn tonight's meeting in memory of the 59 victims of the Route 91 Music Festival shooting in Las Vegas. Mayor Pro Tern Spence requested to adjourn tonight's meeting in memory of Brian Jones, a 1988 Edgewood High School graduate and teacher at Vine Elementary. 2 Tuesday October 03, 2017 ORAL COMMUNICATIONS - Five (5) minutes per speaker Mayor Warshaw announced that an individual may submit an orange Agenda Item Position Slip with their name and position on the agenda item rather than speaking and the positions will be read into the record when the item is discussed on the agenda. Shirley Buchannan, West Covina resident, requested further information on the expenditure for the data network infrastructure. Cirilo Castaneda, West Covina resident, expressed his support for the local firefighters and first responders. Maria Thorpe, West Covina resident, expressed her support for the West Covina firefighters. Forrest Wilkins, West Covina resident, spoke on the homeless issues in the city and spoke in support of the firefighters. Lisa Mayo, West Covina resident, spoke in support of the West Covina firefighters. Fredrick Sykes, West Covina resident, addressed above ground utility vaults, city finances, traffic issues on Cameron Avenue, illegal activity in City parks, and council districts. William Elliot, West Covina resident, addressed issues with the West Covina graffiti mobile app, audio system in the Council Chambers, and traffic issues at parks. Wen Wen Zhang, West Covina Library Manager, announced upcoming library programs. Jessica Englebretson, West Covina resident, addressed the homeless issue in West Covina and associated trash. Matt Jackson, representing the West Covina Firefighters Association, addressed a no confidence of the fire chief on behalf of the Firefighters Association. Todd Smith, West Covina firefighter, addressed concerns with various issues within the fire department. Angel Chu, representing the Chinese American Association of West Covina, and spoke of the benefits of their organization. Maureen Hinds, West Covina resident, spoke in support of the West Covina Fire Department. Motion carried 5-0 by the following vote: AYES: Johnson, Spence, Toma, Wu, Warshaw NOES: None ABSENT: None FINANCE DEPARTMENT 5) Data Network Upgrade It is recommended that the City Council authorize the City Manager, subject to City Attorney approval, to execute a professional services agreement with VectorUSA of Rancho Cucamonga, California in the amount not to exceed $183,029.81 for the replacement of existing data network infrastructure. This item was removed from the Consent Calendar by Councilman Wu for further information. Staff report was presented by Information Technology Manager Shawn Granger. Council discussion included warranty timeline, and future expected budget expenses. Motion by Wu and seconded by Toma to approve as recommended. ABSENT: None PLANNING DEPARTMENT 7) General Plan Annual Report for 2016 It is recommended that the City Council receive and file the report. This item was pulled from the Consent Calendar by Mayor Pro Tern Spence for further information and clarification of status terms 'pending', 'in progress' and 'continuing' within the policy chart. Planning Department Senior Planner Ron Garcia presented the staff report. Council discussion included the enhancement of the City's tax base and status within the policy chart as 'in progress' and the fact that the Council has not yet considered a utility tax. Motion by Spence to receive, and not approve the report, with correction to item A2.2 of the policy chart to reflect status as pending and not in progress. Motion dies for a lack of a second. Motion by Warshaw and seconded by Johnson to receive and file the report as recommended with change to item A 2.2 of the policy chart to reflect status as pending and not in progress. Motion carried 4-1 by the following vote: AYES: Johnson, Toma, Wu, Warshaw NOES: Spence ABSENT: None PUBLIC WORKS 8) Grant of Easement for Utility Purposes in Favor of Southern California Edison It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2017-96 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT IN FAVOR OF SOUTHERN CALIFORNIA EDISON 6 Tuesday October 03, 2017 Motion by Spence and seconded by Johnson to approve as recommended. Motion carried 5-0 by the following vote: AYES: Johnson, Spence, Toma, Wu, Warshaw NOES: None ABSENT: None 9) Acceptance of Palm View Park Soccer Field Improvements (Project No. PP-16008) It is recommended that the City Council take the following actions: 1. Accept the soccer field improvements for Project No. PP-16008; and 2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder; and 3. Authorize the release of retention funds 35 days after recordation of the Notice of Completion. Motion by Spence and seconded by Johnson to approve as recommended. Motion carried 5-0 by the following vote: AYES: Johnson, Spence, Toma, Wu, Warshaw NOES: None ABSENT: None END OF CONSENT CALENDAR DEPARTMENTAL REGULAR MATTERS COMMUNITY SERVICES DEPARTMENT 10) West Covina Community Services Foundation Fiscal Year 2016-17 Annual Report It is recommended that the City Council provide staff direction regarding current balances in the West Covina Community Services Foundation. Due to a conflict of interest with his employment in the Attorney General's Office overseeing non-profit organization, Councilman Toma stepped down from the dais, removing himself as a member of the Foundation Board. Community and Senior Services Commissioner Phil Kaufman took a seat at the dais as the fifth Foundation Board member as previously approved by the City Council and the Community and Senior Services Commission. Staff report was presented by Assistant City Manager/Community Services Director Bresciani. Foundation Board questions included available funds from the Community Services miscellaneous supplies funds and available projects in which to reprogram those funds, ability to combine those funds with sponsorship funding to fund projects, deadline for sponsorship funding 7 Tuesday October 03, 2017 to allow for reinstating the 4 th of July event, and Day at the Fair costs. Motion by Spence and seconded by Wu to approve staff's recommendation to utilize Community Services Miscellaneous Supplies funds to fund Veterans Day and memorial Day ceremonies in FY 2017-18 at a cost of approximately $1,000, and to utilize approximately $2,000 from sports council fines, within the Community Services Miscellaneous Supplies, for capital improvements for youth sports facilities. COUNCILMAN TONY WU 11) Request from Councilman Tony Wu for City Council to Discuss Establishing a Sister City Relationship with Beijing City Fengtai District, China It is recommended that the City Council discuss establishing a sister-city relationship with Beijing City Fengtai District, China and provide direction accordingly. Staff report and background of Beijing Fengtai District, China's request to form a sister-city relationship with West Covina. Angel Chu, representing the Chinese American Association of West Covina responded to council question regarding sponsorship and hosting of Chinese exchange students. Council discussion included the effect of the current sister-city relationship Wuhu, China; fiscal impact of sister-city relationship; documentation of shared expectations; and sponsorships. Motion by Wu and seconded by Warshaw to create the appropriate documents with the intent of establishing a sister-city relationship with Beijing Fengtai District, China. Mayor Warshaw commented on the response of the Police and Fire Departments to an accident at his home and thanked them, announced opening ceremony for the Orangewood Soccer Complex to be held on Saturday, October 67, 2017 at 6:30 p.m. City Manager Freeland announced the swearing in ceremony of new Police Chief Marc Taylor to be held on Monday, October 16, 2017 at 10:00 a.m. at the Civic Center. Councilman Toma announce the Health and Fitness Expo and Pumpkin 5K Run/Walk to be held on Saturday October 14, 2017 at the West Covina Senior Center with the Expo beginning at 6:30 a.m. and the run/walk to begin at 8:00 a.m. Mayor Warshaw announced two upcoming Community meetings regarding Council Districting to be held on Saturday October 7, 2017, at 10:00 a.m. at the Cameron Community Center and on Thursday, October 12, 2017 at 6:30 p.m. at the West Covina Senior Center.
