MINUTES
INTRODUCTION
Deputy City Manager Laura Minnich opened and introduced the purpose of the Community
District Formation Workshop at 7:15 p.m.
This meeting is a community workshop and not a Council meeting, however, the following
Councilmembers were present as members of the audience and members of the community.

Questions and comments from the public included when the community submitted maps will be
posted on-line„ importance of school district boundaries, how language statistics were gathered,
number of school districts and water districts that are in West Covina, keeping all district
meetings/workshops at City Hall for ability to video stream, how much feedback from the
community input is being provided to the demographer for incorporation, uploading utility
districts maps to the website, HUD designated areas within West Covina, freeway to not be a
dividing line for council districts, formation of districts on race, lack of street names on the basic
maps within the Community Participation Kit., broadcasting of future district formation
workshops, whether the "downtown" area should be kept within one district, ability to review
community submitted maps, having the demographer at future meetings to assist the public in
how to draw maps, whether the City is required to have a majority Latino district, process of
future 2018 election, whether the plaintiffs of the California Voter Right Act (CVRA) lawsuit
have a voice in the formation of the council districts, having multiple incumbents living within
one Council district, having an on-line mapping tool to generate a map by selecting different
population units, creation of district by income level, moving districting Public Hearing at the
August 15, 2017 meeting to the beginning of the meeting, when the selection of the district maps
must take place, and at-large City Councilmember vacancy elections prior to the 2020 election.
City Attorney Barlow and Deputy City Manager Minnich responded to the various questions and
comments.
