CALL TO ORDER
The Community Town Hall meeting was called to order at 6:35 p.m.
This meeting is a Community Town Hall meeting and not a Council meeting, however, the
following Councilmembers were present as members of the audience and members of the
community.

Questions and comments from the public included languages the Community Participation Kit are
available in, required criteria to form a council district, ability to vote only when a residents
district is on the ballot, Latino based districts, areas designated as low-income and need for
income to be a criteria, how to find population information within the online mapping tool,
Councilmembers living within same district, how ethnicity is determined, probability of litigation
if a Latino is not elected, geographic cluster of Latino and/or Asian American communities in the
south end of town, who determined areas north of the freeway at low-income, wealth being a
factor in formation of districts, residents not wanting to be identified as low-income, freeway
should not be used as a dividing line for districts, districting as not a racial issue but a lack of
Council representation, providing language interpreters at subsequent district formation
community meetings, and the ability to draw contiguous maps.
Deputy City Attorney Summerhill and Deputy City Manager Minnich responded to the various
questions and comments.
