City Attorney Barlow reported that on a motion by Warshaw and second by Toma the City Council
will agendize an Impasse Hearing for the May 2, 2017 meeting in regards to the West Covina
Firefighters' Association, I.A.F.F., Local 3226 Memorandum of Understanding (MOU). The
motion passed 3-2 with Spence and Wu voting no. There was no other reportable action taken.
CHANGES TO THE AGENDA
City Manager Freeland requested to have Mayor/Councilmembers Report Item No. 20 be pulled
from the agenda for a further update.

1. Award a Business Assistance Loan to Gaucho Grill Argentine Steakhouse in the
amount of $239,999 utilizing Community Development Block Grant (CDBG)
Funding; and
2. Authorize the City Manager to execute all necessary agreements and documents,
subject to City Attorney approval, to finalize the approval of the Business Assistance
Loan to Gaucho Grill Argentine Steakhouse.

$469,960.70 as submitted at the bid opening on April 10, 2017, subject to the City
Attorney approval; and
2. Authorize the City Manager to execute a contract with All American Asphalt for the
work to be performed; and

It is the Planning Commission and staffs recommendation that the City Council introduce,
waive further and give first reading to the following ordinance:

It is recommended that the City Council adopt the following resolution:

CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO ADOPT
A SCHEDULE OF SEWER FEE INCREASES AND COLLECT THE ANNUAL SEWER
SERVICE CHARGE THROUGH THE COUNTY TAX BILL AND SETTING JUNE 6,

Motion by Warshaw and seconded by Toma to select Option No. 2 from the staff report which is
to select any of the other three options evaluated as part of the SSMP Update Sewer System
Revenue Sufficiency analysis; conduct a protest hearing 45 days after mailed notices have been
sent to the property owners due to proposed rate increases being more than the CPI; and adopt the
following resolution:
RESOLUTION NO. 2017-31 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO ADOPT A SCHEDULE

It if recommended that the City Council take a formal position opposing AB 186, as well
as direct staff to inform the Community and Senior Services Commission of Council's
adopted position and/or direction regarding supervised (or commonly called safe) injection
sites.
Mayor Toma motioned to have Council adopt a resolution to oppose to allow safe injection houses.

1. Increase the number of authorized full-time sworn Police Officer positions in the
Police Department by two, forming a new bike patrol team to focus on safety in City
parks and homeless outreach; and
2. Establish the City Law Enforcement Grant Fund (Fund 234); and
3. Adopt the attached resolution authorizing the necessary budget amendment:
