The motion passed 3-2 with Spence and Wu voting no. There was no other reportable action taken. Award a Business Assistance Loan to Gaucho Grill Argentine Steakhouse in the amount of $239,999 utilizing Community Development Block Grant (CDBG) Funding; and 2. Authorize the City Manager to execute all necessary agreements and documents, subject to City Attorney approval, to finalize the approval of the Business Assistance Loan to Gaucho Grill Argentine Steakhouse. DEPARTMENTAL REGULAR MATTERS PUBLIC WORKS 17) West Covina Citywide Sewer Service Charge Setting a Public Hearing Date on the Method of Collection and Fee Increase It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2017-31 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO ADOPT A SCHEDULE OF SEWER FEE INCREASES AND COLLECT THE ANNUAL SEWER SERVICE CHARGE THROUGH THE COUNTY TAX BILL AND SETTING JUNE 6, 2017, FOR A PUBLIC HEARING ON THE METHOD OF COLLECTION AND FEE INCREASES Public Works Director Consunji presented the staff report. Motion by Warshaw and seconded by Toma to select Option No. 2 from the staff report which is to select any of the other three options evaluated as part of the SSMP Update Sewer System Revenue Sufficiency analysis; conduct a protest hearing 45 days after mailed notices have been sent to the property owners due to proposed rate increases being more than the CPI; and adopt the following resolution: RESOLUTION NO. 2017-31 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO ADOPT A SCHEDULE OF SEWER FEE INCREASES AND COLLECT THE ANNUAL SEWER SERVICE CHARGE THROUGH THE COUNTY TAX BILL AND SETTING JUNE 6, 2017, FOR A PUBLIC HEARING ON THE METHOD OF COLLECTION AND FEE INCREASES Motion carried 4-1 by the following vote: AYES: Johnson, Toma, Wu, Warshaw NOES: Spence ABSENT: None 11 Tuesday April 18, 2017 POLICE DEPARTMENT 16) Award of Contract for Service Area 2 Towing It is recommended that the City Council authorize the City Manager to execute a three-year contract for towing in Service Area 2 with Jan's Towing Inc., subject to City Attorney approval. Police Captain Bell presented the staff report. Motion by Johnson and seconded by Warshaw to authorize the City Manager to execute a three- year contract for towing in Service Area 2 with Royal Coaches, subject to City Attorney approval.
