City Attorney Barlow reported that no reportable action was taken during closed session but
direction was given.

City Manager Freeland announced there are no changes to the agenda.
PRESENTATIONS
Mayor Pro Tern Spence presented a Proclamation declaring the months of June, July and August,
as "Play Ball Summer" to Community Services Director Nikole Bresciani.
Mayor Pro Tern Spence presented a Certificate of Recognition of Leya Worcester, Regional Clinic
Manager of Aegis Treatment Center for Los Angeles County recognizing a press event and open
house they will be hosting April 5,2017 at 3:00 p.m. at 1825 E. Thelborn Street.
Mayor Pro Tem Spence along with Councilmember Wu, recognized Xuan Zhang Mediation
Monastery for donating to the Shop Local After School Program and presented Venerable Hai Xin
a Certificate of Recognition for their donation to the West Covina Unified School District.

Mayor Pro Tern Spence presented a Proclamation declaring April 2 — 8, 2017 as "Safety Seat
Check-up Week" to Police Chief Dave Faulkner.
RECESS — Mayor Pro Tern Spence recessed the City Council meeting at 7:21 p.m. and reconvened
at the City Council meeting at 7:26 p.m. with all Citi Councilmember present.
Adjournment Motions
Mayor Pro Tern Spence announced that tonight's meeting would be adjourned in memory of Vine
Elementary School Principal Dr. Gloria Aguilera Tones, and eight students, Atsuki Takase, Kosuke
Sato, Koki Oku, Hidetomo Hagiwara, Minoru Ogane, Yuzuru Asai, and Yuusuke Kaburagi, and
teacher Yusuke Kezuka, from sister City Ohtawara, Japan.
ORAL COMMUNICATIONS - Five (5) minutes per speaker
Dana Sykes, West Covina resident, addressed mail theft in the area of Shadow Oak, the need for a
lighted traffic walk on Shadow Oak Drive and added traffic issues at a possible development at
BKK.
Phil Kaufman, West Covina resident, addressed drought issues.
Wen Zhang, West Covina Library Manager, announced upcoming library programs.
Fredrick Sykes, West Covina resident, announced the upcoming Lion Club 'Night on the Town'
event on May 24, 2017, and maintaining your right to vote.
Colleen Rozatti, West Covina resident and president of West Covina Beautiful, commented on the
recent Garden Walk and Art in Public Places tour, and announced upcoming Earth Day and Arbor
Day celebration on April 22, 2017.
Steve Gresham, addressed Proposition 64, and legalized marijuana issues.
Brian Jobst, West Covina resident, addressed the rumored possible development at the BKK site
and the City's budget.
Betty Arocho, West Covina resident, addressed the closing of Vincent ChiWrens Center and
proposed car dealership at the location.
Lola Finley, West Covina resident, expressed concerns with possible development at BKK, and
spoke in opposition to a safe injection site.
Michael Sheron, West Covina resident, addressed the rumored development at BKK.
Angie Gillingham, West Covina resident, announced the Friends of the Library spring book sale
on April 14th & 15 th and spoke in opposition to a car dealership development at the site of Vincent
school.

Werner Schulz, West Covina resident, commented on the possible development at the BKK site.
Carolyn Arndt, West Covina resident, spoke in opposition to a clean needle program and addressed
the development of the Vincent school site.
Robert Tones, West Covina resident, spoke in opposition to commercial development at the
Vincent school site and projected a visual presentation.
Fabiola Wong, West Covina resident, addressed public participation and spoke in opposition to
commercial development at the Vincent school site and spoke in support of the Council taking an
opposing position on SB 35 and AB 199.
Bill Elliott, West Covina resident, spoke on the possible development at the BKK site and addressed
the police chief recruitment.
Paul Mercer, West Covina resident, spoke in opposition the commercial development at the Vincent
school site.
Bruce Leinbach, West Covina resident, addressed the CalTrans construction and freeway off-ramp
closures and address the audio system in the Council Chambers.
Herb Redholtz, West Covina resident, addressed the possible development at BKK and the need
for the public to receive some information on what is being proposed.
City Manager Freeland City Attorney Barlow responded to comments from the speakers. Police
Chief Faulkner addressed concerns of mail theft. The City Council engaged in discussion regarding
the interest of development at BKK and types of discussions for closed session.
CONSENT CALENDAR
All matters listed under CONSENT CALENDAR are considered to be routine and can be acted on by one roll call
vote. There will be no separate discussion of these items unless members of the City Council/Community
Development Commission request specific items to be removed from the Consent Calendar for separate discussion or
action.
TRAFFIC COMMITTEE MEETING MINUTES (accept & file)
1) March 15, 2017 Traffic Committee Meeting Minutes
a. 301 South Glendora Avenue Angle Parking Concerns
After deliberating this matter, the Committee decided that additional staff evaluation of
the parking would be needed as the design of the Ramblas project moves forward in order
to best identify how this parking concern should be addressed and that action on this item
should be held until that time.
b. Request for additional Crosswalk Controls at Puente Street and Nora Avenue

The Committee concurred with the findings of the study and is recommending that
rectangular rapid flashing beacons (RRFB) be installed and that the existing crossing signs
be upgraded to new fluorescent yellow-green signs.
c. Request for additional Crosswalk Controls at Orange Avenue and Eldred Avenue
Based on the above, the Committee does not recommend the installation of additional
controls at the crossing, other than additional red curb at the north side of the crosswalk.
d. Request for additional Crosswalk Controls at Orange Avenue and Glenrnere Street
Based on the above, the Committee does not recommend installation of additional
crosswalk controls at the crossing, but does concur with the replacement of the older school
crossing sign for the northbound direction with a new florescent yellow-green sign.
e. Request for Streetlight on Workman Avenue at Orange Avenue
The Committee concurred with the findings and is recommending installation of an
additional streetlight on Workman Avenue at the northeast corner with Orange Avenue.
1. Request for Red Curb at 1631 East Merced Avenue
Since the Committee had several questions regarding code requirements potentially
affecting the installation of the red curb and conditionally approved the installation,
contingent upon further research on the appropriateness of its installation based on code
requirements.
This item was removed from the Consent Calendar by Mayor Pro Tern Spence for further
infon-nation an item a) and purpose of delaying the parking concerns with the development of the
Ramblas project.
Assistant City Engineer Hany Demitri presented on overview.
Motion by Spence and seconded by Johnson to accept and file items b) through f) as recommended
and regarding item a) direct staff to continue to review the parking concerns and not wait until the
Ramblas project moves forward. Motion carried 4-0 by the following vote:

2) City Investment Report for the Month Ended February 28, 2017
It is recommended that the City Council receive and file the Investment Report for the
month ended February 28, 2017.

3) Successor Agency Investment Report for the Month Ended February 28, 2017
It is recommended that the Chair and Board Members of the Successor Agency to the former
West Covina Redevelopment Agency, receive and file the Investment Report for the month
ended February 28, 2017.

FINANCE DEPARTMENT
4) U.S. Bank Cal-Card Program
It is recommended that the City Council authorize the City Manager to execute an
agreement utilizing the State of California Participating Addendum No. 7-14-99-22 "Local
Agency Subscription Agreement" with U.S. Bank to participate in their Purchase Card
Program known as CAL-Card.
Motion by Johnson and seconded by Wu to approve as recommended. Motion carried 4-0 by the

5) Franchise Fee Audit and Consulting Services
It is recommended that the City Council authorize the City Manager to execute a three-year
agreement with two one-year renewal options with MuniServices, LLC, subject to City
Attorney approval, to provide franchise fee audit and consulting services in an amount not
to exceed $375,000.
This item was removed from the Consent Calendar by Councilmember Wu for further information
regarding hotel audits.
Finance Director Buhagiar responded that hotel audits are handled within a different contract.

6) Fiscal Year 2016-17 Budget Amendments

8) Approval of Revised Police Chief Job Classification
It is recommended that the City Council approve a revised Job Classification for the position
of Police Chief.
This item was removed from the Calendar by Councilmember Johnson requested a reports for the
benefit of the public.
City Manager Freeland presented an overview of the proposed changes to the Police Chief job
classification. Human Resources Director Bokosky announced a town hall meeting to be held on
April 25, 2017 at Cameron Community Center to hear public input on qualities the public would
like in a Police Chief.

9) Award of Bid for Traffic Signal Improvements at the Intersection of Francisquito

It is recommended that the City Council take the following actions:

1. Accept the bid from PTM General Engineering Services, Inc., of Riverside, California
in the amount of $124,412 as submitted at the bid opening on February 15, 2017 and
authorize the City Manager to execute a contract with PTM General Engineering
Services, Inc. for the work to be done; and
2. Accept the Federal Highway Safety Improvement Program Local Grant in the amount
of $165,200; and
3. Adopt the following resolution:

submitted at the bid opening on March 28, 2017, and authorize the City Manager to
execute an agreement with Yakar for the work to be done; and
2. Establish Project# SP-17039 for Drought Tolerant Landscaping in Medians on Sunset
Ave; and
3. Accept the Upper San Gabriel Valley Municipal Water District (Upper District) Water
Smart City Grant in the amount of $50,000 and Suburban Water Systems Grant in the
amount of $20,000; and
4. Adopt the following resolution:

amount of $100,000 as submitted at the bid opening on March 28, 2017, and authorize
the City Manager to execute a contract with RT Contractor Corporation, subject to City
Attorney approval, for the work to be done; and

Opposing SB 35 (Weiner) - Planning and Zoning: Affordable Housing: Streamlined
Approval Process
It is recommended that the City Council take a formal position opposing SB 35 (Weiner),
as well as, direct staff to send a letter to the author and our local legislators.
Mayor Pro Tern Spence provided a brief background of the bill and requested support to formally
oppose SB 35.
Motion by Spence and seconded by Johnson to formally oppose SB 35 (Weiner) and send a letter
to the author and local legislators. Motion carried 4-0 by the following vote:

13) Request from Mayor Pro Tern Spence for City Council to Discuss Joining the Coalition
for Affordable, Reliable, and Equitable Housing (CARE) and take a Formal Position
Opposing AB 199 (Chu) - Public Works: Private Residential Projects
It is recommended that the City Council discuss whether or not to join the Coalition for
Affordable, Reliable, and Equitable Housing (CARE) and take a formal position opposing
AB 199 (Chu), as well as, direct staff to send a letter to the author and our local legislators,
if a formal position is taken.
Mayor Pro Tern Spence presented a brief background of the bill and requested support to formally
oppose AB 199.
Council engaged in discussion regarding aspects of the proposed bill.
Motion by Spence and seconded by Wu to formally opposed AB 199 (Chu) and send a letter to the
author and local legislators. Motion carried 3-1 by the following vote:

14) Contract Term Length Policy and Contract Listing Revision
It is recommended that the City Council accept the contract term length policy as outlined
in staff report.
Councilmember Toma presented a brief overview of the item and the proposed policy guidelines
and Council engaged in brief discussion regarding contract extensions and automatic renewals.
Motion by Toma and seconded by Johnson to approve as recommended. Motion carried 4-0 by the
following vote:

15) Drought Tolerant Landscaping Policies and Procedures
It is recommended that the City Council receive and file the report.
Councilmember Toma inquired as to previous action taken by the Community and Senior Services
Commission regarding action taken on the replacement of plants at City parks and other landscaped
areas not included within the staff report.

Mayor Pro Tern Spence asked if there was any objection to bring this item to the next meeting with
information regarding the Community and Senior Services Commission action. With no objection,
this was moved to the following meeting.

(In accordance with AB 1234, Councilmembers shall make a brief report or file a written report on any
meeting/event/conference attended at City expense.)
Mayor Pro Tern Spence reported on his attendance at the Homeland Security Conference held in
Claremont for local governments.
CITY COUNCIL COMMENTS
Councilrnember Wu wished Police Chief Faulkner a good retirement and commented on the Police
Chief recruitment.
Councilmember Torna announced the upcoming Mayor's Summit which will be held tomorrow in
the City of Industry which is open to the public.
