WEST COVINA PLANNING COMMISSION
Monday, February 13, 2017
The Special Joint meeting of the City Council and Planning Commission was called to order at 7:05
p.m. by Mayor Corey Warshaw in the Community Room at West Covina City Hall.
PLEDGE OF ALLEGIANCE
Mayor Warshaw led the pledge of allegiance.

Present: Warshaw, Spence, Johnson, Toma and Wu (arrived at 7:16 p.m.)
Absent: None
ROLL CALL (Planning Commission)
Present: Castellanos, Heng, Holtz, and Redholtz
Absent: Jimenez
BACKGROUND
Planning Director gave introductory comments and discussed the recent approval of the General
Plan and Downtown Plan and introduced Kaizer Rangwala of Rangwala and Associates.
TRAINING ON DOWNTOWN PLAN AND CODE STANDARDS & FORM-BASED
TRAINING ON CODE CONCEPT
Mr. Rangw-ala provided information on implementing and administering the Downtown Plan and
what the Council and Commission should expect in reviewing plans submitted in the downtown
area. He discussed several topics including Fundamentals, Spatial Review, Team Expertise,
Review Formats, and Test Drive. The Councilmembers and Commissioners asked questions
about the review process for the Downtown Plan.
