GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER —Mayor Toma called the Special Meeting to order at 6:06 p.m. and requested a moment of silence for those killed in the Orlando tragedy. PLEDGE OF ALLEGIANCE — Led by Mayor Toma ROLL CALL Present: Mayor James Toma, Mayor Pro Tern Corey Warshaw Councilmen Lloyd Johnson, Tony Wu Absent: Councilman Mike Spence STUDY SESSION 1) Downtown Plan It is recommended that the City Council review the information presented on the Downtown Plan and provide appropriate direction to staff regarding changes recommend by Planning Commission as well as any additional direction from the City Council. provide recommendations on revisions to the draft General Plan Planning Director Jeff Anderson introduced the subject matter and introduced Consultant Kaizer Rangwala of Rangwala and Associates who presented the process of the Downtown Plan. Monday June 13, 2016 Planning Director Anderson presented the staff report and PowerPoint presentation providing a summary of the proposed Downtown Plan and Code that was prepared in concert with the General Plan update and a review of the recommended revision from the Planning Commission. PUBLIC COMMENTS ON ITEMS ON THE AGENDA Drexel Smith, West Covina resident, spoke on the lack of an incentive to the affected business owners, zoning issues along Glendora Avenue and renaming of Glendora Avenue. Fabiola Wong, West Covina resident, spoke on the uses of building and structures, height requirement within the area, and several concerns. COUNCIL DISCUSSION Council engaged in lengthy discussion with staff and Consultant Rangwala regarding the Downtown Plan, Code and Planning Commission recommendations. Following discussion regarding the Plan, the following motions were made to revise the proposed Downtown Plan: Motion by Toma and seconded by Warshaw to eliminate office buildings in the Civic Center. Motion carried 4-0 by the following vote: AYES: Johnson, Warshaw, Wu, Toma NOES: None ABSENT: Spence Motion by Toma and seconded by Johnson to change policy for R & D (research and development) to focus on areas in proximity of hospital or other office type uses. Motion carried 4-0 by the following vote: AYES: Johnson, Warshaw, Wu, Tama NOES: None ABSENT: Spence Motion by Warshaw and seconded by Toma to explore ways to address lighting and signage lighting issues in proximity to mixed use development. Motion carried 4-0 by the following vote: AYES: Johnson, Warshaw, Wu, Toma NOES: None ABSENT: Spence Planning Director Anderson presented a brief overview of the Planning Commission recommended revisions and engaged in questions regarding the proposed revisions with Council. Staff encouraged the Council to make any recommend changes during the review. Motion by Warshaw and seconded by Johnson to change non conformity from five years to two years. Monday June 13, 2016 AYES: Johnson, Warshaw, Wu, Toma NOES: None ABSENT: Spence Planning Director restated the four recommended changes to the proposed Downtown Plan and Code as proposed by staff and recommend changes by the Planning Commission. Motion by Warshaw and seconded by Toma to approve as amended. Motion carried 4-0 by the following vote: AYES: Johnson, Warshaw, Wu, Tama NOES: None ABSENT: Spence Planning Director Anderson requested direction to continue with the Downtown Plan. Motion by Warshaw and seconded Johnson by to continue with the Downtown Plan by staff with recommend changes.
