GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER — Mayor Toma called the Special Meeting to order at 6:32 p.m. PLEDGE OF ALLEGIANCE - Led by Councilman Johnson ROLL CALL Present: Mayor James Toma Councilmen Lloyd Johnson, Mike Spence (arrived at 7:42 p.m.), Tony Wu Absent: Mayor Pro Tern Warshaw BUDGET WORKSHOP 1) Second Community Budget Workshop It is recommended that the City Council review and discuss the Fiscal Year 2016-17 budget priorities and direct staff to bring back the Fiscal Year 2016-17 budget for adoption at the June 21, 2016 City Council meeting. City Manager Freeland made opening comments regarding the items being presented to the City Council for consideration in the Fiscal Year 2016-17 budget. Input has been received from the first Thursday June 09, 2016 Community budget workshop, resident comments through the budget survey and from the City Council. Finance Director Christa Buhagiar presented the proposed Fiscal Year 2016-17 budget and a PowerPoint presentation. Areas that were highlighted were the budget priorities & challenges, department changes, budget, Capital Improvement Projects, and unfunded priorities. City Manager Freeland presented the unfunded priorities which include zoning code update, defibrillator replacement, Shadow Oak Park construction, bike and pedestrian friendly master plan, fleet management system, Shadow Oak Park staffing, and vehicle replacement. Mayor Toma stated there were no speaker cards and no wished to speak at this time. Council Discussion Council questions included the additional police officers to the budget and changes to the positions being proposed, addition of officers per patrol and police officer staffing. Motion by Wu and seconded by Toma to approve the proposed change of the addition of two police officers and one sergeant to the police department budget to three police officers to the police department budget. Motion carried 3-0 by the following vote: AYES: Johnson, Wu, Toma NOES: None ABSENT: Spence, Warshaw Fredrick Sykes, West Covina resident, inquired into the CalP ers debt and how it is paid. Council discussion included the increase of CalPers costs and projected stabilization, IT Capital Improvement Projects and need to invest, agenda and Council Chambers upgrades, zoning code update and timeframe of implementation, Shadow Oak Park construction, City Commissioner stipends and increase in the amount to $100 per month, branding West Covina, staffing levels in the Planning Department to assist with expediting development and processes, and Shadow Oak Park programs and staffing. Community Services Director Bresciani presented a brief overview of the staffing at Shadow Oak Center. Motion by Toma and seconded by Johnson to allocate $30,000 for additional staffing for Shadow Park to provide additional programs. Motion carried 3-0 by the following vote: AYES: Johnson, Wu, Toma NOES: None ABSENT: Spence, Warshaw Deputy City Manager Laura Minnich presented a brief summary of the community budget survey. 2 Rosalia A. Biftler,, Assistant CitY Thursday June 09, 2016 Councilman Spence arrived at 7:42 p.m. Council engaged in discussion regarding various budget presentation items and unfunded liability priorities. City Manager Freeland requested direction from Council regarding the funding of $75,000 for a bike master plan study. Motion by Toma and seconded by Johnson to approve funding of $75,000 for a bike master plan study and to seek grant funding. Following discussion of the use of General Fund money for the bike master plan study and the item as a Council goal and objective, Mayor Toma requested the item be deferred to the next Council meeting for further discussion. City Manager Freeland requested direction on funding of approximately $50,000 for a fleet management system for public works vehicles. Brief presentation of the fleet management system and benefits was provided by Public Works Director Consunji. Motion by Johnson and seconded by Wu to approve funding for a fleet management system. AYES: Johnson, Spence, Toma, Wu NOES: None ABSENT: Warshaw Discussion continued regarding funding for part time internships, available online services, and swim program registration.. City Manager Freeland stated the budget would be brought back to the City Council on June 21, 2016 for adoption. ADJOURNMENT Mayor 'Ponta adjourned the meeting at 8:06 p.m. 3
