City Attorney Kim Barlow stated there was no reportable action taken. City Manager Chris
Freeland made an announcement regarding the negotiations with the West Covina Firefighters'
Association.
CHANGES TO THE AGENDA
City Manager Freeland stated that there is an addendum to Item #3, Traffic Committee Minutes,
which is Exhibit #5 that details the location of the No Stopping Anytime signs along Hillside
Drive.
PRESENTATIONS
Mayor Toma called forward James Munoz, Golden Eagle District Commissioner and the members
of Boy Scout Troop 433 to recognize the Troop for placement in the patrol competition and
receiving the Spirit Stick.
Mayor Toma introduced Community Services Director Nikole Bresciani who recognized West
Covina Community Services Volunteers of the Year Ms. Reyna Del Haro and Rowland Unified
School District Police Chief Don Fernald.
Mayor Toma along with Community Services Director Nikole Bresciani recognized the Veterans
Memorial Wall Committee Community Services Commissioners Glenn Kennedy and George
Ogden, Councilman Lloyd Johnson and community member John Solis.
Adjournment motions - Tonight's meeting will be adjourned in memory of resident Robert "Bob"
Gray, resident Edith Victoria Schrey, former Communications director Clay Durbin, and Mayor
Pro Tem Warshaw's mother-in-law Lura Mahony.

p.m. with all members present.
ORAL COMMUNICATIONS - Five (5) minutes per speaker
Samuel Martinez, West Covina resident, addressed the topic of the motto "In God We Trust."
Bill Elliott, West Covina resident, addressed several political issues.
Herb Redholtz, West Covina resident, spoke in support of council item to oppose streamlining
affordable housing approvals.
John Shewmaker, West Covina resident, addressed the proposed sale of Sunset Field.
Carolyn Arndt, West Covina resident, addressed the proposed sale of Sunset Field and concerns
with the current contract of Athens Services.
Irene Fleck, West Covina resident, addressed upcoming summer programs at the library.
Fredrick Sykes, West Covina resident, addressed smoking in the parks, graffiti abatement, and the
proposed sale of Sunset Park.
Walt 1-lauser, West Covina resident, expressed concerns with public safety and public safety
negotiations.
Wen Wen Zhang, West Covina Library Manager, announced upcoming library events.
Angie Gillingham, West Covina resident and representing the Taylor House, announced the
upcoming annual road show appraisal event on Sunday, June 12, 2016, to be held at the Taylor
House and commended the Veterans Memorial event.
Matt Jackson, representing the West Covina Firefighter's Association, expressed well wishes for
the recent West Covina officer who was injured in the line of duty and commended the police
department, addressed differences of police officer pay to that of the firefighters, and firefighters'
benefit compensations.
Shirley Buchanan, West Covina resident, thanked the City for the Veterans celebration and
commented on the ballot measure to sell Sunset Park and stated the West Covina Improvement
Association is not unanimously in favor of the sale.
Forrest Wilkins, West Covina resident, thanked the Veterans Memorial committee and expressed
concerns with the Athens Services contract.

Robert Torres, West Covina resident, spoke in support of the sale of Sunset field and supported the
sale revenue to be used for the acquisition of new parkland and expressed concern with ballot
language regarding the use of the sale proceeds.
City Manager Freeland responded to comments by speakers.

3) Traffic Committee Meeting Minutes
A. Request for Delineators on South Garvey Avenue at Puente Street
The Committee approved the request adding that this will also enhance visibility of the
curve.
13. Request for Keep Clear on Cortez Street at Vintage Apartments Driveway
The Committee concurred and approved the request.

C. Request for additional traffic controls at South Cherrywood Street and East Garvey
Avenue South
The Committee is recommending the 6 width so that the median can accommodate the
installation of a guardrail in the event additional safety enhancements are needed.
D. Aroma Drive and Galster Way bicycle lanes
The Committee approved the installation of the bicycle lanes on both streets and
determined that the best side to restrict parking on Galster Way would be on the west,
which would help relieve some of the roadway load on the failing slope, and would also
create a safer condition for bicyclists travelling downhill due to the steep grade of the
road, by not being next to parked vehicles.
E. Install a No Park Access sign at driveway entry/access road to Heritage Park off
Hillside Street and No Stopping Anytime signs on both sides of Hillside Street along
Heritage Park frontage
The Committee approved installing a No Park Access sign at the driveway entry/access
road to Heritage Park off Hillside Street and to install No Stopping Anytime signs on
both sides of Hillside Street along the Heritage Park frontage.
This item was removed from the Consent Calendar by Councilman Spence for separate
consideration. Councilman Spence inquired as to whether a fee must be paid in order for an item
to be heard by the Traffic Committee and Public Works Director Consunji responded that some
requests for preferential parking permits require an application fee. Councilman Spence made a
request to agendize a review of the fee structure for parking permits.

It is recommended that the City Council approve the proposed Fiscal Year 2015-16 Budget
Amendments:
1. Approve the emergency purchase order and appropriate expenditures in the amount of
$29,000 to Project# 16048 for Fire Station 4 repairs (Acct# 16048.161.7500); and
2. Appropriate $140,000 from Park Dedication Funds to Project# 16018 (Acct#
16018.174.7700) for the Orangewood Soccer Complex project and un-appropriate
$140,000 from the City's Capital Projects Fund (Acct# 16018.160.7700).

9) Collaborative Partnership Between Citrus Valley Health Partners and the City of
West Covina to Purchase Four ZOLL Defibrillators
It is recommended that the City Council take the following actions:
1. Approve Fire Department's request to enter into a collaborative partnership with Citrus
Valley Health Partners and purchase four (4) ZOLL, Series X, ECG
(Electrocardiogram) monitor/defibrillators from ZOLL Medical Corporation, for the
purchase price of $170,969.06; and
2. Approve the Fire Department's request to waive the formal bid process and award the
contract to ZOLL Medical Corporation as the sole source provider of ZOLL
monitor/defibrillators with pricing obtained through a 2012 competitive bid process
between ZOLL and National Purchasing Partners (NPP); and
3. Establish Capital Improvement Project No. 16050 and appropriate $170,969.06 to
Account No. 160.7900.

Covina Service Group Mobile Computer Operations
It is recommended that the City Council take the following actions:
1. Appropriate federal asset forfeiture funds in the amount $300,000 into account
117.31.3119.6272; and
2. In accordance with Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-333(b),
which states that bidding may be dispensed with when the commodity can be obtained
from only one (1) vendor, authorize the purchase of mobile software source code,
resale rights, etc., directly from PST Technologies, for a total of $300,000 from
Account# 117.31.3119.6272, and authorize the City Manager to execute agreement(s)
related to this purchase.

Company
It is recommended that the City Council, adopt the following resolution:

CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING TFIE MAYOR AND CITY
CLERK TO EXECUTE A GRAM' OF EASEMENT IN FAVOR OF SOUTHERN
CALIFORNIA EDISON COMPANY
This item was removed from the Consent Calendar by Councilman Spence for separate
consideration. Councilman Spence inquired into whether the easement is permanent and what will
happen if Southern California Edison (SCE) were to abandon the lines and Public Works Director
Consunji stated the easement is permanent unless the city requests for SCE to remove the lines.
Motion by Spence and seconded by Warshaw to approve with amendment that if easement is
abandoned by SCE all equipment is removed and property reverts back to the City. Motion carried

RENOVATION, AND REPLACEMENT AND APPURTENANCES TO BE
MAINTAINED FOR FISCAL YEAR BEGINNING JULY 1, 2016
Mayor Torna introduced the Public Hearing matter, Assistant City Clerk Butler verified proper
legal notice was given and Mayor Toma opened the Public Hearing. Public Works Director Chino
Consunji presented the staff report.
Mayor Toma opened the Public Testimony period.
Bruce Leinbach, West Covina resident, inquired into the borders of the district.
With no one else wishing to speak, Mayor Toma closed the Public Testimony period.
Council discussion included benefit of aerial mapping of the district and effects of minimum wages
increases to the contract.

Mayor Toma introduced the Public Hearing matter, Assistant City Clerk Butler verified proper
legal notice was given and Mayor Toma opened the Public Hearing. Public Works Director Chino
Consunji presented the staff report.

Council questions and discussion included why the administration and overhead charges in
Maintenance District 7 is double as to those in Maintenance District 6 when the operating budgets
of the two districts is relatively the same. Finance Director Christa Buhagiar addressed the cost
allocation plan in which the allotted costs were derived.
Motion by Warshaw and seconded by Spence to continue the Public Hearing to the June 21, 2016
City Council meeting in order for the Council to review how the cost allocation plan consultant
derived at the allocated administration and overhead charges. Motion carried 5-0 by the following
vote:

24) Calling Special Election for Ballot Measure on Discontinuance of Use of Sunset Field
in Order to Sell Property for Hospital Expansion
It is recommended that the City Council hold a public hearing to consider any protests to
the proposed discontinuance (abandonment) of the use of Sunset Field as a city parldsports
field in order to allow the sale of the property to Citrus Valley Health Partners for expansion
of Queen of the Valley Hospital. Once the Council has acted to sustain or overrule any
protests, if it determines to overrule protests, it may then take the following actions:
I. Introduce and give first reading to the following ordinance calling a special election to
be conducted for the abandonment of the current use of Sunset field:
ORDINANCE NO. 2297- AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, CALLING FOR A SPECIAL
ELECTION ON WHETHER TO DISCONTINUE USE OF SUNSET FIELD AS A
PUBLIC PARK
2. Adopt the following resolutions:
RESOLUTION NO. 2016-51- A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A
SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 8, 2016, WITH
THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE
PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE
RESOLUTION NO. 2016-52 — A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING COUNCTLMEMBERS
TO SUBMIT ARGUMENTS, SETTING PRIORITIES FOR SELECTING
ARGUMENTS TO PRINT, AND DIRECTING THE CITY ATTORNEY TO
PREPARE AN IMPARTIAL ANALYSIS RELATING TO A CITY MEASURE
RESOLUTION NO. 2016-53 — A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, PROVIDING FOR THE FILING OF
REBUTTAL ARGUMENTS FOR CITY MEASURES SUBMITTED AT
MUNICIPAL ELECTIONS
Mayor Toma introduced the Public Hearing matter, Assistant City Clerk Butler verified proper
legal notice was given and Mayor Toma opened the Public Hearing. Community Services Director
Nikole Bresciani presented the staff report.
Mayor Torna opened the Public Testimony period.

Dr. Martin Kleinbart, Chief Strategy Officer for Queen of the Valley Hospital, requested the
Council to approve the special election for the ballot measure and the spoke on the importance of
the land to Queen of the Valley Hospital for additional parking.
Forrest Wilkins, West Covina resident, addressed parking issues at Queen of the Valley is they
were to expand.
With no one else wishing to speak, Mayor Toma closed the Public Testimony period.
Council discussion included concerns of language in the staff report regarding the use of the sale
proceeds as not specific for the acquisition of parkland, change of verbiage to include utilizing
proceeds for purchasing parkland and for improvements, placing proceeds in a separate fund than
Park Dedication Fund so any expenditures of funds are clear, language to include improvements
for any purchased land, need of the land for hospital expansion vs. retaining parkland, suggested
language change that sale revenue be placed in City's Park Acquisition Fund and be used to acquire
and improve new parkland in the City, creating new Park Acquisition Fund at the next budget
meeting, and calling the new fund either Dedicated Park Fund vs. Park Acquisition Fund
Motion by Spence abandon the use of Sunset Field as a public park and allow the land to be sold
to Queen of the Valley Hospital to expand the hospital's emergency room and provide critical
additional medical services with millions of dollars of sale revenues to be placed in the City's new
Park Acquisition Fund and used only to acquire and approve new parkland in the city.
City Attorney Barlow stated for the record that the City did not receive any written protests
therefore the Council does not have to overrule any protests and stated that the motion will required
changes to the proposed resolutions which can be brought back for Council consideration at the
meeting when the second reading of the ordinance is brought forth if introduced tonight.
Motion by Spence and seconded by Warshaw to introduce and give first reading to Ordinance No.
2297 entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE C1T OF WEST COVNA,
CALIFORNA, CALLING FOR A SEPCAIL ELECTION ON WHETHER TO DISCONTINUE
USE OF SUNSET FIELD AS A PUBLIC PARK with and to incorporate stated motion into the
accompanying resolutions which will be brought back when Council considers second reading of
the ordinance.
Motion carried 5-0 by the following vote:
AYES: Johnson, Spence, Warshaw, Wu, Toma

SUCCESSOR AGENCY
Mayor Toma recessed the City Council meeting at 9:24 p.m. to convene the Successor Agency
meeting. The City Council meeting reconvened at 9:27 p.m. with all members present.

Mayor Pro Tern Warshaw and Mayor Toma commented on their attendance at the International
Conference of Shopping Centers (ISCS) held in Las Vegas at the end of May.
CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATION
(Per City of West Covina Standing Rules 4f- Requests for reports, studies, or investigations that are not readily
available must be placed on the City Council/Community Development Commission agenda as items of business and
must be approved by a majority of the City Council/Community Development Commission.)
CITY COUNCIL COMMENTS
Councilman Johnson commented on the West Covina police officer recently injured as doing well.
Mayor Toma reminded the public of the second budget workshop to be held on June 9, 2016 at
6:30 p.m. and that budget surveys are still available, complimented staff for the Veterans Memorial,
congratulated the South Hills Baseball team for their CIF win, and announced the Cancer Society
Relay for Life will be held on Saturday June 11, 2016.
Mayor Pro Tern Warshaw commended City staff with the Veterans Memorial and program.
