MINUTES
CALL TO ORDER — .Mayor Toma called the Special Meeting to order at 6:37 p.m.

Present: Mayor James Toma, Mayor Pro Tern Corey Warshaw
Councilmen Lloyd Johnson, Tony Wu
Absent: Councilman Spence
INTRODUCTION
Mayor Toma introduced tonight's meeting and stated the purpose of this workshop is to involve
the community with their input in an informal setting and turned the meeting over to City Manager
Freeland.
City Manager gave introductory remarks and stated this meeting if the first budget study session of
the Fiscal Year (FY) 16/17 budget and following the budget presentation the meeting will be
opened up to questions and to hear the priorities of the residents.

COMMUNITY BUDGET WORKSHOP
Finance Director Christa Buhagiar presented the staff report and a PowerPoint presentation.
Presentation began by outlining the types of funds in the budget and what the funds are used for
and City departments and services provided by each department.
City Manager Freeland presented an overview of Big League Dreams FY 15/16 funding, bonds and
revenues.
Finance Director Buhagiar's presentation continued with an overview of the FY 16/17 budget
priorities, city-wide revenues by fund, city-wide expenditures by fund, city-wide expenditures by
category, changes incorporated into the budget, Capital Improvement Program projects, IT Master
Plan, employees by department, General Fund revenues, property tax revenues, sales tax revenues,
General Fund expenditures, FY 16/17 General Fund balances, closing the deficit gap, on-going
budget priorities, PERS costs, and one-time budget priorities.
City Manager Freeland presented a PowerPoint overview of a telephone survey conducted in April
2016 related to community issues. Deputy City Manager Laura Minnich presented a PowerPoint
overview of an on-line 2016-2017 budget survey released on May 9, 2016.
Public Comments
Royall Brown, West Covina resident, addressed Galster Park and the restoration of a bicycle climb
and the boys and girls camp as a priority.
James Grivich, West Covina resident, commented on the format of the presentation and suggested
a presentation showing a comparison between current year budget and the proposed FY 16/17
budget.
Colleen Rozatti, West Covina City Treasurer, inquired into why the information on Big League
Dreams took so long to be presented publically and whether there is funding for the golf course
through the bonds.
Fredrick Sykes, West Covina resident, inquired as to what the restriction are for what can be put
on top of the landfill at the Big League Dreams location.
With no further comments or discussion, City Manager Freeland stated the next Community Budget
Workshop is scheduled for June 9, 2016.
ADJOURNMENT
Mayor Toma adjourned the meeting at 7:37 p.m.
