GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER — Mayor Toma called the Special Meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE — Led by Mayor Pro Tern Warshaw ROLL CALL Present: Mayor James Toma, Mayor Pro Tern Corey Warshaw Councilmen Lloyd Johnson, Mike Spence (arrived at 7:23) Absent: Councilman Tony Wu DRAFT GENERAL PLAN UPDATE REVIEW 1) Study Session for Draft General Plan (General Plan Amendment No. 14-02) It is recommended that the City Council provide recommendations on revisions to the draft General Plan Planning Director Jeff Anderson introduced and outlined the process of tonight's meeting. Background information of the General Plan Update will be presented by Consultant Kaizer Rangwala of Rangwala and Associates. Planning Director Anderson will cover the eight plan elements, allowing for Council discussion following each element. The Council will then hear Wednesday April 27, 2016 public comments. Following public comments, the City Council will provide direction on any additions, modifications or deletions of the draft plan. Consultant Kaizer Rangwala, of Rangwala and Associates, addressed the purpose of the General Plan and presented a PowerPoint presentation, provided an overview of the process and steps that have been taken so far in the Update process. Planning Director Anderson addressed the following eight plan elements and the goals and policies of each element and answered questions from the Council. Plan Element 1 — Our Natural Community, Plan Element 2 — Our Prosperous Community, Plan Element 3 — Our Well Planned Community, Plan Element 4 — Our Accessible Community, Plan Element 5 — Our Resilient Community, Plan Element 6 — Our Health & Safe Community, Plan Element 7 — Our Creative Community, and Plan Element 8 — Our Active Community. Councilman Spence arrived at 7:23 p.m. Public Comments Paul Mercier, West Covina resident, spoke in support of the plan and commended those who have participated in the various meetings, addressed the inclusion of school districts in the discussion, autonomous cars and transit centers. Fred Sykes, West Covina resident, addressed progressive thinking and health issues Royal! Brown, West Covina resident, addressed the bike climb at Galster Park which has since been removed due to development. Discussion Planning Director Anderson highlighted items brought forth from Council discussion that they may want to further discuss or provide direction for modification. Following discussion, Council made the following motion: Motion by Warshaw and seconded by Johnson to approve the General Plan as presented with the following changes, highlighted by the Planning Director under each Plan Element, as follows: OUR NATURAL COMMUNITY Add Action Item — Encourage the use of diverse approaches to water efficiency such as recycled water, rainwater, and graywater. 2 Wednesday April 27, 2016 OUR HEALTHY AND SAFE COMMUNITY Ensuring actions and other references in the General Plan not just refer to West Covina School District as there are multiple school districts in the City. Add Actin Item — Identify opportunities available through emerging transportation technologies including autonomous vehicles and vehicle sharing. Add Action Item — As technology evolves, consider new policies to address road capacity and zoning standards for emerging transportation technologies including autonomous vehicles and vehicle sharing. OUR ACTIVE COMMUNITY Add Action Item — Consider adding a bike trail system in the parks and/or open space areas in the City. Motion carried 3-1-1 by the following vote: AYES: Johnson, Warshaw, Toma NOES: Spence ABSENT: Wu Planning Director Anderson announced upcoming meetings.
