Mayor Toma presented Paulina Morales, Economic Development and Housing Manager, a
Proclamation proclaiming the week of May 1 through May 7, 2016 as National Small Business
Week
Mayor Tomas announced April 23, 2016 as Arbor/Earth Day and presented Cohen Rozatti,
President of the West Covina Beautiful, a Proclamation proclaiming April 23, 2016 as Arbor Day
and presented Chino Consunji, Public Works Director, a Proclamation proclaiming April 23, 2016
and Earth Day.
Mayor Toma, assisted by Luanne Arredondo, Field Representative for the President's Volunteer
Service Award program and Richard Bell, Police Captain, presented West Covina Detective David
Sifling and Rowland Unified School District Police Chief Don Fernald the Lifetime Presidential
Citation for service to their community.

ORAL COMMUNICATIONS - Five (5) minutes per speaker
Armando Ruiz, West Covina resident, addressed concerns of after hour activity at Heritage Park
and supported the installation of a fence preventing access to the park at night.
Elsie Messman, West Covina resident, spoke on several issues including actions of previous
councilmembers, City Attorney firm, audit committee selection process and the City Manager
recruitment process.
Dora Gomez, spoke on Project 29:11, a community development corporation located in Covina,
and thanked the City for their support through Community Development Block Grant (CDBG)
funds.
Forrest Wilkens, West Covina resident, addressed the selling of alcohol beverages at gas stations
and the proposed citing of property owners for illegal use of fireworks.
Martin Kleinbart, Chief Strategy Officer for Citrus Valley Health Partners, spoke in support of the
proposed land acquisition by Queen of the Valley of Sunset field.
Carolyn Arndt, West Covina resident, spoke on the proposed sale of Sunset field and replacing
parkland with parkland.
Ruby Fournier, West Covina resident and president of West Covina Soccer, expressed support of
Orangewood Soccer Field Improvements and support of special election for sale of Sunset Field.
Lisa Mayo, West Covina resident, spoke on youth domestic violence and invited the Council to
attend a play at Covina Center for the Performing Arts regarding the subject of bullying and
domestic violence.
Fredrick Sykes, West Covina resident, addressed supporting the combat of homelessness, drug
abuse in the City parks, and police response times.
William Elliott, West Covina resident, spoke on the selection of summer concert entertainment,
parking at the West Covina Post Office, posting of West Covina Facebook page, and stated Mayor
Toma should recuse himself from votes regarding guns due to his employment.
Art Bailin, West Covina resident, spoke in support of the award of bid for the Orangewood Park
soccer field improvements.
Lola Finley, West Covina resident, addressed several items which included the audit committee,
the repeal of the fireworks ban, and thanked several police officers for their service to issues in her
area and in the city.
Angie Gillingham, West Covina resident, spoke on proposed lease of Vincent School property and
proposed sale of Sunset field parkland,

Colleen Rozatti, West Covina resident and City Treasurer, spoke on the interviews of the audit
committee of the proposed Finance Department audit firms.
Bruce Leinbach, West Covina resident, spoke on his ties to West Covina, the West Covina Lions
Club annual Night on the Town on May 25, 2016, the selection of the audit committee members,
Shirley Buchanan, West Covina resident, addressed the application process of the audit committee,
the sale of public parks, and the selection of the music of the Concerts in the Park.
City Manager Freeland and Assistant City Attorney Tsai responded to issues of the public.

3) Award of Bid for Orangewood Park Soccer Field Improvements (Project No. PP-
16018)
It is recommended that the City Council take the following actions:
1. Accept the bid of Monet Construction, Inc. of Glendale, California in the amount of
$3,196,056.80 as submitted at the bid opening on March 29, 2016, and authorize the
City Manager to execute an agreement; and
2. Appropriate $270,000 from Park Dedication Funds and $140,000 from Capital Project
(Fund 160) fund balance to Project No. PP-16018 (Account No. 16018.17X.7700) and
(Account No. 16018.160.7700) to cover the shortfall in funding.

5) Plaza West Covina Parking Partnership
It is recommended that the City Council authorize the City Manager to execute an
agreement with Starwood Capital Partners to allow use of City owned property for storage
parking of vehicles at the Plaza West Covina Mall.

Councilman Wu expressed concerns with the split of the lease and suggested a 50%/50% split and
stated this should not be a long term solution.

6) Kosmont Companies Proposals for Enhanced Infrastructure Financing District Initial
Feasibility Analysis
It is recommended that the City Council authorize the City Manager to execute a
Professional Services Agreement with Kosmont Companies in the amount of $35,000 for
the feasibility analysis of establishing Enhanced Infrastructure Financing Districts (EIFD)
in the City of West Covina.
This item was pulled from the Consent Calendar by Councilman Wu for separate consideration as
to why this is needed with funds already spent with the development of the General Plan Update
and proposed development at the BKK site.
Economic Development and Housing Manager Morales presented a brief staff report.

Councilman Spence expressed his concerns that evaluating the feasibility of an EIFD in the
Downtown is premature since the General Plan has not yet been approved.
Council discussion included that the BKK site is not part of the General Plan, need for infrastructure
funding at the BKK site and for the Downtown General Plan area, and the sooner an EIFD can be
established the sooner a tax increment can begin. Consultant for Kosmont discussed the purpose
of establishing an EIFD and the use of tax increments, and criteria utilized as to whether a District
is feasible for and EIFD.

7) Summer Concert Series Funding Request from Greater West Covina Business
Association
It is recommended that the City Council instruct the City Manager to enter into an
agreement with the Greater West Covina Business Association (GWC) to manage the 2016
Summer Concert Series at the West Covina Civic Center at a cost not to exceed $18,020,
with funds from the West Covina Community Services Foundation.

Councilman Wu expressed concerns of the proposed program stating that several of the
entertainment groups are of the same genre and a more diversified lineup is needed.

2. Appropriate expenditures in the amount of $1,200 to the Fee & Charge Fund for
transfers out (Account No. 111.95.9500.9122) and appropriate revenues in the amount

17) Award of Contract for Purchase and Installation of Catch Basin Inserts at Various
Locations
It is recommended that the City Council take the following actions:
1. Award a contract to Bio Clean Environmental Services, Inc., in the amount of
$40,548.99 for the purchase and installation of catch basin inserts at various locations
in the City, and authorize the City Manager to execute a contract with Rio Clean
Environmental Services, Inc. for the work; and
2. De-obligate $40,000 of Sewer funds (Fund 189), $20,000 from Project No. SP-I4114
(14114.189.7400) and $20,000 from Project No. SP-15109 (15109.189.7400), and
appropriate $8,000 from the Used Oil Grant to Account No. 16046.149.7400 and
$36,603.89 from the General Fund balance to Account No. 16046.110.7400.

services.

19) Discussion on Possibility of Abandonment/Sale of Sunset Field to Citrus Valley Health
Partners
It is recommended that the City Council adopt the following resolution of intention calling
for a public hearing and special election to be conducted for the abandonment of Sunset
Field:
RESOLUTION NO. 2016-34 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, DECLARING THAT PUBLIC INTEREST
OR CONVENIENCE REQUIRES THE DISCONTINUANCE OF SUNSET FIELD AS A
PUBLIC PARK AND THE INTENT TO CALL A SPECIAL ELECTION TO SUBMIT

Council discussion included accessibility to current parkland, need for expansion of medical
facilities, and dedication of sale proceeds for future park Capital Improvement Projects and

20) Landscape Maintenance District No. 6 Fence Request
It is recommended that the City Council provide City staff direction in this matter.
Community Services Director Nikole Bresciani presented the staff report.
Council discussion included installation of fence and gate to prevent access afterhours, lack of
response from residents in Landscape Maintenance District No. 6 to City letter requesting approval
or disapproval of expenditure of funds, whether letter was clear to residents, improved signage to
deter entry afterhours, police response to calls of the park activity and limit parking, and if fence
will mitigate problems.
Councilman Wu spoke in support of the installation of a fence and gate.

Resident Armando Ruiz addressed the Council regarding the issues and stated that the returned
letters are from the residents who property is contiguous to the park.
Motion by Warshaw and seconded by Toma to approve Option 2 in the staff report to leave Heritage
Park accessible from Hillside Drive, and install NO STOPPING ANYTIME signs along Hillside
Drive to deter activity after hours and/or create overnight permit parking; relocate Heritage Park
Hours sign further west to the entrance of Heritage Park and install a NO TRESPASSING sign at

Fire Chief Larry Whithorn presented the staff report.
Council question included insurance requirements of the fireworks providers.

22) Request from Mayor James Toma Requesting the City Council's Consensus to
Support a Resolution to Partner with the County of Los Angeles and Los Angeles
County Cities to Combat Homelessness
It is recommended that the City Council direct staff accordingly.
Mayor Toma provided a background of his request.
Motion by Toma and seconded by Johnson to direct staff to bring back for further discussion.

CITY COUNCIL COMMENTS
Councilman Johnson spoke against a resident's comment that smoking cigarettes will lead to
smoking marijuana by stating there is no correlation between the two acts and reminded the
residents that on June 11, 2016 there will be a Relay for Life event with a team of Councilrnembers
and staff.
Councilman Wu congratulated South Hills High School student who has been accepted to West
Point.

Mayor Toma announced the JROTC Fun/Run 5k at West Covina High School on April 23, 2016,
Arbor Day celebration April 23, 2016 at Cameron Park, West Covina Police Reserves Pancake
