CALL TO ORDER — Mayor Sykes called the meeting to order at 6:06 p.m.

Councilmembers Spence (arrived at 6:19 p.m.), Warshaw, Wong
PUBLIC COMMENTS ON ITEMS ON THE AGENDA
John Shewmaker, West Covina resident, opposed the Council candidates as authors of the rebuttal
argument and feels the proposed ballot measure regarding the City Manager's Ordinance is
incorrectly written.

BALLOT MEASURE C
1) Rebuttal Argument to Resident Argument Against Measure C - City Manager Ballot
Measure
Tuesday August 24, 2015
It is recommended that the City Council either craft and approve a rebuttal argument
responding to the argument against Measure C - City Manager Ballot Measure, or,
alternatively act to authorize in writing any other person or persons to prepare, submit, or
sign the rebuttal argument as provided in California Elections Code 9285.
Interim City Manager Mauk introduced the item.
Councilmember Wong initiated Council discussion and state that he, along with Councilman
Spence drafted a rebuttal argument to the Argument against Measure C submitted by John
Shewmaker. Councilmember Wong requested the Councils support for him to submit the drafted
rebuttal and have the five Council candidates sign as authors of the rebuttal.
Motion by Wong and seconded by Toma to authorize Councilmember to Wong to submit a rebuttal
argument, to the resident submitted Argument against Measure C, authored by the five Council
candidates. Motion carried 4-0.
AYES: Toma, Warshaw, Wong, Sykes
NOES: None
ABSENT: Spence
Councilman Spence arrived at 6:19 p.m.
ADJOURNMENT — Motion by Spence and seconded by Warshaw to adjourn the special meeting at
6:21 p.m.
