GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER — Mayor Sykes called the meeting to order at 6:05 p.m. PLEDGE OF ALLEGIANCE — Led by Mayor Sykes ROLLCALL Mayor Sykes, Mayor Pro Tern Toma Councilmembers Spence (arrived at 6:17 p.m.), Warshaw, Wong PUBLIC COMMENTS ON ITEMS ON THE AGENDA Lola Finely, West Covina resident, addressed funding for School Resource Officers. Trudy Saltmarsh, West Covina resident, addressed concerns with funding for School Resource Officers. Elsie Messman, West Covina resident, addressed concerns with funding of School Resource Officers. Lloyd Johnson, West Covina resident, expressed his concerns with evergreen contracts. Tuesday July 27, 2015 POLICE DEPARTMENT 1) Approval of School Resource Officer Memorandums of Understanding with Covina Valley and West Covina Unified School Districts It is recommended that the City Council approve the Memorandums of Understanding with the Covina Valley Unified School District for a School Resource Officer at South Hills High School and West Covina Unified School District for a School Resource Officer at West Covina and Edgewood High Schools. Brief overview presented by Interim City Manager Mauk. Council discussion included funding by participating school districts and partnerships with school districts. Council engaged in discussion. Police Chief Faulkner addressed questions. Motion by Wong and seconded by Toma to approve as presented by staff. Motion carried 5-0. AYES: Spence, Toma, Warshaw, Wong, Sykes NOES: None ABSENT: None PUBLIC WORKS DEPARTMENT 2) Nationwide Environmental Services Evergreen Contract It is recommended that the City Council notify Nationwide Environmental Services of the City's intent to terminate the existing agreement resulting in a 15-year fixed term. Interim City Manager Mauk provided an overview. Council engaged in discussion. Motion by Warshaw and seconded by Toma to approve.
