03-31-2015 - Special Meeting - MinutesMINUTES CITY OF WEST COVINA CITY COUNCIL TUESDAY, MARCH 312015, 6:00 PM SPECIAL MEETING CITY HALL COUNCIL CHAMBERS 1444 W. GARVEY AVENUE SOUTH WEST COVINA, CALIFORNIA 91790 MINUTES CALL TO ORDER — Mayor Sykes called the meeting at 6:10 p.m. PLEDGE OF ALLEGIANCE — Led by Councilmember Warshaw ROLLCALL Mayor Sykes, Mayor Pro Tern Toma, Councilmembers Spence, Warshaw CHANGES TO THE AGENDA — Discussion between City Council, City Attorney and staff to sign off on the Amicus Brief in the case of Texas vs United State Motion by Sykes to add to agenda to take action. Motion failed by lack of second. COUNCIL COMMENTS Councilman Spence expressed concern on the change of the agenda item from a previously discussed process for filling the vacant seat to an appointment. Councilman Spence requested this be moved to the April 7, 2015 meeting to discuss properly and not under a special meeting. City Attorney indicated it is proper language for the meeting to proceed as an appointment and Tuesday March 31, 2015 not a process. Councilmember Warshaw requested to move forward and Councilmember Toma agreed to move forward with the appointment discussion. PUBLIC COMMENTS ON ITEMS ON THE AGENDA Lloyd Johnson, West Covina resident, requested the Council appoint him to fill the vacant council seat due to his involvement in the city. DISCUSSION ITEM 1) Consideration of Appointment for City Council Vacancy It is recommended that the City Council consider the appointment to fill the vacancy of the City Council seat. Mayor Pro Tem Toma proposed to have applications reviewed prior to the end of April. Councilmember Warshaw supports completing applications with a deadline of April 20, 2015 and that appointment be made on April 21 after candidates present themselves with a three minute presentation. Councilman Spence questioned whether action can be taken tonight and requested this as an action item for the April 7, 2015 Council agenda. Motion by Warshaw and seconded by Sykes to accept applications through April 20"' at 5:30 p.m. to the City Clerk's Office and to allow applicants three minutes before the City Council and allow questions afterwards by the Council. Motion carried 3-1.
