City Attorney Kimberly Barlow stated there was direction provided on each matter and there was
no reportable action.
PRESENTATIONS
Introductions and Oath of Office was administered to Fire Chief Larry Whithorn and Assistant
City Clerk Rosalia Conde by City Clerk Nick Lewis.
Mayor Sykes introduced Interim City Manager Tom Mauk
Rod Todd, from West Covina Christian Church, Director of 5K Pumpkin Run presented a check
to the West Covina Senior Center in the amount of $4,500.
John Hughes, on behalf of the Muscular Dystrophy Association, along with West Covina Fire
Captains Matt Jackson and Todd Smith were recognized by the Muscular Dystrophy Association
for their support of the "Fill the Boot" Campaign.
Mayor Sykes announced the upcoming General Plan focus group meetings. Councilmember
Spence inquired as to when the General Plan would be returning to the City Council. Planning
Director Anderson responded.
ORAL COMMUNICATIONS - Five (5) minutes per sneaker
Eddie Gomez, West Covina resident and West Covina Police Officers Association Board Member,
spoke on many unfavorable changes in the city which included blighted areas and empty buildings.
Eileen Miranda, West Covina resident and West Covina School Board Member, spoke in support
of the development on San Bernardino Road.
Stephen Barnhouse, representing Starwood Retailers owners of Plaza West Covina, requested as
the new owners of the mall Council's consideration to extend the time to complete the Art in Public
Places project.
John Shewmaker, West Covina resident, spoke on continued legal fees and inquired as to whether
the City or the developer on San Bernardino Rd. is paying the fees associated with the recent court
decision on the project; addressed his recent requests for documentation regarding costs/settlement
associated with a commissioners workers' compensation case and the City's policy on workers'
compensation settlements.
Barbara Williams, Covina resident, addressed problems at Heritage Park/Taylor House since a
pathway from Hillside Drive into the park was put in which has no security allowing people into
the park at all hours.
Jackie Jochims, West Covina resident, addressed the issues at Heritage Park due to the lack of
securing the park after closing time.
Gary Gileno, addressed the General Plan update and discussions held at prior general plan focus
group meetings.
Craig Delahoussaye, West Covina resident, expressed concern with activities at a transit house
across the street from his home
Sandra Delahoussaye-Bonds, West Covina resident, expressed her concern with the increase of the
homeless population in West Covina and inquired as to whether the city has any policy/plan to
assist the homeless.
George Ogden, West Covina resident, announced an upcoming casino night sponsored by the West
Covina Improvement Association and the Veterans of Foreign Wars to be held on March 7 at the
VFW on Merced to benefit the Veterans Memorial project.
Shahrzad Shishegar, West Covina resident, addressed campaign finances, both nationally and
locally, and supported the recent City Council discussion and proposed changes to the current city
ordinance and urged the City Council to join other cities and states to support overturning the
Supreme Court ruling entitled Citizens United Ruling.
Councilmembers requested to be informed to resolutions brought forth by speakers. City Attorney
Barlow addressed Mr. Shewmakers request of specific documents. Community Services Manager
Freeland addressed the upcoming Greater Los Angeles Homeless Count.

4) An Ordinance Amending West Covina Municipal Code Section 2-31 Governing Time
and Location of City Council Meetings
This ordinance was introduced at the West Covina Council meeting of December 16,
2014. The purpose of this ordinance is to change West Covina Municipal Code
(WCMC) Section 2-31 governing time and location of City Council meetings.
The ordinance will take effect 30 days after its adoption on February 19, 2015, 30 days
after its adoption.
It is recommended that the City Council waive further reading and adopt the following
ordinance:

6) Delegation of Authority to Approve Plans and Designs for the Construction and/or

It is recommended that the City Council adopt the proposed Resolution delegating authority
to approve plans and designs for the construction and/or improvement of public property to
the Public Works Director and/or City Engineer because this would lessen the
administrative burden on the City Council without compromising the City's design
immunity from liability for injuries caused by the design of public property.

7) Co -Sponsorship of Parents' Place 23rd Annual Information Fair & Festival
It is recommended that the City Council take the following actions:
1. Approve the co-sponsorship of Parents' Place 23rd Annual Information Fair and Festival
on April 26, 2015; and
2. Authorize the City Manager to waive the Temporary Use Permit, Fire Permit Fee, and
Park Rental Fee.

S) Support for the 2015 Greater Los Angeles Homeless Count
It is recommended that the City Council authorize the Community Services Department to
allow the Los Angeles Homeless Services Authority to utilize the Cameron Community
Center as a Deployment Site for the 2015 Greater Los Angeles Homeless Count.
This item was removed, from the consent calendar for separate consideration.
Councilmember Spence inquired as to the standards used to determine homelessness. City
Attorney Barlow stated standards are set by HUD. Community Services Director Freeland
explained funding benefits of the count for the region.

It is recommended that the City Council authorize staff to extend the agreement with

13) Art in Public Places 13-01, Request to Release In -Lieu Fee Deposit Plaza West Covina
It is recommended that the City Council deny the request to release the Art in Public Places
In -Lieu Fee and retain the $322,120.07 deposit.

14) Award of Bid - Police Department Security Camera System
It is recommended that that the City Council take the following actions:
1. Find that VAS Security Systems Inc. of Simi Valley is the lowest, responsive and
qualified bidder for the Police Department's security camera system; and
2. Approve a purchase agreement with VAS Security Systems Inc., for the Police
Department's security camera system (including cameras, cabling, infrastructure,
computerized recording/viewing system, labor, other materials, two year maintenance
agreement, training, optional features, and contingency funds), for an estimated
$236,280, and authorize the Mayor of the City of West Covina to execute related
agreements; and
3. Appropriate a total of $171,280 from the fund balance of Fund 117 to
117.31.3110.7160. ($65,000 is already budgeted in account 116.84.8402.7160 as CIP
project GP-14401)

It is recommended that the City Council take the following actions:
1. Find that Motorola Solutions Inc., through its authorized distributor, Advanced
Electronics of Redondo Beach, is the sole responsive and qualified bidder for the Police
Department's vehicle mounted Motorola APX radios; and
2. Approve a purchase order with Motorola/Advanced Electronics for 22 vehicle mounted
Motorola APX radios for $155,409.15 from accounts 227.31.3110.7160 ($150,000 in
2013 State Homeland Security Grant funds) and 155.31.3110.7160 ($5,409.15 in State
Supplemental Law Enforcement Services Fund grant funds).

Mayor Sykes introduced the Public Hearing matter; Assistant City Clerk Conde verified proper
legal notice was given and Mayor Sykes opened the hearing.
Staff reported presented by Planning Director Jeff Anderson. Utilizing a visual presentation for
the audience view, Anderson summarized the scope of the 132 residential unit project, location of
the project and the surrounding area, and the required entitlements which need to be approved.
Anderson stated the project was consistent with the General Plan goals. Specifics of the required
zone change and the precise plan were reviewed. Mr. Anderson offered to answer questions.
In response to inquiry regarding any health risk with the project, Mark Blodgett, environmental
consultant, addressed the CEQA review and responded to questions.
Mayor Sykes opened the public testimony portion of the hearing.
Applicant Craig Cook, speaking on behalf of WC Homes LLC, presented a short video of a project
in So. El Monte which depicts the same project homes, addressed the benefits and benefactors of
the project and zoning in the area. Mr. Cook responded to questions from council. Mr. Cook
stated a town hall meeting was held in order to receive community input.
The following spoke in favor of the project citing reasons of elimination of blight, to increase value
of surrounding homes, reduction of vandalism in the area, increased available housing, economic
benefits.

rebuttal comments.
Katherine Jensen, attorney with Rutan and Tucker representing W.C. Homes, addressed concerns
of speakers including the concern with possible closure and impacts to Heavenly Pet Resort and
Ready Pac.
Mark Blodgett, environmental consultant addressed comments that an EIR is required.
Don Cook, W.C. Homes addressed issues regarding fire department safety and accessibility and
the land use and previous uses of the land and previous requests for use.
Mayor Sykes closed the public testimony and asked for Council discussion. Councilmembers
opined the project, best use of the area, and conformity with the surrounding zones.
Motion by Warshaw and seconded by Toma to deny the proposed entitlements and to bring the
proper resolutions back to effectuate the denial. Motion carried 3-2.

20) Request from Councilmember Mike Spence requesting the City Council's consensus
to instruct City staff to prepare a report to unlink City Council Employment Benefits
to Department Heads' Employment Benefits
It is recommended that the City Council direct staff accordingly.
This item was continued to the future Council meeting.
