09-30-2014 - Special Meeting - MinutesMINUTES SPECIAL JOINT MEETING OF THE WEST COVINA CITY COUNCIL PLANNING COMMISSION September 30, 2014 Mayor Pro Tern Sykes called to order the special joint meeting of the West Covina City Council and the West Covina Planning Commission at 6:04 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. PLEDGE OF ALLEGIANCE Mayor Pro Tern Sykes called for a moment of silence in memory of Bell Gardens Mayor Daniel Crespo and Covina police officer, both who lost their lives today, followed by the Pledge of Allegiance. ROLL CALL City Council Mayor Pro Tem Sykes Councilmembers Spence, Toma, Warshaw Absent: Mayor Herfert Planning Commission Chairman Menefee, Vice Chairman Blackburn Commissioners Castellanos, Holtz, Valles WEST COVINA GENERAL PLAN UPDATE Mayor Pro Tern Sykes announced that tonight's meeting is a joint meeting with the City Council and the Planning Commission to begin the process to update the City's General Plan. Tonight's meeting is to consider the process and the timetable for the update. Mayor Pro Tern Sykes stated there would be an opportunity for public input following the presentation by the consultant; however, if any speaker would like to speak before the presentation they may do so, but will only be given an opportunity to speak once. No speakers wished to speak prior to the presentation GENERAL PLAN UPDATE — GENERAL PLAN AMENDMENT NO. 14-02 Planning Director Jeff Anderson presented an overview of the General Plan requirements and background of the City's current General Plan. Anderson started the City has a budget of $550,00 to update the General Plan which includes a $200,000 grant from SCAG (Southern California Association of Governments) to study the Central Business District of the City; Anderson stated the City has selected Rangwala Associates to assist the City. Tonight's meeting is the commencement of the General Plan Update in which staff and the consultant will outline the process and scope of the update. Anderson introduced Kaizer Rangwala of Rangwala Associates, project manager introduced his project team and presented the scope and timeline of the General Plan Update process. Mr. Rangwala also reviewed the purpose of responsibilities of the TAC (Technical Advisory Committee), which will be composed of two Councilmembers and two Planning Commissioners, civic engagement, and identified current issues within the City that might be addressed in the Central Business District area and with the Focused General Plan update. Special Meeting of September 30, 2014 Following Mr. Rangwala's presentation, the City Council and Planning Commissioners engaged in discussion with questions for both staff and Mr. Rangwala. PUBLIC COMMENTS Herb Redholtz Herb Redholtz, West Covina resident, stated the update is long overdue and expressed his concerns of the freeway corridor and to not neglect the area with the update and inquired as to how to get the word out to the public of the update. Lloyd Johnson Lloyd Johnson, West Covina resident, thanks Mr. Rangwala for his presentation and supported town hall meetings and input from residents and stated school districts also need to be involved. He also stated that those who are appointed to the TAC need to remain on the committee for the full time of the project. Royall Brown West Covina resident, addressed a bicycling component and possible deed restrictions. SELECTION OF TAC MEMBERS City Councilmember Appointments to the TAC Nomination by Toma and seconded by Spence to appoint Councilmember Warshaw to the TAC. Motion carried 4-0. Nomination by Toma and seconded by Warshaw to appoint Mayor Pro Tent Sykes to the TAC. Motion carried 4-0. Nomination by Spence and seconded by Warshaw to appoint Councilmember Toma as an alternate. Motion carried 4-0. Planning Commissioner Appointments to the TAC Nomination by Valles and seconded by Holtz to appoint Commissioner Blackburn to the TAC. Motion carries 5-0. Nomination by Blackburn and seconded by Castellanos to appoint Commissioner Holtz to the TAC. Motion carried 5-0. City Attorney briefly commented that the presence of an alternate could constitute a quorum of the legislative body and stated the alternate could attend due to the absence of a TAC member. Nomination by Holtz and seconded by Valles to appoint Commissioner Castellanos as an alternate. Motion carried 5-0. Nomination by Holtz and seconded by Blackburn to appoint Valles as an alternate. Motion carried 5-0. Discussion ensued that Commissioner Castellanos would be the primary alternate and Valles would be the secondary alternate.
