Mayor Herfert called to order the special meeting of the West Covina City Council at 6:45 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Rick Polehanka Rick Polehanka of Federal Engineering, Inc., provided background of LA
RICS and requested approval of request for site access agreement.
Houston Clements Houston Clements, representing West Covina Police Officers Association,
discussed labor negotiation requests that are currently being discussed.
