08-18-2014 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL August 18, 2014 Mayor Herfert called to order the special meeting of the West Covina City Council at 6:03 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. PLEDGE OF ALLEGIANCE Mayor Herfert ROLL CALL Mayor Herfert, Mayor Pro Tern Sykes Councilmembers Spence, Toma, Warshaw City Manager Chung introduced Interim Public Works Director Chris Vogt. Mr. Vogt provided a brief background of his work history. PUBLIC COMMENT ON ITEMS ON THE AGENDA John Shewmaker John Shewmaker, West Covina resident, addressed both items listed on the agenda. Phil Kaufman Phil Kaufman, West Covina resident, suggested the new city attorney closely monitor cases that are remaining with Alvarez- Glasman & Colvin, and mentioned that a couple of items on the City Council Goals & Objectives should have a higher priority. Royall Brown Royall Brown, West Covina resident, does not support a three year agreement for the City Attorney suggesting a one year term. DEPARTMENTAL REGULAR MATTERS City Manager's Office Approval of Contract for West Covina City Attorney and 1) Successor Agency Legal Counsel Services City Attorney Agreement Report presented by City Manager Chung to consider contract with Jones & Mayer for City Attorney Services. Chung outlined the recruitment process taken by the city and the proposed rates of the firm. Kim Barlow, partner with Jones & Mayer, provided a brief background of her work experience. Ms. Barlow further stated that AB 1344 does not apply to the hiring of her firm. Motion by Spence and seconded by Sykes to approve a contract with Jones & Mayer for West Covina City Attorney and Successor Agency Legal Counsel Services. Motion carried 5-0 by the following roll call vote: AYES: Spence, Sykes, Toma, Warshaw, Herfert NOES: None ABSTAIN: None 2) Discussion of City Council SMART Goals and Objectives Goals and Objectives Ray Patchett of Ray Patchett & Associates reviewed the goals and objectives that were developed and prioritized at the April 23, 20143 study session. Council discussion ensued and provided additional direction and changes to the proposed objectives and timelines of each goal. Council reviewed each individual goal Special Meeting of August 18, 2014 providing direction and changes which will be incorporated into the SMART Goals and Objectives. The City Council was also presented with City department performance measures. Both the Goals and Objectives and department performance measure will be incorporated into the 2014-15 budget. Motion by Warshaw and seconded by Herfert to receive and file the department performance measures.
