SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
April 23, 2014
Mayor Pro Tern Herfert called to order the special meeting of the West Covina City Council at 4:49 p.m.
in the Management Resource Center, Room 314, at City Hall, 1444 W. Garvey Avenue, West Covina.

REPORT OUT FROM CLOSED SESSION
City Attorney Alvarez-Glasman reported the following:
Prior to convening into closed session, all items on the City
Council and the Successor Agency agendas were announced for
inclusion in the closed session discussion with all members
present.
Items on the City Council/Successor Agency agendas:
Conference with Legal Counsel — Existing Litigation — City of West
Covina v. Hassen Imports Partnership, et al.; Los Angeles
Superior Court Case No. KC048157; In re Hassen Imports
Partnership, Debtor, United States Bankruptcy Court Case No.
2:11-bk-42068-ER; In re Hassen Imports Partnership, Debtor,
United States District Court Case No. 2:13-cv-07532-CAS —
Mayor Herfert recused himself from discussion, waiting for a
determination on whether he can participate under FPPC
regulations. The item was discussed with no final action and
nothing further to report.
Items on the City Council agenda:
Conference with Legal Counsel — Anticipated Litigation, One
Matter — All five members were present, the item was discussed
with no final action and nothing further to report.
Mayor Herfert requested to add an item to the agenda regarding
legislation acted on this week (S13983). City Attorney Alvarez-
Glasman stated that an item cannot be added to a special meeting.
CITY COUNCIL GOALS AND OBJECTIVES — STUDY SESSION
The City Council conducted a study session regarding City
Council Goals and Objectives. The facilitator of the study was Mr.
Ray Patchett of Patchett & Associates. Points of discussion were
as follows:
• Review strategic planning and goal setting process
• Environmental Scan: SWOT Analysis
• Received 5 year financial forecast
• Overview of existing City Council goals
• Review and prioritize Council SMART goals
• Receive closing comments
ADJOURNMENT Motion by Warshaw and seconded by Sykes to adjourn the
meeting at 7:04 p.m.
