SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
January 7, 2014
Mayor Herfert called to order the special meeting of the West Covina City Council at 5:37 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Councilmembers Spence, Toma, Warshaw
Others Present: Chung, Lee, McKay, S. Owens, C. Cardinale
PUBLIC COMMENT ON ITEMS ON THE AGENDA
Elsie Messman Elsie Messman, West Covina resident, requested Council to settle the
lawsuit.
Shirley Buchannan Shirley Buchannan, West Covina resident, inquired as to whether $8.2
million [referenced newspaper regarding Hassen litigation] is legal fees?
Lloyd Johnson Lloyd Johnson, West Covina resident, requested Council settle lawsuit he
brought against the city, and inquired as to how much has been spent on
legal fees.
Craig Cook Craig Cook, representing WC Homes LLC, addressed issues he has
corrected regarding financing, and stated he does not want the city to settle
the lawsuit of CLUE y. City of West Covina.
Howard Ehrenberg and Howard Ehrenberg and Daniel Lev informed the City Council of various
Daniel Lev of the Hassen Import Partnership property procurement.
CLOSED SESSION Mayor Herfert commenced the closed session to discuss the following
