REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
December 03, 2013
Mayor Sanderson called to order the regular meeting of the West Covina City Council at 7:09 p.m. in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

ORAL COMMUNICATIONS
Carolyn Arndt Carolyn Arndt, West Covina resident, invited the City Council and
all to the Historical Society's event on Thursday evening and
requested civic events be listed in the City's Discover West Covina
newsletter.
Lola Finley Lola Finley, West Covina resident, spoke on the rental inspection
ordinance and the community workshop held on November 21.
William Elliott William Elliott, West Covina resident, spoke on the Second
Amendment and gun ownership.
Ben Wong Ben Wong, West Covina resident, introduced himself as the region
manager for local public affairs for Southern California Edison and
thanked Mayor Sanderson for her three terms of service and also
thanked Councilmembers Sotelo and McIntyre for their service to
the community.
Lloyd Johnson Lloyd Johnson, West Covina resident, congratulated the new
councilmembers and requested several actions of them.
Iris Delameter Iris Delameter, West Covina resident, thanked outgoing city
councilmembers for their service and welcomed the new
councilmembers.
Trudy Saltmarsh Trudy Saltmarsh, West Covina resident, addressed the proposed
rental ordinance.
Royall Brown Royall Brown, West Covina resident, addressed City sign
ordinance and remaining campaign signs that have not been taken
down.
Lisa Mayo Lisa Mayo, West Covina resident representing West Covina
Woman's Club thanked councilmembers for their assistance with
West Covina High School and scholarships.
Luis Aguinaga Luis Aguinaga, representing the City of South El Monte, thanked
outgoing councilmembers and wished them the best in their future
and thanked them for their service to the community.

Boris Duarte Boris Duarte, West Covina resident, addressed his previous request
for transparency, open process, and diversity prior to the last
council appointment and addressed outgoing members and
congratulated newly elected councilmembers.

440 South Vincent Avenue be implemented.
Traffic Committee Recommendation:
That on -street parking adjacent to 440 South Vincent Avenue be
designated as 15-minute time limit parking.
CONSENT CALENDAR ACTION Motion by Herfert and seconded by McIntyre to approve all items
listed on the Consent Calendar as presented.

Election Results
Official Election Results of the November 5, 2013 General
5) Municipal Election
Election Results Staff report was presented by Assistant City Clerk Rush
announcing the certified results of the November 5, 2013 General
Municipal Election. By majority vote, James Toma, Corey
Warshaw and Mike Spence were elected as Members of the City
Council, Nick Lewis was elected as the City Clerk and Colleen
Rozatti was elected as the City Treasurer.
Motion Motion by Herfert and seconded by McIntyre to adopt the
following resolution:

ELECTION HELD NOVEMBER 5, 2013 DECLARING THE
RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY

Motion carried by 5 — 0.
Councilmember McIntyre, Councilmember Sotelo and Mayor
Sanderson made closing remarks prior to receiving recognition and
certificates for service to the City and the community.
Presentations to Outgoing Councilmembers
Councilmember Andrew McIntyre Mayor Sanderson presented Councilmember McIntyre with a City
Tile and Resolution of Commendation from the City and thanked
him for his service to the community. In addition, he received
recognition from Congresswoman Grace Napolitano, State
Assemblyman Curt Hagman, Iso Nakasato representing State
Senator Ed Hernandez, and Susan Manriquez representing County
Supervisor Gloria Molina.
Councilmember Robert Sotelo Mayor Sanderson presented Councilmember Sotelo with a City
Tile and Resolution of Commendation from the City and thanked
him for his service to the community. In addition, he received
recognition from Congresswoman Grace Napolitano, State
Assemblyman Curt Hagman, Iso Nakasato representing State
Senator Ed Hernandez, and Susan Manriquez representing County
Supervisor Gloria Molina.
Mayor Shelley Sanderson Mayor Pro Tem Steve Herfert presented Mayor Sanderson with the
Mayoral plaque, a City tile and resolution of commendation from
the City. In addition, she received recognition from
Congresswoman Grace Napolitano, State Assemblyman Curt
Hagman, Iso Nakasato representing State Senator Ed Hernandez,
and Susan Manriquez representing County Supervisor Gloria
Molina. Mayor Pro Tem Herfert spoke of her accomplishments in
the 13 years on the City Council and wished her well.
Administration of Oath of Office
Colleen Rozatti Nattie Alvarado administered the Oath of Office to newly elected
City Treasurer Colleen Rozatti and presented her with a Certificate
of Election.
Nickolas S. Lewis Assistant City Clerk Sue Rush administered the Oath of Office to
newly elected City Clerk Nickolas S. Lewis and presented him
with a Certificate of Election.
James Toma Assistant City Clerk Sue Rush administered the Oath of Office to
newly elected Councilmember James Toma and presented him
with a Certificate of Election.
Corey Warshaw West Covina Police Chief Paul LaCommare administered the Oath
of Office to newly elected Councilmember Corey Warshaw and
presented him with a Certificate of Election.
Mike Spence Marielena, Reagan and Nathaniel Spence administered the Oath of
Office to newly elected Councilmember Mike Spence and
presented him with a Certificate of Election.
Comments by New Councilmembers
James Toma Councilmember Toma thanked all who supported him especially
his wife and family and made brief comments of his responsibility
to the residents.

Corey Warshaw Councilmember Warshaw expressed appreciation for the honor
placed on him, thanked his wife for her hard work and thanked
Ben and Debbie Wong for their hard work and briefly addressed
his view for the City.
Mike Spence Councilmember Mike Spence thanked his family, friends,
colleagues at the School Board and Assemblyman Hagman;
thanked outgoing councilmembers and said he looks forward to
working with new councilmembers, and spoke of his goals to
improve the City.
Fredrick Sykes Councilmember Sykes thanked outgoing councilmembers Sotelo
and McIntyre and Mayor Sanderson for her service to the
community.
Council Reorizanization
Mayor Pro Tem Herfert announced that the City has an annual
mayoral selection process in place. By upholding the process the
succession order for the mayoral rotation would place Steve
Herfert as Mayor, Fredrick Sykes as Mayor Pro Tern followed by
James Toma, Corey Warshaw and Mike Spence. Mayor Pro Tern
Herfert stated it would be appropriate for the City Council to
uphold the mayoral succession order or by a minimum of four
votes, the City Council may modify the rotation and asked for
comments.
Councilmember Sykes expressed his opposition to
upholding the succession order and motioned to change the current
succession order.
Motion Motion by Sykes and seconded by Toma to change the Mayoral
Succession order.
Councilmember Spence requested clarification of the
motion and asked for a definition of what change is being
requested to the Succession order.
Discussion ensued regarding changing the Order of
Succession and no definite change to the order was determined.
Motion failed by 3 — 2 (Warshaw, Herfert - No).
Motion Motion by Warshaw and seconded by Toma to uphold the Order of
Succession. Motion carried by 4 - 1 (Spence — No).
Designation of Alternate to Los Angeles County Sanitation District
Mayor Herfert requested nominations for Council to designate an
alternate to the Los Angeles County Sanitation District.
Motion Motion by Toma and seconded by Warshaw to appoint Mayor Pro
Tern Sykes as Alternate to the Los Angeles County Sanitation
District.
Motion carried by 5 — 0.
ADJOURNMENT Motion by Sykes and seconded by Herfert to adjourn the meeting
at 8:45 p.m. Motion carried by 5 — 0.
