SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
April 2, 2013
Mayor Pro Tem Herfert called to order the special meeting of the West Covina City Council at 11:41
a.m. in the Management Resource Center, Room 314, at City Hall, 1444 W. Garvey Avenue, West
Covina.

PUBLIC COMMENT ON ITEMS ON THE AGENDA
Philip Kaufman, West Covina resident and member of San Gabriel
Valley Progressives, spoke on the benefits of the organization SGV
Progressives, expressed concerns regarding internet sales tax, and
addressed the Marketplace Fairness Act.
Carolyn Arndt, West Covina resident, addressed the Civic Center
project of the development of a medical building adjacent to the
West. Covina library.
MEETING WITH CONGRESSWOMAN GRACE NAPOLITANO, 32ND CONGRESSIONAL
DISTRICT
Mayor Pro Tem Herfert opened the meeting and stated that due to
redistricting, the 32nd Congressional District represents a portion of
West Covina and welcomed Congresswoman Grace Napolitano.

Grace Napolitano, Congresswoman
Congresswoman Napolitano thanked the City and City Council for
the opportunity to meet. Congresswoman Napolitano gave an
overview of the services provided by her office to constituents and
announced upcoming events in which her office is sponsoring..
Congresswoman's staff provided several handouts including a
Constituent Service Guide.
Special meeting of April 2, 2013
Resident Lloyd Johnson announced the annual Welcome Home
Vietnam Veterans event that will be held April 13 in Whittier.
.Resident Carolyn Arndt . also brought attention to Dr. Forest
Tennant, resident, who travels the world and treats veterans.
Councilmember and staff shared upcoming challenges facing the
city which included the status of transportation funding, status of
CDBG funding, BKK Brownfield Development, Groundwater
Cleanup, Azusa%Amar Intersection and grant opportunities.
Councilmember Sykes addressed youth soccer and the lack of
fields for play and practice.
ADJOURNMENT Motion by McIntyre and seconded by Herfert to adjourn the
meeting at 12:37 p.m.
