Mayor Touhey called to order the special meeting of the West Covina City Council at 6:07 p.m. in the
City Manager's Conference. Room at City Hall, 1444 W., Garvey Avenue, West Covina.

Prior to convening into closed session, all items on the City

PUBLIC COMMENTS ON ITEMS ON THE AGENDA
Lloyd Johnson Lloyd Johnson, West Covina resident, thanked the City Council for
the Dog Park.
John Shewmaker John Shewmaker, West Covina resident, addressed concerns
regarding the budget details such as estimated ending budget
deficit; Police and Fire staffing reductions in the last 4 years; the
transfer of $4 million from the Bond fund into the General Fund;
concern with future bond, indebtedness; and the possible loss, of $5

million that was loaned to the Redevelopment Agency which the
State may not return to the City.

1) Amendment to the West Covina Municipal Code Establishing
Splashpads & Dog Parks Ordinance Rules and Regulations at Splashpads and Dog Parks
Recommendation is that the City Council adopt the following
Ordinance:
Ordinance No. 2234 ORDINANCE NO. 2234 — AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF WEST.. COVINA, 'CALIFORNIA,
AMENDING SECTION 18 OF CHAPTER 16 OF THE WEST

2) Ratification of Walk of Fame Committee Appointments
Walk of Fame Appointments Recommendation is that the City Council ratify the appointments
made by the Mayor to the Walk of Fame Committee as contained
within the report as follows:

and Mayor Michael Touhey (Trustee of the Castucci
Foundation)

DEPARTMENTAL MATTERS

3) 2012-13 Fiscal Year Balanced Budget Preview
2012-13 FY Budget Preview City Manager Pasmant made brief opening remarks regarding
efforts made to produce a balanced budget without the use of City
reserves, adding that it addresses issues that -are the result of the
stressed economy.. He briefly highlighted the impact of State
funding cuts; rising fuel and utility costs; and other factors that
affect revenue sources to the City such as the reduction in property
taxes and sales tax revenues caused by the recession. He thanked
employees and staff for their sacrifices and cooperation, the public
for their support and also highlighted the City's accomplishments
despite the fiscal constraints.
Assistant City Manager Tom Bachman gave a detailed
review of the 2012-13 Budget beginning with the. history of the
financial impact to the City due to the Coun°try's economic
downturn and how this has progressively affected both revenues
and expenditures and the steps that have been taken to deal with
these issues. He also described the State's decisions and actions
that the City has had to deal with and some of the!' City's strategic
plans that have been put into place" to address future, financial
issues that the City will be facing.

. Mayor Touhey closed with comments thanking staff and
Mayor Pro Tern Sanderson also thanked staff.

DEVELOPMENT COMMISSION; SUCCESSOR AGENCY;
WEST COVINA COMMUNITY SERVICES FOUNDATION,
INCORPORATED; CAPITAL IMPROVEMENT PROGRAM;
AND LOCAL ENFORCEMENT AGENCY OPERATING
BUDGETS AND APPROVING THE APPROPRIATIONS FOR
THE FISCAL YEAR COMMENCING JULY 1, 2012 AND,

SUCCESSOR AGENCY, Mayor Touhey recessed the City Council meeting, at 8:06 p.m. to
reconvene the Successor Agency meeting. The City Council
reconvened at 8:08 p.m. with all members present except
Councilmember Herfert.
