PRESENTATIONS Mayor Pro Tern Sanderson called forward Finance Director li Thomas Bachman who introduced City Controller, Dennis Swink who is retiring from the City with thirteen years of service and presented him with a Resolution of Commendation:,, Mayor Pro Tern Sanderson called forward Mark Olson, Representative for the Citrus Pest and Disease Prevention Program who provided a PowerPoint presentation on Asian citrus pysillid and HLB in Los Angeles County that kills trees. City Council Minutes of July 17, 2012 ORAL COMMUNICATIONS Lloyd Johnson Lloyd . Johnson, West Covina resident, presented a replica of a veterans' memorial for Council's consideration that Mr. Johnson would be willing to put together free of labor costs.' Shirley Buchannan Shirley Buchannan, West Covina resident, complimented the City's 4t" of July event and thanked the Greater West Covina Business Association; addressed Big League Dreams and repeated requests for a financial report. Councilmember Herfert responded that the City has an agreement.with Big League Dreams and asked staff to provide a response. Staff responded referring to the City's `agreement and referenced the City's share of revenues. Ms..Buchanan had further questions which Mayor Pro Tern Sanderson offered to assist her with by arranging a meeting with staff. Carolyn Arndt Carolyn Arndt, West Covina resident, announced a recent Boy Scout Day and recited several verses on leadership Forrest Wilkens Forrest Wilkens, West Covina resident, addressed the Athens Services evergreen contract stating there are other trash companies in the area who also can meet mandates at lower costs. John Honell John Honell, West Covina resident, inquired as to recent promotions in the Police Department and how promotions are funded and whether the Council must approve promotions.. City Manager Pasmant addressed Mr. Honell's questions. Bill Roe Bill Roe, West Covina resident, announced an upcoming concert Rise Up America in La Puente inviting the Council' and introduced Ruben Treviso with United Veterans of America. Ruben Treviso Ruben Treviso, addressed the upcoming concert to honor veterans and spoke on veterans issues. PUBLIC HEARINGS Public Hearing Code Amendment No. 11-02 17) Reasonable Accommodation Standards Reasonable Accommodation Mayor Pro Tern Sanderson announced the hearing matter and Standards Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Pro Tern Sanderson proceeded to open the hearing and Planning Director Jeff Anderson briefly reported the purpose of this item is to establish reasonable standards to assist disabled individuals to apply for relief from City land use standards so they may adapt their dwelling unit to address their disability. The City staff worked closely with the City Attorney's office in developing the ordinance to reflect the most recent changes in law. He then briefly explained the process to apply and offered to.answer questions. ABSENT: Touhey ABSTAIN: None Public Hearing 18) West Covina Auto Plaza Business Improvement District 2012- Auto Plaza BID Assessment District 2013 Annual Report and Assessment Mayor Pro Tern Sanderson announced the hearing matter and Assistant City Clerk. Rush verified that proper legal notice had been given. Mayor Pro, Tem Sanderson proceeded to. open the hearing and Deputy City Manager Chris Freeland reported that the Advisory Board of the West Covina Auto Plaza Business Improvement District (BID) approved the FY 2012-2013 Annual Report and Budget. By adopting the resolution tonight, City Council will both confirm the Annual Report and will place direct assessments on the Auto Dealers of the Auto Plaza to operate and maintain the electronic reader board and the entry monument sign and landscaping located at the southwest corner of Azusa Avenue and Garvey Avenue. Freeland also noted that the City Council may adopt, revise, change, reduce or modify the -proposed assessment but may not impose increases. He also reported that the BID requested that the record reflect that two of the dealerships are delinquent in paying their assessment and then offered to answer any questions. Assistant City Clerk Rush verified that no written communications had been received regarding this item. FOR FISCAL YEAR 2012-2013, Motion carried by 4 — 0. DEPARTMENTAL REGULAR MATTERS City Manager's Office Designation of Voting Delegate for League of California Cities 19) 2012 Annual Conference & Expo 7 City Council Minutes of July 17, 2012 Voting Delegate Mayor Pro Tern Sanderson announced the matter regarding the 2012 Annual Conference of League of California Cities and City Manager Pasmant stated any Councilmember attending would need to be designated a voting delegate in order to vote on issues at the conference. Motion Motion by Herfertand seconded by Sotelo to receive and file this report. Motion carried by 4 — 0. CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATIONS Councilmember Sykes requested a report on the nature of discipline regarding City vehicles involved in accidents. COUNCIL COMMENTS Councilmember Sykes inquired about the City's program for collecting needles and sharp medical discards and whether an individual is ever turned away if the container is full. Public. Works Director Shannon Yauchzee stated he has never .known of that situation but that it could possibly happen if the containers are full. He said staff will then ask the resident to call back to check when they can return. Sykes asked if the program could be expanded by contacting legislators and distributors. City Manager Pasmant offered to provide information on the program and how it works and then go from there.
