February 7, 2012

City Attorney Arnold Alvarez-Glasman reported the following:
Prior to convening into closed session, all items on the City
Council agenda were announced for inclusion in the closed session
discussion; all members of the Council were present with the
exception of Mayor Pro Tem Lane and Councilmember Sanderson.

discussed with City Council with no action taken and nothing
further to report.
Conference with Legal - Council — Anticipated Litigation —
One Case — City Attorney Alvarez Glasman reported Mayor
Touhey and Councilmembers Herfert and Sykes unanimously
authorized the City to prepare and file a lawsuit against Inmate
Communications Corporation.
AGENDA Assistant City Manager Bachman requested and received Council
consensus that Item # 9 — Review of Cost Saving Opportunities of
City Commissions - be held over to a special meeting to be held on
Monday, February 13, 2012.
TIONS
Mayor Touhey introduced South Pasadena Councilmember and
Governing Board Member Michael Cacciotti of the South Coast Air
Quality Management District who presented a PowerPoint
presentation updating West Covina on the various projects and
programs that the AQMD is currently promoting.
George Ogden, West Covina resident, addressed the City's
commissions and their service to the City.
City Council/CDC Minutes February 7, 2012
John Shewmaker John Shewmaker, West Covina resident, addressed concerns with
council's actions and big businesses/vendors in the city.
Beverly Bulthuis Beverly Bulthuis, West Covina resident, on behalf of West Covina
Beautiful, invited Council, staff and the audience to West Covina's
89g' Birthday celebration'on February 23 and expressed opposition to
the rezoning of the Civic Center area and project for a medical
building.
Herb Redholtz Herb Redholtz, West Covina resident, addressed his disappointment
with the item regarding the elimination of the West Covina 41h of
July Celebration on the Consent Calendar requesting it be removed
for a staff report presentation and suggested City seek funding for the
event.
Irene Fleck Irene Fleck, West Covina resident, announced upcoming Library
events; expressed her concerns with the medical/condo development
slated for the Civic Center location and shared her concern with
landfill diversion of debris being hauled away from the development
site; expressed concerns with the continuing pollution issue.
Sandra Taylor Sandra Taylor, West Covina resident, addressed the proposed
elimination of the West Covina 4`h of July celebration inquiring
whether the savings outweighed the benefits to the community event.
Councilmember Herfert addressed environmental issues in the City
including the closure of BKK and the positive improvements to the
community's environment achieved by the Council; such as the
development of Ridgerider/Maverick Field, Heritage Park and the
preservation of Hurst Ranch and other improvements.
Councilmember Sanderson inquired whether it was possible to
recycle any of the debris that would be removed from the Civic
Center development site.
Mayor Touhey responded to the City's diversion program and other
city recycling programs.
CONSENT CALENDAR Sanderson requested Item 6 — General Fund Subsidy of 41h of July
Celebration - be pulled for separate consideration and
Councilmember Herfert requested Item 5 — Video Web Casting of
City Council Meetings - be pulled off the consent calendar for
separate consideration.

Video Webcasting of City Council Meetings
Deputy City Manager Freeland presented a brief report on the costs
to add video coverage for City Council meetings, implementation of
automated agenda and video coverage for Planning Commission
meetings and the cost to air meetings through Charter
Communication on Cable TV.
Councilmember Herfert expressed support of Option #3 providing
video of Council meetings and the implementation of automated
Planning Commission meeting agenda and video.
Councilmember Sanderson inquired about the proposed legislation in
which the use of PEG funds can be expanded beyond only capital
costs.
Councilmember Sykes supports implementation of webcasting of
video meetings.
Motionby Herfert and seconded by Sykes to approve video
webcasting of City Council and Planning Commission meetings on
the City's website.

Councilmember Sanderson spoke in support of the event expressing
her concern with the current economy hoping to discuss ways to find
alternate funding sources.
Councilmember Herfert addressed the success of the event in past
years and expressed support for allocating funding for this year's
event.
Motion by Herfert and seconded by Sanderson to authorize the 4"' of
July event. Motion carried by 4 — 0.
Council discussed business outreach for subsidizing the 4t" of July
Event throu,*h and asked that a report be brought back during the
February 13t special meeting.
