SPECIAL MEETING OF THE
WEST COVINA COMMUNITY DEVELOPMENT COMMISSION
January 31, 2012
Chairman Touhey called to order the special meeting of the West Covina Community Development
Commission at 6:04 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

DEPARTMENTAL MATTERS
Finance Department
Approval and Transmittal of a Revised Enforceable Obligations
Payment Schedule (EOPS) and Updated Draft Recognized
1) Obligations Payment Schedule (ROPS) Pursuant to B I X 26
EOPS/ROPS City Manager Pasmant announced the matter involving the City's
efforts to make adjustments before the dissolution of the
Redevelopment Agency. Assistant City Manager Thomas
Bachman presented the staff report and explained that the CDC
had adopted an Amended Enforceable Obligations Payment
Schedule and a Draft Recognized Obligations Payment Schedule
detailing redevelopment obligations. Bachman described the
adjustments made to the schedule. In addition, Bachman informed
that it is necessary to identify these obligations of the
Redevelopment Agency or they could not be included for
reimbursement in the future.

Resolution No. 616 RESOLUTION NO. 616 — A RESOLUTION OF THE
COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING AND
AUTHORIZING THE TRANSMITTAL OF THE REVISED
ENFORCEABLE OBLIGATIONS PAYMENT SCHEDULE
(EOPS) AND THE UPDATED DRAFT RECOGNIZED
OBLIGATIONS PAYMENT SCHEDULE (ROPS) PURSUANT
TO ASSEMBLY BILL IX 26 (AB 1 X26)
Motion Motion by Herfert and seconded by Lane to adopt the resolution.
Motion carried by 5 — 0.
ADJOURNMENT Motion by Sanderson and seconded by Lane to adjourn the
meeting at 6:14 p.m. in memory of the following:
• Evelyn Pascoe, wife of Senior Center volunteer Don Pasco
• Jerry Liska, husband of Shelly Liska, Senior
Administrative Assistant in the Police Department
• Michael Okura, former West Covina High School Coach
