Covina. Andrew Pasmant City Manager Councilmember Fred Sykes Mayor/Chairman Touhey, Councilmember/Commissioner Herfert, Sanderson (arrived 7:45 p.m.), Sykes Mayor Pro Tem/Vice Chairman Lane REPORTING OUT FROM CLOSED SESSION City Attorney Alvarez-Glasman reported the following: Prior to convening into closed session, all items on the City Council agenda were announced for inclusion in the closed session discussion; all members of the Council were present with the exception of Mayor Pro Tern Lane and Councilmember Sanderson. Items on the agenda: Conference -with Labor Negotiators — Employee Organizations: Confidential Employees, Maintenance & Craft Employees, Non - Sworn Safety Support Employees, General Employees, Mid - Management Employees, W. C. Police Management Association, W.C. Police Officers Association, W.C. Firefighters' Management Association, W.C. Firefighters' Association, I.A.F.F, Local 3226, Miscellaneous Unrepresented Management Employees: Assistant City Clerk, Assistant City Manager, Community Development Dir., Community Services Dir., Deputy City Manager, Finance Director, Fire Chief, Dir. Human Resources, Planning Director, Police Chief, Public Works Dir/City Engineer, Dir. Risk Management — City Council received a briefing from the City's Negotiators with no final action taken and nothing further to report. Public Employment: City Manager — City Council received a briefing with no action taken and stated that there was a report under Open. Session regarding this matter that needs to be addressed. CHANGES TO THE AGENDA City Manager Andrew Pasmant announced that there are corrections to Items #12 and #14, Ca1PERS resolutions — Providing for Paying and Reporting the Value of Employer Paid Member Contributions to -the California Public Employees' Retirement System and Tax Deferral of Member Paid Contributions to the California Public Employees' Retirement System - that have been provided to the Council. ANNOUNCEMENT Mayor Touhey announced that he would request the council consensus to hear Items # 18 and # 19 at the same time as they are related and that anyone wishing to speak on either item would be allowed to speak after the public hearing is opened. City Council/CDC December 20, 2011 PUBLIC 18) 19) DDA/1607 West PRESENTATIONS 1 71 Ray Hernandez Tom O'Donnell Following his announcement, Mayor Touhey stated that Mayor Pro Tern Lane could not attend the meeting and Councilmember Sanderson was expected at 8:30 p.m. Mayor Touhey requested comments from the City Attorney. City Attorney Alvarez-Glasman stated that the two items involve land entitlements and recommended that as a better practice the matter be heard with all councilmembers present due to its judicial nature. If this matter is continued to a future date both councilmembers not present would need to review all previous recordings and testimony. Mayor Touhey called forward applicant Peichin Lee of CMG Development who stated it was acceptable to her to continue the matter for a full council. City Attorney stated that the public hearing would need to be opened for the council to take action to continue the matter. Mayor Touhey opened the public hearing matter [Item 18 & 19]. �TIONS Motion by Herfert and seconded by Sykes to continue both items to January 10, 2012 at 7:00 p.m. Motion carried 3-0. Mayor Touhey addressed many of the residents' concerns of the hearing being scheduled for tonight and so close to the holidays when many were unable to attend. Planning Director Jeff Anderson provided a brief report of the timeline of the appeal hearing process. Mayor Touhey called forward Adrian Williams, General Manager of Big League Dreams, to accept a Certificate of Recognition for his management of Big League Dreams from 2007 through 2011. Ray Hernandez, West Covina resident, thanked Mayor Touhey for agendizing the subject of video streaming the meetings through the City's website. He also suggested the City look at the contract agreement Signal Hills has with their cable company. Tom O'Donnell, West Covina resident, commented on Adrian Williams and his commitment to the community as the general manager of Big League Dreams and presented Adrian with a t-shirt signed from the West Covina Senior Softball League. City Council/CDC Minutes December 20, 2011 Councilmember Herfert commented and attributed much of the success of Big League Dreams to Adrian Williams. Joanne Wilner Joanne Wilner, West Covina resident, thanked Mayor Touhey for bringing forward web streaming of council meetings and requested planning Commission meetings be included; stated that the increase to legal costs is irresponsible; and expressed her support to review development standards prior to any new development on vacant lots [Item 15]. Bobby Reyes Bobby Reyes, West Covina resident, suggested corporate sponsorships of vacant lots to preserve open space. Forrest Wilkens Forrest Wilkens, West Covina resident, addressed a campaign hit piece circulated during the recent election and alleging its connection with Athens Services and suggested the City end the evergreen contract with Athens Services. Bruce Leinba.ch Bruce Leinbach, West Covina resident, addressed the retirement of City Manager Andrew Pasmant and the success of the West Covina High School Bulldog football team. Councilmember Sanderson arrived at 7:45 p.m. and took her place at the dais. DEVELOPMENT COMMISSION REQUESTS FOR REPORTS, Request from Mayor Michael Touhey Requesting the City Council to Instruct City Staff to Prepare a Report on the Costs to Provide Video Webcasts of City Council Meetings Mayor Touhey commented that he is bringing forward this request due to the request of others and requested that webcasting of Planning Commission meetings be included for review. He briefly explained that webcasting is different than cable broadcasting stating no City Council/CDC December 20, 2011 Motion Action ADJOURNMENT tted by: Assistant that webcasting uses a stationary camera whereas cable broadcasts use a mobile camera. Motion by Herfert and second by Sanderson to approve. Councilmember Sykes requested clarification as to whether the technology is for the internet only or to include cable broadcasting. Mayor Touhey clarified that webcasting is only through the internet and broadcasting on cable would require another type of service and would then only be available through the City's cable company [Charter] and not through all then other cable/tv service providers that residents may have. Councilmember Sykes requested the City also look into a previous speaker's comment on Signal Hill's contract with their cable company. Motion carried by 4- 0. DEVELOPMENT COMMISSION COMMENTS Councilmember Herfert commented on the City Manager's retirement and how Mr. Pasmant helped the City's business community grow and thanked him for all his hard work and leadership. Councilmembers concurred and all thanked the City Manager for his leadership and hard work. Councilmember Herfert wished all Happy Holidays. Mayor Touhey also wished all Happy Holidays.
