Mayor Herfert called to order the special meeting of the West Covina City Council at 5:12 p.m. in the
City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

Fred Sykes Fred Sykes, West Covina resident, expressed hope for a positive
outcome of the trial and the costs.

CLOSED SESSION Mayor Herfert commenced the closed session at 5:17 p.m. to
discuss the following matters:
